APRIL 28, 2025 WISE COUNTY COMMISSIONERS COURT MEETING On this 28th day of April A.D., 2025 at 9:00 A.M. came on to be had a Regular Meeting of the Commissioners' Court of Wise County, Texas held in the Justice ofthe Peace, Precinct No. 2 Courtroom (200 Rook Ramsey Drive, Decatur, TX) of said County in the town of Decatur with the following members present and presiding: J.D. Clark County Judge John "Biff" Hayes Commissioner, Precinct No. 1 Kevin Burns Commissioner, Precinct No. 2 Danny Lambert Commissioner, Precinct No. 3 Colby Shawn Commissioner, Precinct No. 4 Blanca Tuma, County Clerk and Ex-Officio Clerk of Commissioners' Court when and where the following proceedings were had, to-wit: All attachments referred to in the minutes ofthe Wise County Commissioners' Court are designated original or copy and are provided at the time of action by the Court unless otherwise indicated by provider. County Judge Clark votes aye on all agenda items unless otherwise indicated. 1. Clark called the meeting to order at 9:00 a.m. All court members were present. 2. Invocation 3. Pledge of Allegiance 4. Discussion for the purpose of coordination and cooperation for efficiency between precincts: Burns states the recent heavy rains damaged the third crossing on CR 1590 and that the bridge for Sandy Creek Crossing will be closed until the water recedes and repair can be made. 7. Bids: APRIL 28, 2025 = COMMISSIONERS COURT Page1/5 County Asset Control Manager Diana Allen requests approval, on behalf of County EMS Chief Randall Preuninger, to purchase an ambulance remount through a cooperative with a trade-in of an older chassis. Allen explains that Preuninger has three (3) ambulances he will have to acquire from the EMS' capital - the 1st one being processed at this time while the 2nd and 3rd will be swapped out at a later time. Preuninger explains that the County will be able to get the 2nd (brand new) chassis at $84,500 which is $7k less than what was previously approved. Motion made by Shawn, seconded by Burns, and unanimously adopted by the Court to approve the chassis purchase along with a remount and a trade- in request out of EMS' capital. Additionally, Allen mentions that Preuninger needs a second set of extrication tools purchased through a cooperative. Motion made by Shawn, seconded by Burns, and unanimously adopted by the Court to approve the extrication tools request for Rescue Two (2) as presented. 10. Executive Session with Legal Counsel, for private consultation allowed under Texas Government Code Sec. 551.072: for deliberations about real property. Motion made by Shawn, seconded by Burns, and unanimously adopted by the Court to enter into Executive Session for deliberations about real property allowed under Texas Government Code Sec. 551.072 at 9:08 AM. 11. Mellema explains that while the assigned deputy will report to his office as they provide the vehicle and the uniforms, the two cities will split the salary and benefits oft the new deputy who is expected to divide their time between the respective cities (verbal). Motion made by Burns, seconded by Shawn, and unanimously adopted by the Court to approve all items listed under agenda Item # 12, as presented. 13. Joint Venture Project Agreements: McCuiston states the City of Boyd needs to repair a section ofCR 3040 (attachment). Motion made by Lambert, seconded by Burns, and unanimously adopted by the Court to approve the joint project agreement for roadwork with the City of Boyd in Precinct No. 3. County Committee Reports: Clark reminds the Court that at the beginning ofthe year, they approved a pilot AI program and tasked Office of Emergency Management (OEM) Coordinator Cody Powell to assemble an advisory committee for the program. The members are: County Judge J.D. Clark (Chair), Commissioner for Precinct No. 4 Colby Shawn, Commissioners' Court Attorney Thomas Aaberg, Communications Representative Felicity Frankland (CJIS Compliance) and EMS Chief Randall Preuninger. Clark adds that he would like an innovation team comprised ofi individuals from different County offices who would be willing to experiment and ultimately could help inform the advisory team of policy tools. Motion made by Burns, seconded by Lambert, and unanimously adopted by the Court to approve the request to put together an innovation team. As part of Item # 9 (Bids), Burns requests to purchase a dedicated unit built for mowing. Motion made by Burns, seconded by Shawn, and unanimously adopted by the Court to authorize Precinct No. 2 cooperative purchase for best means found for a mower/tractor unit to replace the fire-damaged one. 18. Clark announced next meeting date as being Monday, May 12, 2025, Regular meeting, based on scheduling. 19. Clark adjourned the meeting at 9:41 AM, there being no further business to be had by the Court.
