Minutes Floyd County Board of Supervisors Regular Meeting April 22, 2025 1. Called to Order - Chairman Turman called the meeting to order at 7:00 pm or soon thereafter. 2. Opening Prayer - The opening prayer was offered by Supervisor Bechtold 3. Pledge of Allegiance = Supervisor Kuchenbuch offered the Pledge of Allegiance. 4. Quorum = Linda Millsaps called the roll. A quorum was found. PRESENT: Joe D. Turman, Chairman; Jerry W. Boothe, Vice Chairman; Kalinda Bechtold, Linda DeVito Kuchenbuch, and Levi Cox, (remote is a secure location) Board Members; Linda Millsaps, County Administration; Kim Chiddo, Deputy County Administrator/CFO, and Danny Lowry, IT Operations Manager, to live stream and film the meeting. 5. Approval of Agenda - On a motion by Supervisor Boothe, seconded by Supervisor Bechtold, and unanimously carried to approve the agenda as presented. 6. Approval of Disbursements = On a motion by Supervisor Kuchenbuch, seconded by Supervisor Boothe, and unanimously carried to approve the disbursements as presented. 7. Approval of Minutes - On a motion by Supervisor Kuchenbuch, seconded by Supervisor Bechtold and carried to approve the minutes from 04/08/2025. Public Hearing: Floyd County Addressing Policy a. Steve Durbin, County Attorney = explanation of policy. Mr. Durbin discussed the following: Explanation of the current addressing policy the County has. Discussed the two ordinances that are options for the board's consideration One states: 62-53 Assignment of Numbers by Building Official. a. Any owner of real property may apply to the Building Official for assignment of a property address. The application shall be accompanied by a copy of a recorded deed or other evidence of ownership as the Building Official may reasonably require, along with evidence that the parcel was created in compliance with the applicable land division ordinances of the County. No more than one address may be assigned per parcel of record. b. No lot or parcel shall be assigned an address unless such lot was created in compliance with all ordinances of the County of Floyd governing the subdivision of land, provided that parcels created by order of a court of competent jurisdiction shall be eligible for assignment of a property address. C. A map showing the assigned numbers shall be maintained in the office of the Building Official and the E911 Coordinator. 2- The second one states: 62-53. Assignment of Property Addresses. a. Any owner of real property may apply to the County Administrator or other official designated by the County Administrator for assignment of a property address. A parcel of record having more than one structure approved for human occupancy, whether commercial or residential, may receive a property address for each such structure upon presentation by the record owner to the County Administrator or applicable designee of a certificate of occupancy or building permit issued for such residential or commercial structure. b. No lot or parcel shall be assigned an address unless such lot was created in compliance with all ordinances of the County of Floyd governing the subdivision of land, provided that parcels created by order of a court of competent jurisdiction shall be eligible for assignment of a property address. Explanation of Existing Plan, Funds Available, VDOT Requirements, David Clarke, Residency Administrator, VDOT Mr. Clarke explained the following: Route 743 Reedsville Road - hard surface, unpaved road (noted acreage of disturbance issues Route 764 Merrifield Road intersection improvements, drainage, and hard surfacing of unpaved Road Route 608 Sunny Ridge - hard surfacing unpaved road - southernmost section Route 779 Dehart Store- -can leave on, but may want to consider dropping off due to the low number of vehicles per day- 40 per day right now. Further discussion regarding with the Board of Supervisors and Mr. Clarke about the six-year road plan, adding possible roads, monetary necessity and time frames of work through completion. b. Public Comments- Jonathan Vest, Little River District Requesting that Sunny Ridge remain on the Six-year Road plan The following handouts were presented to the board: -5- Sunny Ridge Road in Floyd County should be considered for inclusion in the Virginia Department of Transportation's (VDOT) "Pave in Place" or "Rural Rustic Road" programs due to its importance for residents, safety, and overall road quality. Currently, as a gravel road, it faces challenges related to maintenance, dust, and inconsistent travel conditions, particularly during wet weather. By paving it, residents would benefit from safer travel, reduced vehicle wear and tear, and more consistent access to essential services and emergency responders. The road serves numerous residences, some of which may not be easily accessible during adverse weather conditions due to the gravel's poor drainage properties. Paving it would enhance connectivity, especially for school buses, emergency vehicles, and delivery services, ensuring more reliable access to and from homes. In addition, Sunny Ridge Road sees enough traffic volume, which qualifies it under the program's criteria, and it already falls within the existing right-of-way, making it a cost-effective candidate for the "Pave in Place" program. Paving the road would require minimal engineering changes, fitting the program's goal of improving rural roads with efficient funding. Furthermore, Sunny Ridge Road's inclusion in either program would improve residents' quality of life, reduce dust-related issues, and improve the road's lifespan, making it a valuable investment in the county's infrastructure. Original ditch filled D by poor grading forcing water into road with resulting erosion. Picture demonstrates length of gully and erosion and what "used to be" the actual road width to ditch line. EM362 a Once widened section that includes an "S" curve. A gully in the center of the road forces vehicles to travel center of road in a blind curve. 10 years ago, this curve could easily by maneuvered by "bypassing" vehicles (with room). This is no longer the case, 7363 ER-7362 This is an: additional gully in the upper portion of same "S" curve... vehicles swing wide In blind curve to maneuver over this gully without dragging. V -10- VER7362 We used to be able to bypass oncoming Milk Tanker Truck in this curve... NO room remains for: 2 vehicles to meet in this curve. (A PREVIOUSLY IMPROVED and' WIDENED SECTION only permitted to "grow-in" and erode down the centerl) a - This is the start to the previous gully erosion that occurs at the top of the hill. Vehicles are forced to straddle the erosion (riding center of road) with disregard for oncoming vehicle safety. VER-7362 11- Original ditch and width of this road section years ago after widening. Same picture HOWEVER.. this demonstrates with arrows the original road bed width prior to continued encroachment of vegetation. Damaging to sidewall of tires and rims. Clearance a real issue when oncoming traffic forces either vehicle into center gully. Both damaging and dangerous while navigating alongside the oncoming vehicle. Family vehicles do not offer same ground clearance as 4 wheel drives. -12- Vegetation scratches BOTH SIDES of vehicle. NOWHERE to move over for nearly 21 tenths of a mile due to excess vegetation and encroachment. LINE OF SIGHT reduced to zero around approaching curves. 13- C 4 VER-7367 Vegetation management on a straight section of road once wide enough to pass the oncoming Dairy' Tanker or more importantly the SCHOOL BUS! Used to be road an improved section of road with a wide road bed extending to ditch... now the road is the ditch. VER7362 14- Yet another section of road originally widened and improved so as to pass oncoming vehicles with ease.. get poor grading and maintenance results in vehicle damage and dangerous driving when meeting oncoming traffic. VER7362 - 15- Look closely, and then imagine dropping into gully as oncoming School Bus approaches. VER7362 The END PLEASE AND THANK YOU - 16- Chip Camp - Little River District Questions about the paving of Sand Flats Road Had to back up for the school bus to drive by Ask why that road cannot be incorporated into some sort of maintenance plan. Asked to keep ReedsVille Road on the Six-Year Road Plan The following presentation was given to the board for review: 17- Road Safety and Improvement Request for Reedsville, Wade, Weeks, Ferney Creek, and Graham Roads in Floyd County, Virginia 2019 a - a Blind curve on Wade Road. 18- F Steep drop offi in blind curve on Wade Ruad. There has been at least one major accident (truck flipped on ice) here in the past few years. 19- What if these conditions were in the State Capitol District of Richmond? -20 Erosion from rain run off on Wade Road. This is just one example of a common occurrence on these roads. Currently, this spot is in good shape, but there is a new area developing just up the hill. Collection of potholes on Weeks Road. This is just une place where this is a common occurrence on this group of roads. This will always be a problem - no matter how hard VDOT works to maintain these roads. Itonly takes a few weeks from the time work is done until new potholes show up. 21- Narrow section with drop off and recurring pothole on Reedsville Road. -22- Collection of potholes on Reedsville Road. This one measures about 18". 23- Area prone to flooding (and holding the water) on Reedsville Road. - 24- Can you imagine meeting someone here? This section of Reedsville Road measures about 15' wide = the drop off is up to 6. -25- Now imagine the other care is driving TOO FAST! Where do you go? S6 Koris) 1 In the same area on Reedsville Road, this spot is less than 14.5' with a drop off on one side and a bank on the other. - 26- Reedsville Road - Blind curve with drop off. -27- Reedsville Road - we actually didn't use the picture that showed the reduced visibility when the sun further obstructs your visibility heading into a curve. - 28- Sarah's favorite recurring pothole = this is a close up of the one at the front of her car. Almost 10 feet Tractor? 74 inches and up Full Size Pick Up? 80-86 inches (7 feet) Truck with wagon of Christmas trees? 7-8 feet Do the Math: In some of these sections pictured above we measured spots with only 14'-16' width with a curve and/or steep drop off. Iftwo oft the above vehicles were to meet, there could be a problem. -30- Thank you for your time. realize the Graham, Wade, and Weeks Roads do not have the traffic to justify major improvements, but there are safety concerns that should be looked at. Ferney Creek and especially Reedsville Roads are the main arteries of our community. feel they do carry enough traffic (esp. Reedsville) to warrant both safety and quality improvements. There was a traffic count on both roads in the past year, what were those numbers? These pictures are a small representation of photos we have taken over the past decade. Pictures do NOT tell the story. Iwould love to have the opportunity to drive these roads WITH Floyd County and VDOT officials, sO we can point out some of our concerns in person. We realize this and other issucs are always on your plale. We appreciate all you, and the VDOT staff does to improve the road conditions on a daily basis. The roads we're addressing are Reedsville, Wade, Ferney Creek, Weeks, and Graham. We live on Wadc and travel these other roads on a regular basis. My wife and I travel Reedsville, Wade, and Ferney Creek on a daily basis. Ispoke about these roads last year at the Board of Supervisors annual road meeting. Ialso spoke a few years back, I'm unsure oft the exact timeline, but Mr. Bill Gardner was our representative then, and Mr. Dan Campbell was the County Administrator. At that time, only three people spoke at the meeting, and we were told that there were three projects that could be added to a regional list (I was never clear if that was a VDOT list - thought it had something to do with a New River Valley Regional Planning or Development Group). : never received any additional feedback and nothing major ever happened on our roads. Iwould love to know what list that was and what happened to the projects that were added to that list. -33- Last year when Ispoke I asked for safety improvements. Ifyou decide to pave the road, we will not be upset, but we do understand the budget restraints Floyd County and VDOT must façe. Ifp paving is not an option, at this time, we would appreciate safety improvements. Some ofthese may include: > Widening certain areas where there is limited visibility and narrow, unsafe road conditions A guardrail along some ofthe areas where there are steep drop-offs (there are multiple areas especially on Reedsville and one blind curve on Wade) Continued improvements to the road surface > Bridge Safety Improvements /Conplekel Thank Yov Culvert Pipe improvements (there are some areas where there are drop offs due to erosion around these pipes) Update 4.23.19 there is a pipe on Ferney Creek which exposed at this time and the road is halfi it's normal width - VDOT has a cone there. 0019 In the past few months the road surface conditions have been at their worst - we understand Floyd County and VDOT cannot control the weather and this pastyear's high level of rainfall have not been friendly to our roads. (Ihave heard a rumor that rain doesn't turn paved roads to mud). The one positive is our vehicles have not been covered with dust as much (we have replaced the dust with mud). In the past two weeks VDOT has done a TREMENDOUS job with attacking the worst areas where the road surface had 'broken through'. However, we all know this work is only temporary due to the fact that gravel will be pushed in, washed away, and in some cases pushed to the side when snow removal is necessary (ifthe timing of fresh gravel could be done to avoid the risk of snow it would be more financially responsible). In recent years, there have also been bridge improvements and a portion oft these roads was also trimmed back with a VDOT tractor either last summer or the summer before. All ofthese efforts are greatly appreciated. - 34- Not only is weather a factor outside of cveryone's control, but also the yumber of people who live in this area has significantly increased in the past 10 yéars, yet the roads remain about the same. Many ofthese new residents do not understand how to safely drive these roads. Trust me, meeting someone driving too fast in one of these blind curves or narrow stretches is a very exciting experience - and not in a good way. My wife has been forced into the ditch to avoid a collision twice in the pasty year on Reedsville. We would love to know the results of traffic counts on these roads over the past few years = there was a count on Reedsville and Wade this past fall. Irealize VDOT's workforce and budget has been cut, and projects on primary roads always take precedence. We drive those roads as well, and appreciate the improvements there. Itis frustrating to see repaving done on roads thatIt thought were in good condition - knowing this eliminates money for any other projects. Iti is also frustrating for those of us who live here to pay the same tax rates as those who live on a PAVED road, yet do not receive the same services. When you step back and look at the big picture, iti is a lot more than just always having the dirtiest car in the parking lot (and dirtiest parking space as the mud drops off while we are at work). These conditions also cost us more in vehicle maintenance: tires, suspension, brakes, frame, and body rust are just a fcw examples ofvehicle maintenance negatively affected by the mud and dust. Irecently had work done on my truck, which is admittedly a 2003, buti iti is garage kept and not driven on a daily basis - the mechanic said the biggest issue was the amount of rust in the frame, something that I will have to address soon. Our tires never last as long as the mileage listed when we purchase them. Do you have to tell your friends and family to drive their oldest vehicle when they come to visit? An overlooked issue is the delayed response time ofe emergency vehicles on these roads. Ihave never driven a fire engine, butyou cannot tell me that they can drive with the same sense of urgency when on a narrow road with a muddy surface, blind curves, and unprotected drop offs (ask Lauren Yoder his opinion on this). We try to approach this with a realistic view. As I said to the Board years ago, roads such as Graham Wade, and Weeks do not receive as much traffic, and I understand these roads will never be paved. They could benefit from some safety improvements. However, Reedsville and Ferney Creek have significantly increased - 35- in the amount of traffic and we deserve to have safe roads with a solid surface. I would love to have County, VDOT, and State Government officials come tour our roads. Ihave set up such a tour in the past. With some notice I would be available to highlight some oft the problem areas in person. Iknow some ofyou drive roads periodically, PLEASE come drive these roads in the days following a good rain or snow to get the full effect, and return after several hot, dry summer days to get the full effect of the dust. After touring the roads, ask yourself, would these road conditions exist on Bank, Capitol, or Governor Streets in Richmond? Or even Oxford Street in Floyd? Another point I made in the pasti is emphasizing cost effective measures. I understand widening and paving these areas would be extremely expensive. Mr. Joe Turman said last year there were some other options VDOTis looking into for more cost effective road surfaces. I'm sure, tar and gravel would be cheaper than asphalt, and I'd be ok with that. In West Virginia, many low traffic roads are paved one car width with wide, well maintained gravel shoulders, this allows cars to travel on pavement until they meet, and then each car slides one set of wheels onto the gravel. Itworks, and would be cheaper than paving the width oftwo lanes oftraffic. These are just a few examples ofways to maximize what money is in the budget. We appreciate the time you set aside to listen and discuss possible solutions; both during the upcoming public hearing and hours you spend on this when no one is around. We realize this is a long-term issue. Major improvements will take time to be approved, planned for, and the funding to come available. We would greatly appreciate some short-term improvements with the hope that more would be done in the future. Placing some ofthese roads (Reedsville and/or Ferney Creek) on the six-year plan would give us some hope. Many unreported vehicle accidents have occurred on both roàds due to insufficient width. Concerning this petition, we plan to attend the upcoming public hearing meeting with the Board ofSupervisors and VDOT on road improvements in Floyd County. We recommend that the following be included in the Six Year Plan: 1. Increasing road width 2. Cutting the grass more than once a year 3. Future pavement 4. Floyd County Addressing Policy = On a motion by supervisor Bechtold, seconded by supervisor Boothe, to approve the Addressing Ordinance, effective May 1st, 2025, and unanimously carried out. AN ORDINANCE REPEALING AND READOPTING SECTION 62-53 OF THE CODE OF FLOYD COUNTY, VIRGINIA WHEREAS, by Ordinance duly adopted by the Floyd County Board ofSupervisors (the "Board") on Scptember 27", 2016, the Board established regulations conceming the assignment of property addresses within the County: and, WHEREAS, thc Board has dctennined that it will serve the public interest and promote public health, safety and welfare to amend the process for assignment of property addresses for real property containing structures, public or private cemeteries, as well as undeveloped properties. NOW, THEREFORE, BE IT ORDAINED, by the Board of Supervisors ofFloyd County, Virginia, that Section 62-53 oft the Code of Floyd County is hereby REPEALED and READOPTED to read as follows: 62-53. Assignment ofl Property Addresses. a. Any owner ofrcal property may apply to the County Administrator, or other official designated by the County Administrator for assignment ofa property address. The application shall be accompanied by a copy ofai recorded decd or other evidence of ownership as the County Administrator or applicable designee may reasonably require, along with evidence that the parcel was created in compliance with the applicable land division ordinances of the County. No more than one address may be assigned per undeveloped parcel of record. Aj parcel ofrecord having more than one structure approved for human occupancy, whether commercial or residential, may receive a property address for each such structure upon presentation by the record owner to the County Administrator or applicable designcc ofa certificate of occupancy or building permit issued for such residential or commercial structure. b. No lot or parcel shall be assigned an address unless such lot was created in compliance with all ordinances of the County of Floyd governing the subdivision ofland, provided that parcels created by order of a court ofcompetent jurisdiction shall be eligible for assignment of a property address.
