APRIL 14, 2025 WISE COUNTY COMMISSIONERS COURT MEETING On this 14th day of April A.D., 2025 at 9:00 A.M. came on to be had a Regular Meeting ofthe Commissioners' Court of Wise County, Texas held in the Justice oft the Peace, Precinct No. 2 Courtroom (200 Rook Ramsey Drive, Decatur, TX) of said County in the town of Decatur with the following members present and presiding: J.D. Clark County Judge John "Biff" Hayes Commissioner, Precinct No. 1 Kevin Burns absent Commissioner, Precinct No. 2 Danny Lambert Commissioner, Precinct No. 3 Colby Shawn absent Commissioner, Precinct No. 4 Blanca Tuma, County Clerk and Ex-Officio Clerk of Commissioners' Court when and where the following proceedings were had, to-wit: All attachments referred to in the minutes of the Wise County Commissioners' Court are designated original or copy and are provided at the time of action by the Court unless otherwise indicated by provider. County Judge Clark votes aye on all agenda items unless otherwise indicated. 1. Clark called the meeting to order at 9:00 a.m. Precinct No. 2 Commissioner Burns and Precinct No. 4 Commissioner Shawn were absent. All other court members were present. 2. Invocation 3. Pledge of Allegiance 4. Community Forum: None 5. County Correspondence: Clark explains that Commissioner Burns is testifying today at the Senate Committee on Water, Agriculture, and Rural Affairs regarding House Bill 3154 and Senate Bill 1359, which are identical bills filed by District Representative Andy Hopper and District Senator Tan Parker. These bills have huge impact on future water sources in Wise County. Clark boasts that Kroll Bond Rating Agency (KBRA) gave the County an "A" rating due to our strong local economy and strong financial management after revisiting the voter-approved bond which was taken to build the campus buildings for Weatherford College. Clark reminded the Court that the original bond came APRIL 14, 2025 = COMMISSIONERS COURT Page: 118 with an unsatisfactory interest rates, and when the County refinanced, it will ultimately save the County approximately $12 MM over the life of the bond (attachment). Jeff Doughty of Environmental Services shares that Jeff Johnson will be splitting his time between Environmental Enforcement and the Traffic and Commercial Vehicle Enforcement with the Sheriff S Office. 6. Discussion for the purpose of coordination and cooperation for efficiency between precincts: None 7. Issue proclamation for "Every Kid Healthy Week." Clark reads the Every Kid Healthy Week Proclamation for April 21st 25th. Amy Wagner of AgriLife Extension Service collaborated with Cooks Children's Center for Community Health Program Coordinator Dora Garcia and Christina Cantu about this healthy initiative which encourages kids to have a healthy lifestyle by utilitizing a variety of tools and "goody" bags that they will deliver to schools throughout the County. Garcia explains that additional information are available at ww,howdyhealh.com. Receive and discuss outside audit for FY 24. Clark reminds the Court that a third party, an external auditing firm conducts an audit the County annually for compliance and financial health by working with the Auditor's Office over a course of several months (attachment). Snow Garrett and Williams Certified Public Accountant Senior Audit Manager Rick Kline appeared before the court to present the annual outside audit for FY 2024 (attachment). Page 2: Independent Auditor's Report for fiscal year ending September 30, 2024 and statement showing unmodified opinion, which is the highest assurance the firm can give (attachment). Page 11: Kline reviewed the management S discussion and analysis under Capital Assets and Debt Administration and noted the total Capital Assets increased from $64.3 million to over $73.9 million. This is net of depreciation. Kline explained APRIL 14, 2025 - COMMISSIONERS COURT Page3]8 the total capital outlay of $13.9 million does not change from year to year. Kline noted the total debt increased from $42,477,862 to $44,826,717 (attachment). Page 16: Balance Sheet of Governmental Funds: Kline noted the Total Assets of $65,817,842; Total Liabilities: $10,360,959; Deferred Inflows is $16,626.924 of $18,015.166. Fund Balances: $37,441,717. General Fund is $9.1 million (20%) unrestricted fund balance in which is balance of$17,011,353 million General Fund; (attachment). Page 17: Statement of Revenues, Expenditures, and Changes in Fund Balance: Total Revenue: $77,898,004; Total Expenditures: $77,498,933; Total other financing sources is $10,242.244; Net change in fund balance is $1,647,683 (attachment). Page 53-54 Combining Balance Sheet: Total assets: $5,103,892; Liabilities: $214,215; and Total Fund Balance: $4,678,625; Page 54 reviewed by precincts (attachment). Page 76: Schedule of Findings and Questioned Costs: The main point of this page is to show all the opinions both on the financial statement and the major programs were unmodified. Kline noted with all the grant funding we have a federal and state single audit. Last year over $7.3 million of Federal funding and $3.6 million of State Grant revenue (attachment). Kline thanks the County Auditor' S Office for assisting in the outside audit process. Clark directs the IT Department to upload the information on the County's website and expresses his appreciation for the County's s great work. Motion made by Hays, seconded by Lambert, and unanimously adopted by the Court to receive and accept the outside audit for FY 2024 as presented. 10. Donations: Auditor Katherine Hudson states Vista Operations Company donated $2500 to Office ofl Emergency Management. Additionally, Hudson states Lackland Hillcrest donated $120k for Precinct 1 for a resurfacing project on CR 4010. Asset Manager Diana Allen shares a couple of donations: 1.) Kevin Burk donated a desk to Constable # 2. 2.) JIREH Training Academy donated a K9 to the APRIL 14, 2025 - COMMISSIONERS COURT Page418 Sheriff's S Office. Officer Kenneth Moran stated that for a total of four weeks, the K9 will undergo training for narcotics, search and rescue missions, then recovery for evidence. Motion made by Lambert, seconded by Hays, and unanimously adopted by the Court to accept those donations as presented with thanks from the County. 11. Bids: Allen requests approval for Precinct 1 to purchase a mulching head via a coop. Motion made by Hays, seconded by Lambert, and unanimously adopted by the Court to approve purchase of a mulching head through a cooperative opportunity. Allen states the Sheriff's Office is requesting to trade in some older weapons for some newer ones. Motion made by Lambert, seconded by Hays, and unanimously adopted by the Court to approve the request from the Sheriff's Office to trade in older weapons for newer weapons. Allen requests on behalf of Precinct No. 4 Commissioner Shawn to replace a diesel tank since the current one is compromised and has major issues. The tank will have a capacity to hold between 6000-10000 gallons. Motion made by Lambert, seconded by Hays, and unanimously adopted by the Court to authorize the staff to explore bid and cooperative options for diesel storage tanks, one or more, on pricing availability and also authorizing staff to take necessary steps that are required for permitting. 12. Clark reminds the Court about the importance of preconstruction meetings with property owners to avoid disconnect pertaining to requirements.
