City of Oak Ridge Kaufman County, Texas City Council Meeting Minutes April 28, 2025 at 6:00 PM Item 1 Call to Order Meeting was called to order by Mayor Paul Hullar at 6:02 PM. Present were Council Members, Janelle Davis, Scherri Holmes, Nena Langford, Rolando Guzman, Mayor Pro Tem Jimmy Quick and Chief Bill Weatherly. City Secretary Karen Stacey was also in attendance. Item 2 The Pledge of Allegiance Mayor Paul Hullar led the group in saying the Pledge of Allegiance. Item 3 Discuss, Consider, Action to Approve Council Meeting Minutes of April 28, 2025 Motion was made by Scherri Holmes and seconded by Janelle Davis to approve Council Meeting Minutes of April 28, 2025. All others being in favor, motion carried. Item 4 Discuss, Consider, Action to Approve Payment of April 28, 2025 Bills /Invoices Motion was made by Nena Langford and seconded by Janelle Davis to approve Bills/Invoices of April 28, 2025. All others being in favor, motion carried. Item 5 Discuss, Consider, Action to Approve March, 2025 Financials Motion was made by Janelle Davis and seconded by Nena Langford to approve March, 2025 Financials. All others being in favor, motion carried. Item 6 Discussion on Police Department - (Chief, Bill Weatherly) Two felony arrest filed this month. Impounds are steadily up this month. Chief Weatherly will be leaving for Houston Wednesday and will be back Friday. Tier 1 MOU is in a position to be accepted. Tony will possibly pay for an officer 1 day a week. Still looking for individual with Red/Copper colored sports car from Oak Valley with extremely loud exhaust and speeding in the subdivision. Item 7 Discuss, Consider, Action to Approve Wand Metal Detector and where to charge on Budget Mayor stated wand was already purchased with a Prepaid Mastercard from back when we signed up with Optimum. There was a $200.00 credit on the card which covered all the expense but $5.00 and change and that was covered by petty cash. Item 8 Discussion on Code Enforcement - (Donnie Spradlin) Donnie discussed how he is approaching code enforcement and making all forms uniform SO it will be official and professional. Donnie has already inspected several concrete projects and patios. Item 9 Discuss, Consider, Action to Approve Crack Seal Overage invoice for Texas Bit - Discussion on Roads Mayor discussed if Texas Bit will complete crack seal on 138 cul-de-sac City will agree to pay % of the $4850.00 to finish out the Project. Motion was made by Janelle Davis and seconded by Nena Langford to this version of the final payment. All others being in favor, motion carried. Item 13 Set Date for May 12, 2025 City Council Meeting at 6:00 PM Meeting is scheduled for above date and time. Item 14 Set Date for May 27, 2025 City Council Meeting at 6:00 PM Meeting is scheduled for above date and time. Item 15 Mayor/Council Items of Community Interest and/or Items for Future Council Considerations Mayor getting quote for sidewalk and flag pole. Rolo looking into updating computer for City Secretary.
