CALL' TO ORDER AND ANNOUNCE A QUORUM IS PRESENT With a quorum of the Alton City Commission present, Mayor Salvador Vela called the meeting to order at 7:39 p.m. II. CERTIFICATION OF POSTING III. PUBLIC COMMENT No public comment. IV. CONSENT AGENDA 1. Approve the minutes of the City Commission Meeting of April 8, 2025. 2. Discuss and consider approval of Ordinance 2025-07, to rezone a tract at 1402 N. Bryan Blvd., from "R-2" Single Family Residential-Standard Lot District to "RT-3" Single Family Residential-Toynhouse Lot District requested by Daniel Kamel on behalf of Estella Cantu, waiving second and third reading. Motion to approve the consent agenda was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Garza. Motion carried 5-0. Alton City Commission Minutes Regular Meeting April 22, 2025 V. NEW BUSINESS 1. Discuss and consider approving the Investment Report of the 1st quarter of 2025 for all City's funds and Bank of Oklahoma Financial (BOKF) Escrow accounts, in accordance with the Public Funds Investment Act. Jeff Underwood, City Manager, stated that this item is presented as required and noted that most funds are invested in the TEXPOOL, which has seen significant growth due to interest earnings. This growth has helped offset rising construction costs. Staff recommends approval. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5-0. 2. Discuss and consider an amendment to the 2024-2025 Organizational Chart. Jeff Underwood, City Manager, stated that the only change to the organizational chart was the addition of a position in the Police Department to handle public information requests. As we prepare for the mid-year budget amendments, this position is being requested due to the high volume of requests and having someone dedicated to this task will help ensure they are handled properly and in compliance with the law. Staff recommends approval. Motion to approve was moved by Mayor Pro Tem Arturo Galvan Jr. and seconded by Commissioner Ricardo Garza. Motion carried 5-0. 3. Presentation of the Texas Police Chiefs Association Accreditation Program Award to theAlton Police Department for being a Best Practice Agency. Alfredo Alvear, Police Chief of Harlingen, representing the Texas Police Chief's Association Accreditation Committee, presented the Alton Police Department with a Certificate of Reaccreditation. Chief Alvear explained that this recognition reflects the department's continued compliance with Texas Law Enforcement Best Practices over the past four years. The accreditation program is voluntary and requires agencies to meet or exceed 173 rigorous standards covering all areas of police operations. Alvear noted that the Alton Police Department first achieved accreditation eight years ago and has since submitted annual reports and undergone on-site assessments. He commended the department's commitment to professional excellence and recognized it as one of the top agencies in the state. The reaccreditation is effective from March 11, 2025 to 2029. Mark Perez, Alton Police Chief, stated that out of more than 2,800 law enforcement agencies in Texas, only 200 have achieved accreditation through the Best Practices Program, placing Alton Police Department in the top 10 percent statewide. Chief Perez credited this achievement to the hard work of the department and thanked Assistant Chief Martinez for managing the program. Chief Perez expressed gratitude to City leadership for their continued support and commended the staff and officers Page 2 of3 Alton City Commission Minutes Regular Meeting April 22, 2025 for their dedication in serving the citizens of Alton with professionalism and integrity. 4. Recognition of the Alton area Teachers of the Year. Jeff Underwood, City Manager, and Baudelia Rojas, Deputy City Manager, presented the Teachers of the Year with a certificate and a token of appreciation in recognition of their outstanding work. 5. Presentation of Certificates of Completion for the 2024-2025 Alton Youth Leadership Academy. Jeff Underwood, City Manager, thanked the students, teachers, counselors, and City staff who participated in the Leadership Academy. The program has been available for participants for nearly 10 years and allows students to learn about local government and City departments. Baudelia Rojas, Deputy City Manager, presented certificates and tokens of appreciation to students in attendance. VI.
