Call to Order Regular Meeting. Mayor Ray called the meeting to order at opm. B. Invocation and the Pledge to the American and Texas flags by all. Councilwoman Watts led the Invocation and pledges to the flags. C. Citizens Communication. The public is invited to address the City Council and speak on any matter. Please note Council Members may not deliberate on topics not included on this agenda. The presentation shall be no longer than three (3) minutes. Tony and Anna Gonzales with Hi-Tech Glass returned a check to the City. for their appreciation to our Police Department. Steve Upton introduced our new Animal Control Officer, Nevaeh Schram. D. Consent Agenda AIl ofthe following items on the consent Agenda are considered to be selfexplanatory by the Council and will be enacted with one motion. There will be no separate discussion of these items unless requested by the Mayor or a Council Member; in which event, the items will be removed) from the consent agenda and considered separately. 1. Councilwoman Parker requested to remove the Bullding/Permits and Finance Reports from the Consent Agenda Items. Mayor Pro Tem Kersh motioned to approve the consent agenda items. A second was made by Councilman Weisinger. Motion passed unanimously. Council discussed the Bulding/Permits and Finance reports. Councilwoman Parker motioned to accept the reports. A second was made by Mayor Pro Tem Kersh. Motion passed unanimous/y. E. Adjourn regular council meeting and call to order Public Hearing (702 Cypress Substandard Building) The public hearing was cancelled. F. Discuss and consider declaring the structure and all accessory structures as substandard and to be demolished or repaired to a satisfactory condition located at 702 Cypress, Brazoria, Texas (Smothers A0020 SF Austin Div 12 Brazoria Blk 31 Lot 4). Steve Upton, Building Official updated council on the structure. The structure has two (2) owners, but only one (1) owner received notice ofthe public hearing. The public hearing will be rescheduled. G. Reconvene in regular council meeting Council did not adjourn the regular council meeting because the public hearing was cancelled. H. Discuss/Consider accepting the American Legion Hall Update Roger Shugart This item was tabled. Mr Shugart was not able to attend the council meeting. I. Consideration/Action to approve a payment in the amount of$113,744.93 to E3 Entegral Solutions for infrastructure improvements. Larry Jones and Mike Meek updated council on the infrastructure improvements. All water meters should be installed by the end of April. Then they will begin installing gas meters and. should be finished in 5 or 61 months. Mayor Pro Tem Kersh motioned to approve a payment in the amount of$113,744.93 to E3 Entegral Solutions for infrastructure improvements. A second was made by Councilwoman Watts. Motion passed unanimously. J. Consideration/Action to approve a payment in the amount of $606,024.57 to Crowder Gulf for debris removal during Hurricane Beryl. Councilman Weisinger motioned to approve a payment in the amount f8606,024.57 to Crowder Gulffor debris removal during Hurricane Beryl. A second was made by Councilman Morris. Motion passed unanimously. K. Proclamation - Fair Housing Month - Mayor Ray Mayor Ray, proclaimed. April as Fair Housing Month. L. Consideration/Action to accept the Quarterly Financial Reports (2nd Quarter FY: 2024- 2025) for the City of] Brazoria - Sarah Stapleton (Finance) Councilwoman Watts motioned to accept the Quarterly Financial Reports (2nd Quarter FY: 2024-2025) for the City of Brazoria. A second was made by Mayor Pro Tem Kersh. Motion passed unanimously. M. Consideration/Action to accept the Quarterly Investment Report (2nd Quarter FY 2024- 2025) for the City of Brazoria - Sarah Stapleton (Finance) Mayor Pro Tem Kersh motioned to accept the Quarterly Investment Report (2nd Quarter FY 2024-2025) for the City of Brazoria. A second was made by Councilwoman Parker. Motion passed unanimously. N. Consideration/Action to adopt Resolution 25-011 Approving and Reaffirming a Fund Balance Policy for the City in Accordance with GASB Statement 54 Requirements. Councilman Morris motioned to adopt Resolution 25-011. A second was made by Councilman Weisinger. Motion passed unanimously. O. City Manager's Report City Manager Kocurek discussed his monthly report (April 2025) that was included in the agenda packet. P. Announcements With respect to items not listed on this agenda, Council Members may announce community events or recognitions. 1. Mayor's announcements - Mayor Ray thanked the Lions Club and Heritage Foundation for the Easter Egg Hunt. He also reminded everyone that Brazoria Little League will have their grand opening ceremony and parade this Saturday. 2. Council Member's announcements - Councilman Weisinger thanked everyone. for attending the Easter Egg Hunt. Mayor Pro Tem Kersh also thanked everyone. for attending the Easter Egg Hunt this year. 3.
