MINUTES OF COMMISSIONERS COURT April 14, 2025 Be it remembered that on April 14, 2025, the Honorable Commissioners Court met in Regular Session with these members present, to-wit: County Judge Kevin Brendle. Commissioners, Dennis Wyatt, Precinct #1; Mike Smith, Precinct #2; Chris Horn, Precinct #3, Danay Carnes, County Clerk and Brandi Abbott, County Treasurer. The meeting was called to order at 9:09 a.m. by County Judge, Kevin Brendle. The meeting opened with a prayer by Kevin Brendle, followed by the Pledge ofAllegiance to the U.S. Flag and the Texas Flag. Whereupon the following business was transacted and is now placed of record in the minutes of said Court: The following Consent Agenda Items were submitted to the court for approval: Minutes of the March 10 and March 14, 2025, Commissioners Court meeting were reviewed. Sheriff. Jay Allen presented the Sheriff's Department report. Stella Carter, J.P. presented the Justice ofthe Peace report. Rhonda Brendle, Tax Assessor Collector presented the Tax Office report. Danay Carnes, County and District Clerk, presented the Clerk's Office report. Brandi Abbott, County Treasurer presented the Treasurer's report. Amanda Spiva presented the County Extension report. Matt Hindman presented. EMC report. County Commissioners reported on road conditions in their precincts. Approved cost for Pct. 21 Motor grader tires that exceeds the County Spending Policy. Approved cost for a tote ofl Roundup'Glyphosate for Pct.1 &2. Approved cost to shampoo carpet in the County Annex. Chris Horn made the motion to approve the Consent Agenda Items as submitted. Dennis Wyatt second the motion. Motion passed unanimously. Action Agenda 1. No public comment. 2. Stacy Bruington ofTAC Health & Employee Benefits Pool presented the County with the 2025 Highest Participation Award. Austin Storms and Mike Fry Discussed Agreed Termination ofTax Abatement Agreement with Galaxy Power, LLC Phase IA Project. Court discussed application regarding Tax Abatement for Wolf Springs Solar Project presented by Mike Fry. 6. Mike Smith made the motion to approve the cost to repair sidewalk and delete windows in the white building. Dennis Wyatt second the motion. Motion passed unanimously. 7. Chris Horn made the motion to approve purchase of a zero-turn lawn mower for courthouse lawn maintenance not to exceed $4,500. Mike Smith second the motion. Motion passed unanimously. 8. Dennis Wyatt made the motion to approve cost to replace Annex roof top AC unit that exceeds the County Spending Policy. Chris Horn second the motion. Motion passed unanimously. 9. On a motion made by Mike Smith and second by Dennis Wyatt the court voted unanimously to approve Resolution adopting the Dickens County Investment Policy. 10. Dennis Wyatt made the motion to approve Contract with Horizon Engineering regarding courthouse stabilization. Chris Hom second the motion. Motion passed unanimously. 11. On a motion made by Dennis Wyatt and second by Mike Smith the court voted unanimously to approve resolution establishing local option homestead ad valorem tax exemption for owners either 65+ yrs. ofage or disabled. 12. Mike Smith made a motion to approve Resolution establishing local option general homestead ad valorem tax exemption. Chris Horn second the motion. Motion passed unanimously. 13. Chris Horn made the motion to authorize the County Judge to enter into a Interlocal agreement with the City of Spur regarding building demolition and waiver of liability for 507 Burlington Avenue, drafted by the County Attorney. Dennis Wyatt second the motion. Motion passed unanimously. * Motion was made by Dennis Wyatt and seconded by Mike Smith to approve action on claims incurred against the county since the last Commissioner's Court. Motion passed unanimously. * Motion to pay Historical Commission bills was made by Mike Smith and seconded by Chris Horn. Motion passed unanimously. * No linei item transfers. * No budget amendments.
