CITY OF WINONA Regular City Council Meeting 520 Dallas St. Winona, TX Tuesday, February 18th, 2025 MINUTES On this 18th day of February 2025, the Winona City Council convened at the Community Center located at 520 Dallas St, Winona, Texas at 6:30 pm in a Regular City Council Meeting. The meeting was open to the public and the following were present: Members Present: Mayor Rachel Moreno, Mayor Pro-Tem Dee Roden, Alderman Craig Attaway, Alderman Gary Fox, Alderman Shanna Clark Members Absent: None Guest Present: Craig McCollum, David Beck, Fonteyn Beck, Glenn Trimble, Joby Simmons A. CALL TO ORDER FIRST ORDER OF BUSINESS Roll Call. Public notice oft this meeting has been given, and a quorum is present. B. PLEDGE OF ALLEGIANCE & INVOCATION At this time Mayor Rachel Moreno asked everyone to observe in the Pledge of Allegiance and guest David Beck gave the invocation prayer. C. VISITORS OPEN FORUM Mayor Rachel Moreno spoke on the changes with the connection to the East Texas Municipal Utility District (ETMUD) had nothing to do with the City of Winona. The project and the money given for that project was between Smith County and ETMUD. The city will be keeping their wastewater treatment plant and bringing it up to code. TCEQ and TRWA have been here. We have all been working with the school and getting the road into the wastewater treatment plant updated and into compliance. We did get a scholarship to help get the repairs done. For the dogs around town, it is illegal to remove dogs that have an owner. Bring it to the attention of Deputy Sebrina Rodgers with Smith County Sheriff's Office. She has been trying to help the city with this. Mayor Pro-Tem Dee Roden spoke about the MPO meeting she attended. These meetings are mostly about transportation but also about roads. The side road from 271 to Loop 323 will be shut down one maybe two more years. D. APPROVAL OF MINUTES: 1. Approval of. January 21st regular meeting minutes. Mayor Pro-Tem Dee Roden made the motion to approve the meeting minutes with a spélling correction in section F-1 (a) the word fir should be for and seconded by Alderman Craig Attaway. All in favor; none opposed. Motion carried unanimously. E. FINANCIALS: 1. Update of December Financials Financials updated, no questions asked. Monthly report: Updated by Craig- Had a problem w/Generator in January. Had a guy look at it and couldn't fix it. Mall Energy picked it up and we just got it back. RRC was here for the last 2 weeks. Yellawood is up and online with the gas. CDBG Grant for roads. Bought a Jetter (used) motor runs good. We used it at the sewer plant. Over 100 line locates. Swepco came in last month adjusted. Glenn Trimble: updated on water loss states he has finally been given guidance on master meter counts and difference in active meters, once we get more connections we will have to submit a report on plans to upgrade the water system. 2. Park/City Beautification Updated by Mayor Pro-Tem Dee Roden. Dee Roden- Do we have enough money for a BBQ Grill for the park? To put it at the pavilion by the picnic tables. How hard would it be to get lights and a fan in the pavilion? No electrical currently in the pavilion. We need to look for garland for the metal trees. We need to call SWEPCO and get boxes hung on the light poles. Get Christmas lights removed from the community center. 3. Mayor's Updates a) Update on permits submitted for processing. Updated by Mayor Rachel Moreno. We have one permit for a lot split on Elm Street G. DISCUSSION AND ACTION ITEMS: 1. Discussion and possible action to decide which bank accounts to transfer over to Vera Bank. Alderman Dee Rhoden made the motion to and seconded by Alderman Shanna Clark to move all accounts to vera bank except 2 accounts at first national bank of Winona and 1 account at southside bank. All in favor; none opposed. Motion carried unanimously. 2. Discussion and possible action on the training amount, to cap it or Increase/decrease when necessary. Motion was made by Alderman Craig Attaway and Seconded by Gary fox to increase training to $20,000.00 annually, to be reviewed annually All in favor; none opposed. Motion carried unanimously. 3. Discussion and possible action to approve hiring Paul Conrad as a second wastewater consultant. Motion was made by Alderman Dee Rhoden and seconded by Alderman Gary Fox to Hire Paul Conrad for wastewater consultantoperator for $2000.00 a month. All in favor; none opposed. This session is a closed session. I. ADJOURNMENT Mayro Pro-Tem Dee Roden made the motion to adjourn this meeting at 7:18 pm. Seconded by Alderman Gary Fox. All in favor; none opposed.
