COMMUNICATION OF VISITORS (PUBLIC COMMENT) Section 551.007 ofthe Texas Government Code allows a member ofthe public who desires to address the body regarding an item on an agenda for an open meeting ofthe body to address the body regarding the item at the meeting before or during the body's consideration ofthe item. None. 5. OLD BUSINESS a. Discuss and consider approving the minutes from the last Zoning and Re-plat Commission meeting. Scotta Stanley made a motion to approve the minutes. Robert Geiserseconded the motion. All were infavor. None opposed. Motion carried. b. Discuss and consider nominees to fill the vacated position on the Zoning and Re-Platting Commission. Committee will be asking Tammy Butlers and Marshal Tidwell ift they are interested. in joining. 6. NEW BUSINESS a. Discuss and consider revising and clarifying ordinance 492 (RV Evacuation in an Emergency). The committee asked when the ordinance was) first created, to which Lauren Grayson responded it was established in 2017. Scotta Stanley commented. that she does not believe the City Council would agree with the proposed ordinance change. Rick Martin stated he does not believe they could be able t0 tell people they have to move their boats in a specific amount of time. He thinks they could have them strapped down however. Scotta Stanley commented. most people wait to the last minute to nove. their boats. Rick Martin stated it was saidyou could takej your camper to the nearest state park andi then asked where that would be. Lauren Grayson answered Bracos Bend and there is one in Sealy. Rick Martin stated he believes all that does is cause more ofa mess especially ifyou are evacuating and trying to take your camper to Sealy or wherever and people are not going t0 want to do that. Scotta Stanley stated. she will not vote on this until it is writtent to meet the needs of Jones Creek. Lauren Grayson clarified the document they are looking at is Surfsides ordinance andj just to be used as an example such as, they define travel trailers, motor homes and anything that is used as a semi-permanent dwelling. I was askedi what is the penalty, for not removing. your travel trailer during an emergency to which it was answered. by Rick Martin a $5003 fine that he believes is asinine to require that. Lauren Grayson reiterated the ordinance verbiage andi that they are trying to define what is considered. roadworthy and the different definitions ofl Recreation Vehicle. Rick Martin reiterated that they are: speaking ofmobile home parks and not residents. He then stated he believes the managers or owners oft the mobile home parks should have a set amount of time after an emergency broadcast that they turn in documentation of how many are there and if they are occupied and the ages ofthe occupants. Rick Martin stated he believes this should actually happen once a mothfor the city to be given this information. The committee. stated to add proof fofroad-worthines, requiring monthly report ofall occupants, photo. ID's, plates numbers ofo all vehicles, and names and ages ofall occupants. Lauren Grayson. stated there) has been law officials that have noticed several dilapidated. RV trailers being brought into the RV parks and it does not look as though ifthere was an emergency they would be able to be moved out which is what is required. She then stated if there if regular road- worthy inspections required that will eliminate any issue. It was discussed by the committee the process of mailing the ticket for a code enforcement infraction to the owner of said properly and the fines that have already been voted on along with previous offenders and the outcome ofthat situation. Scotta Stanley stated she thinks City Council needs to create an ordinance for the committee to vote on. Robert Geiser stated the ordinance they are looking at is just the example as it is Surfside's S ordinance and this committee isj just using the example. Lauren Grayson stated the meeting today is to clarify the definitions of Recreational vehicles and to discuss the requirements ofbeing road worthy. Rick Martin asked the amount of RV's at thej park. Lauren Grayson answered about 16-18. Rick Martin asked what ifthe RV owner is out oftown and the RV is left unattended during a natural disaster, to which, Lauren Grayson responded that the RV park is not storage and should not be abandoned as such, also, a reasonable person would be moving their RVin the event ofa natural disaster. Rick. Martin stated he thinks their should be required hurricane tie downs at each RV park: Robert Geiser stated that it is requiredfort the RV's to be moved within the hour. Rick Martin stated hej feels there should still be the hurricane straps just in case. Lauren Grayson read over what the committee is proposing to require all RV parks to have hurricane straps at every site. Rick Martin also mentioned. having the straps inspected regularly and the park would be responsible to install the hardware and straps. Rick Martin made a motion to approve all discussed changes. Scotta Stanley seconded the motion. All were inj favor; none opposed. Motion carried. Lauren Grayson stated. she will be taking these recommendations to the city council for their final approval. b. Discuss and consider accepting the resignation ofMike Chilcote from the Zoning and Re-Platting Commission. Was not discussed by committee. C.
