MAY 12, 2025 The Newcastle City Council met in regular session at the Newcastle City Hall, 608 Broadway Ave, Newcastle, Texas at 6:00 pm on Monday May 12, 2025, with the following members present: MEMBERS: Mayor: Dickey Baynes Council Member: Sarah Riley Jeff Altebaumer Chad Owen Dustin Hobbs Joshua Duffield (New) City Secretary: Alice Winder Utility Operator: Brent Casteel OPENING PRAYER: Dickey Baynes asked Chad Owen to open the meeting up in a prayer at 6:03pm. VISITORS: PUBLIC FORUM: Mr. & Mrs. Edwin Medina that have property on 200 block of Madison, came to express concerns about flooding at their residence every time it rains. The city council members assured them that they are aware of the issues in that area. They also told the Edwin Medina family that they would be working to figure out how to divert water in that area because its other residents around there with the same flood issues. APPROVAL OF THE MINUTES FOR APRIL 2025- All city council approved of minutes. Sarah Riley made a motion and Chad Owen second it. Approved 5-0 APPROVAL OF THE FINANCIALS FOR APRIL 2025 - Financials were approved. Motion was made Chad Owen and Jeff Altebaumer second it. Approved 5-0 DISCUSSION ON SCHEDULING THE BUDGET MEETING FOR NEXT MONTH- The City Council meeting will be on the same day as the Budget meeting. Agreed on June 16th because some will be on vacation. Approved 5-0 DISCUSSION ON STREETS & DITCHES-The mayor has been communicating with the Commissioner, and he's supposed to be sending us some more gravel to help with some of the roads that have been damaged due to the heavy rain we had in the last couple of weeks. The commissioner also said he would send someone to help us with the ditches. With the budget being SO stretched it is hard on the city. We're looking at all any and all options for grants to help with this issue. DISCUSSION ON PARK EQUIPMENT- After the city council meeting the councilmen went to the park to see what kind of conditions at the equipment is in & it's been decided that we will try to purchase the materials to try to put it together but ifit's not put up by July 1st, it will be scrapped. DISCUSSION ON QUOTE FROM THE ENGINEER ABOUTTHE CHLORINATOR- After reviewing the quote, it really wasn't a quote it was actually an invoice for the preparation of the paperwork to be sent to TCEQ. So, the funds for this will be taken out of the Pinnacle account. Approved 5-0 DISCUSSION ON PROPOSAL FROM ALLIED TANK SERVICES- STANDPIPE- We're looking at several options. Tabled DISCUSSION ON RESPONSE DICK BAYNES RECEIVED ABOUT THE SEWER PLANT PUMPING PROCESS- The guys are testing with a pump we borrowed. And we have a guy helping us with determining what pump will work for us. Tabled UPDATE ON THE REPORT ALICE RECEIVED FORM THE HIGHWAY DEPARTMENT ABOUTTHE QUANAH BRIDGE- The highway dept has all materials ready for the job it's just a matter of weather cooperating and they will contact us before starting the project SO we can notify the residents that will be affected. EXECUTIVE SESSION: Executive Session as Authorized by Texas Governmental Code Section 551.074 - 7:05pm- 7:40pm. Call the 2 applicants in for interviews for the part time position MAYOR'S UPDATE- Our EPP report was excepted by TCEQ, there's a tower going up on the north end oftown, city council members needed to sign a form for Fleming & Fleming start to help us with a pending audit. Still working on trying to put up cameras & equipment up to prevent a theft of water that is going on, on north High Street & we're waiting on a quote back from Bode Roofing to possibly repair the roof over the city hall office, that is continually leaking.
