Minutes of Cresson City Council Meeting March 11, 2025 The City Council reserves the right to adjourn into Executive Session during the course ofthe meeting to seek legal advice from its attorney regarding any item on the posted agenda as authorized by Section 551.071 ofthe Texas Government Code. Mayor Becker called the City Council Meeting of Cresson, Texas to order at 7:00 P.M. on Marchll, 2025, in the City Council Chambers. Attendance as follows: Mayor Ron Becker Lisa Clement Jeff Keeney Jacob Shelly (absent) Gary Robertson Corey Barker City Attorney Elizabeth Yelverton Councilperson Keeney gave the invocation and Councilperson Clement led us in the Pledge of Allegiance and the Texas Pledge. The meeting is opened to the public. Citizen's Comments Citizen Kenneth Benzenhoefer of 9405 Blair St asks if anyone else has noticed an unusual odor in their homes that irritates the eyes, nose, and throat. Citizen Roy Doolin of 104 E. Bluebonnet Drive wondered if maps and addresses can be added when an agenda is posted with any zoning and plating items. Mayor's Comments A. The Sales Tax Graph since the bypass opened shows that the city's sales tax collections continue to go up. Some businesses say they have been hurt; others say their business is up. B. SS4A Grant has slowed a bit. There is the possibility of another grant that is $200K with no match. It can be used for planning and preparation work for road projects. C. Johnson County now has a 90-day Burn Ban in effect. D. There was a complaint filed with the TCEQ from a resident in Bluebonnet Hills. The samples TCEQ took when they came out to investigate show no findings. Items for Future Agendas None Deliberation Agenda A. Consider and possibly act on Ordinance 2025-003 Canceling May 3, 2025, City Council Election. Councilperson Gary Robertson makes a motion to approve the ordinance as written. Councilperson Barker seconds the motion. 4 ayes and 0 nays. The motion is passed unanimously. B. Consider and possibly act on accepting the letter of resignation from Councilperson Jacob Shelly. Councilperson Barker makes a motion to accept the resignation. Councilperson Keeney seconds the motion. 4 ayes and 0 nays. The motion is passed unanimously. C. Mayor's Recommendation for City Council Place 1. Mayor Becker recommends Kevin Olivarez, a resident ofl Bluebonnet Hills, to replace Councilperson Jacob Shelly. 1. Council vote to approve or disapprove Kevin Olivarez. Councilperson Clement makes a motion to approve Mr. Olivarez. Councilperson Keeney seconds the motion. 4 ayes and 0 nays. The motion is passed unanimously. 2. Swear in new councilperson, if approved by council. City Secretary Katy Froyd swears in Kevin Olivarez for Place 1 on Cresson City Council. D. Consider and act on the installation of a streetlight at the corner of Bluebonnet Court and Bluebonnet Drive. Deanna Clark of200 E. Bluebonnet Court is the resident who requested the light after the flush valve in the area was fit. Mayor Becker states the City Engineer, Glenn Briesch, said there is no justification for a streetlight. Mayor Becker said the other option would be a reflective breakaway sign with arrows. Councilperson Clement makes a motion to table the item in order to gather further information such as who owns the pole and how much it will cost for a streetlight. Councilperson Barker seconds the motion. 4 ayes and 0 nays. The motion passed unanimously. E. Consider and possibly act on Oncor Resolution denying the proposed rate change. Councilperson Robertson makes a motion to approve the resolution as written. Councilperson Barker seconds the motion. 4 ayes and 0 nays. The motion is passed unanimously. F. Consider and possibly act on giving the mayor the authorization to execute an agreement dealing with Cresson Crossroads Municipal Utility District #2 interactions upon completion of the necessary exhibits. Mayor Becker states that this is a cleanup of the previous agreement regarding things like what areas are in-district and what areas are out-of-district. Councilperson Keeney makes a motion to give this authorization to the mayor. Councilperson Clement seconds the motion. 4 ayes and 0 nays. The motion is passed unanimously. G. Consider and act on the approval of the minutes of the city council meeting held on 2/11/2025. Councilperson Robertson makes a motion to approve the minutes as written.
