CONSIDER/DISCUSSIAPPROVE DIRECTING COUNTY TREASURER TO APPLY FOR UNCLAIMED CAPITAL CREDITS RECEIVED FROM ELECTRIC COOPERATIVES AND PAY THESE FUNDS TO THE CONCHO COUNTY CHILD WELFARE BOARD UPON RECEIPT - TAKE APPROPRIATE ACTION Commissioner Gully made a motion to direct the County Treasurer to apply for Unclaimed Capital Credits received from electric cooperatives and pay these funds to the Concho County Child Welfare Board upon receipt, duly seconded by Commissioner Dillard. Motion carried unanimously. CONSIDERIAPPROVE ALL ACCOUNTS PAYABLE FOR CONCHO COUNTY - TAKE APPROPRIATE ACTION Mrs. Gierisch presented the monthly Accounts Payable Claim Register from April 9, 2025, through April 29, 2025, with a total of $197,744.42. Commissioner Dillard made a motion to approve and pay all accounts due and owing by Concho County, duly seconded by Commissioner Miller. Motion carried unanimously. See Exhibit "B" CONSIDER BURN BAN - TAKE APPROPRIATE ACTION Commissioner Gully made a motion to lift. the burn ban, duly seconded by Commissioner Miller. Motion carried unanimously. Burn ban has been lifted. COANSDERDSCUESAPPROVE PROPOSAL FOR ELECTRIC SERVICE - TAKE APPROPRIATE ACTION Two bids were received from Electric Companies, one from Alliance Power Company with a 3- year contract and the other from TASB Energy Cooperative with a 7-year contract. The two bids only had $0.01 difference. Commissioner Gully made a motion to accept the bid from Alliance Power Company, duly seconded by Commissioner. Miller. Motion carried unanimously. See Exhibit "C" COANSDFRDSCISSAPPAOVE 340B DRUG PRICING PROGRAM PROCLAMATION = TAKE APPROPRIATE ACTION Judge Dillard stated that this proclamation is to support the access to affordable prescription drugs. This proclamation is not to be confused with the County keeping the cost of prescription drugs down, just that we support it. Commissioner Dillard made a motion to agree to the Proclamation and approve Judge Dillard signing for the Court, duly seconded by Commissioner Gully. Motion carried unanimously. See Exhibit "D" COASDERDRCISSAPPAOVE COUNTY CLERK CONTRACT ADDENDUM WITH LGS FOR AN ADDITIONAL USER FROM THE DISTRICT JUDGE'S OFFICE - TAKE APPROPRIATE ACTION Mrs. Hall advised the Court that the District Judge has two Court Coordinators now, not just one. Concho had an agreement with Runnels County to pay for half of one user profile on LGS, when there was only one Court Coordinator. Now with the Judge having two coordinators, one for Criminal cases and one for Civil Cases, they need another user platform. Commissioner Miller made a motion to approve of the LGS Contract Addendum with Concho County, duly seconded by Commissioner Gully. Motion carried unanimously. See Exhibit "E" The court took a recess at 10:18 a.m. to read through the previous meetings' minutes. The court went back into session at 10:25 a.m. after recess. APPROVE MINUTES FROM PREVIOUS MEETING Commissioner Dillard made a motion to approve the minutes from April 8, 2025, Commissioners Court, as presented, duly seconded by Commissioner Bradshaw. Motion carried unanimously. REPORTS, INFORMATION AND FUTURE AGENDA ITEMS - NO ACTION TO BE TAKEN Commissioner Gully said that he is going to get with Kirk Griffin out of Christoval to list his dump truck in an online auction. He will get with Mrs. Paul on the legalities. Commissioner Bradshaw. stated that he got in some Asphalt Emulsion, left it out at Apache Hills and was going to put it out last Tuesday, but someone came and opened the valves on his truck and all of it ran down the barrow ditch. Commissioner Dillard said that the conference that he, Commissioner Miller, and Commissioner Gully attended last week yielded contacts with some consulting groups to help keep the Courthouse Renovations on track. He will give the contact information to Mrs. Hall and see about having them give a presentation to Commissioners Court. Commissioner Dillard also stated that the brush shredder has seized up and he has someone from United Ag coming to look at it soon. Commissioner Dillard also advised that the Wheat Tour is going to be on Thursday May 1st in Millersview, and it will provide 5 Continuing Education hours if anyone wants to attend. Commissioner Dillard stated that he still has not found who the telephone line belongs to, which is on County Road 4142. Mrs. Hall has gone back through some of the records but has not found a Right-of-Way easement. She will continue to look. Commissioner Miller said that he is also going to use Griffin Auction to post the Motor Grader and Pickup that he did not sell when he opened up for bids. Mrs. Hall presented the Wildlife report for Mrs. Gierisch, for the record. See Exhibit "F" Mrs. Hall presented the JP's April report for Mrs. Gierisch, for the record. See Exhibit "G" Mrs. Hall presented the Pledged Securities for Mrs. Gierisch from First State Bank of Paint Rock with total pledges being: $6,687,905.01. See Exhibit "H" Mrs. Hall gave the Commissioners' Court an update on the Capital Trial. Judge Dillard stated that the Legislative Update is going to be held the last week of August in Austin if anyone wanted to attend. Judge Dillard will be gone Thursday through Saturday of this week and will be attending the Probate Academy in Lubbock next week. Mrs. Gierisch asked Judge Dillard to inform Commissioners' Court that Constable Hall has requested a County Credit Card in his name. She is going to order one for him.
