E CTTYL O CITY COUNCIL MEETING GUNAERI May 20, 2025 EST.1901 8:00 AM AGENDA ITEM #1 Discuss, consider, and act upon a Resolution from the Gunter PD, requesting to apply for Senate Bill 224 Grant 2026, from the Motor Vehicle Crime Prevention Authority (MVCPA) which awards grants to local law enforcement agencies to combat motor vehicle crime. AGENDA ITEM SUNMARYBACKGROINP: The Gunter Police Department is requesting to apply for a Senate Bill 224 Grant 2026. This grant is awarded by the Motor Vehicle Crime Prevention Authority (MVCPA) which awards grants to local law enforcement agencies and other organizations to combat motor vehicle crime to achieve the purposes of Texas Transportation Code 1006. This includes (1) providing financial support to law enforcement agencies for economic motor vehicle theft and fraud-related motor vehicle crime enforcement teams; (2) providing financial support to law enforcement agencies, local prosecutors, judicial agencies, and neighborhood, community, business, and nonprofit organizations for programs designed to reduce the incidence of economic motor vehicle theft and fraud-related motor vehicle crime; (3) conducting educational programs designed to inform motor vehicle owners of methods of preventing motor vehicle burglary or theft and fraud-related motor vehicle crime; (4) providing equipment, for experimental purposes, to assist motor vehicle owners in preventing motor vehicle burglary or theft; and (5) establishing a uniform program to prevent stolen motor vehicles from entering Mexico. The Texas Legislature prescribed performance measures are to (a) increase the recovery of stolen motor vehicles; (b) increase the clearance of motor vehicle crime cases (motor vehicle burglaries, motor vehicle theft, and fraud- related motor vehicle crimes); and (c) increase the number of persons arrested for motor vehicle crimes. Ifa awarded the grant, the Gunter Police Department intends to utilize the funds to obtain a yearly lease of five (5) Flock Safety license plate reader cameras. These cameras will be placed on our major thoroughfares and/or high traffic areas within our city to assist in identifying suspect vehicles and vehicles ofi interest entering and exiting our city. These license plate reader cameras are capable of detecting stolen vehicles and vehicles associated with criminal warrants. If the camera detects a stolen vehicle or vehicle ofinterest, the system will automatically alert the police department ofthe vehicle's last known location, allowing an officer to respond quickly. The cameras will also increase the police department's investigative capability by assisting in the identification of vehicles of interest that are associated with criminal activity. The annual cost for each camera is $3,000 per camera. With grant funding, the grant will fund 80% of this cost which will make the city responsible for the remaining 20% of $500 per camera per year. The police department proposes that five (5) Flock Safety license plate reader cameras are obtained at a total cost to the city of $2,500 yearly with the grant funding the remaining $12,500. This would be an annual lease for the cameras that can be terminated at the end ofany lease year. Flock Safety will provide the installation and be responsible for all maintenance for the cameras at no additional cost to the city. The police department will have exclusive access to the camera data. Other nearby towns, such as Tioga and Collinsville, have mentioned that they will be applying for the same grant for the same camera systems. Administrative Code Title 43; Part 3; Chapter 57, entities are eligible to receive grants from the Motor Vehicle Crime Prevention Authority to provide financial support to law enforcement agencies for economic automobile theft enforcement teams and to combat motor vehicle burglary in thejurisdiction; and WHEREAS, this grant program will assist the Gunter Police Department to combat catalytic converter theft; and WHEREAS, City of Gunter has agreed that in the event of loss or misuse of the grant funds, City assures that the grant funds will be returned in full to the Motor Vehicle Crime Prevention Authority. NOW THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF GUNTER, TEXAS THAT: Section 1. The City of Gunter authorizes Karen Souther, City of Gunter Mayor, to apply for grant funding from the Motor Vehicle Crime Prevention Authority (MVCPA) and she is designated as the Authorized Official to accept, decline, modify, or cancel the grant application for the Motor Vehicle Crime Prevention Authority Grant Program and all other necessary documents to accept said grant; and Section 2. Danny Jones, Chief of Police, is designated as the Program Director and Detra Gaines, City Secretary, is designated as the Financial Officer for this grant. Section 3.
