County Council of Dorchester County Open Meeting Minutes May 6, 2025 The County Council ofl Dorchester County convened into Open Session on May 6, 2025 at 4:37 p.m., in Room 110 of the County Office Building, 501 Court Lane, Cambridge, Maryland 21613. A roll call oft the members was conducted. Present in Room 110 were: George L. Pfeffer, Jr., President; Mike Detmer, Vice President; Rob Kramer, Jr.; and, Ricky C. Travers. COMMENDATIONS EASTERN SHORE CRIMINAL JUSTICE ACADEMY - FIRST IN CLASS = DON KINNAMON The Council presented a Commendation to Don Kinnamon, Correctional Officer, Department of Corrections, for graduating first in class at the Eastern Shore Criminal Justice Academy's Entrance Level Class for Jail and Correctional Officers. PROCLAMATIONS MOTORCYCLE SAFETY & AWARENESS MONTH, MAY, 2025 The Council presented a Proclamation declaring the month of May, 2025 as Motorcycle Safety and Awareness Month. Ken Eaton, Executive Director, ABATE of Maryland, Inc., reminded the public that grass clippings left on the roadways are dangerous to motorcyclists and cause accidents. Dorchester County Council Open Session Minutes of May 6, 2025 Page No. 4 Dawn Stanley, Chapter Secretary & Products Director, ABATE ofMaryland, Inc., also reminded the public to look twice for motorcyclists when operating vehicles on the roadways. POLICE WEEK - WEEK OF MAY 11, 2025 The Council presented a Proclamation declaring the week ofMay 11, 2025 as Police Week. SALVATION ARMY WEEK - WEEK OF MAY 12, 2025 The Council presented a Proclamation declaring the Week of May 12, 2025 as Salvation Army Week. PUBLIC SERVICE RECOGNITION WEEK - WEEK OF MAY 4, 2025 The Council presented a Proclamation declaring the week of May 4, 2025 as Public Service Recognition Week. PRESENTATION Jack Wilson, President, Maryland Association of Counties (MACo); and, Michael Sanderson, Executive Director, MACo, provided the Council with an overview of the attached presentation, which included legislative updates following the Maryland General Assembly 2025 Legislative Session. Mr. Sanderson said the State may hold a special session due to proposed federal changes, including a 50/50 Medicaid cost split that could add a $2 billion expense to the State's budget, causing additional concerns for counties. Councilman Detmer said a "one size, fits all" approach does not fit the needs of the County or rural communities within the State. Councilman Travers expressed concerns on the Blueprint for Maryland's Future package. He stated it is not affordable for the County, and that passed on incorrect information, as the current cost well exceeds the projected expense. ANNUAL MEETING WITH MUNICIPALITIES Councilman Pfeffer asked for comments from the municipal leaders, the following provided comments: Lajan Cephas, Mayor, City of Cambridge, spoke in opposition oft the proposed elimination of the County's tax differential, suggesting the County obtain a loan from its reserve fund and pave less County roads. Charles T. Cephas, Sr., Mayor, Town ofHurlock, deferred comments to John Avery, Town Manager, Town of Hurlock. Mr. Avery spoke in opposition of the proposed elimination ofthe Dorchester County Council Open Session Minutes ofMay 6, 2025 Page No. 5 County's tax differential, suggesting the County increase the tax differential rate on the same basis as the County real property tax. Karen Tolley, Mayor, Town ofChurch Creek, requested the Council to reconsider the municipal tax rebate, if the tax differential is not eliminated. Upon motion by Councilman Travers, seconded by Councilman Detmer, the Council unanimously adjourned into Legislative Session. LEGISLATIVE SESSION PUBLIC HEARING - 2025-2026 ANNUAL BUDGET & APPROPRIATION ORDINANCE BILL NO. 2025-4 AN ORDINANCE CONCERNING: 2025-2026 ANNUAL BUDGET AND APPROPRIATION ORDINANCE OF DORCHESTER COUNTY Ms. Lauzon said a public hearing is being conducted on Bill No. 2025-4 for the 2025-2026 budget and appropriation ordinance of Dorchester County. Councilman Pfeffer asked for public comments, the following provided comments: Frank Narr, Board Treasurer, Cambridge Waterfront Development, Inc. (CWDI), spoke on the $72,000.00 budget request submitted to the Council, and said a CWDI Open Session meeting will be held on May 20, 2025 at 12:00PM in the Council's Chambers. Robert Aaron, resident, said Dorchester County ranks at the fourth poorest County in the State. Sharon Smith, resident, requested more transparency and details on the proposed budget. Cleveland Rippons, resident, spoke in opposition ofthe proposed elimination oft the County's tax differential. In response to Mr. Rippons' request, Councilman Pfeffer instructed him to call the Council's Office to request a meeting. Astrida Turkopuls, resident, spoke in opposition of the proposed elimination oft the County's tax differential. Maryanne Benson, resident, spoke in opposition of the proposed elimination of the County's tax differential. Sputty Cephas, Council President, City of Cambridge, requested the Council hear the voices of municipalities and constituents. Earl Murphy, Council President, Town of Hurlock, requested the Council to adjust the budget to assist the municipalities and residents. Councilman Pfeffer asked for additional public comments, hearing none, the public hearing was closed. He announced the next public hearing will be held during the May 13, 2025 Council meeting, beginning at 6:00 p.m. PUBLIC HEARING = QUALIFIED SENIOR CITIZEN TAX CREDIT BILL NO. 2025-5 AN ACT OF THE COUNTY COUNCIL OF DORCHESTER COUNTY, MARYLAND PURSUANT TO THE AUTHORITY SET FORTH IN S 9-245 OF THE TAX- PROPERTY ARTICLE OF THE ANNOTATED CODE OF MARYLAND TO AMEND CHAPTER 144 - TAXATION $8 144-49 AND 144-50 OF THE DORCHESTER COUNTY CODE REGARDING THE QUALIFIED SENIOR CITIZEN TAX CREDIT. Ms. Lauzon said a public hearing is being conducted on Bill No. 2025-5 to amend Chapter 144 - Taxation SS 144-49 and 144-50 of the Dorchester County code regarding the qualified senior citizen tax credit. Councilman Pfeffer asked for public comments, hearing none, the public hearing was closed. Councilman Pfeffer provided an overview ofthe proposed qualifications: At least 67 years old (amended from 70 years old); and, Must qualify for the Homeowner Property Tax Credit through the State ofl Maryland (refer to the State form for qualifications). Upon motion by Councilman Travers, seconded by Councilman Detmer, the Counçil unanimously agreed to proceed with the publication of a public hearing. INTRODUCTION = SHORELINE EROSION TAX CREDIT AMENDMENT AN ACT OF THE COUNTY COUNCIL OF DORCHESTER COUNTY, MARYLAND PURSUANT TO THE AUTHORITY SET FORTH IN $ 9-217 OF THE TAX-PROPERIY ARTICLE OF THE ANNOTATED CODE OF MARYLAND TO AMEND CHAPTER 144- TAXATION SS 144-37 THROUGH 144-43 OF THE DORCHESTER COUNTY CODE REGARDING THE TAX CREDIT FOR SHORELINE EROSION CONTROL STRUCTURES. Ms. Lauzon said for introduction is legislation to amend Chapter 144 - Taxation $S 144-37 through 144-43 oft the Dorchester County code regarding the tax credit for Shoreline Erosion Control Structures. RECONVENE INTO OPEN SESSION ACTION ITEMS HIGHWAY PRIORITY DISCUSSIONS - PUBLIC WORKS Upon motion by Councilman Travers, seconded by Councilman Kramer, the Council unanimously agreed to submit the following highway priorities list for consideration: Nealson Street repave truck route that connects RT 392 and RT 307; Corner of Cokesbury Road & RT 392 repair sink hole, failing culvert and crack spanning RT 392; and, Rehabilitation of railroad corridor from Hurlock to Linkwood. The Council directed staff to submit a letter of request to the Maryland Department of Transportation to shift the resurfacing project on Route 50, between Bucktown Road and Austin Road, to overnight operations. Dorchester County Council Open Session Minutes of May 6, 2025 Page No. 8 SOLE SOURCE MARINA PORTABLE TOILETS - PUBLIC WORKS Upon motion by Councilman Travers, seconded by Councilman Kramer, the Council unanimously approved the following request of Matt Ozman, Public Works Director, with the exception ofthe recommended vendor: 1. Award the marina facilities portable toilets contract to Harmans Septic Care, Inc., instead of the recommended vendor 2. Remove Kirwins Wharf, West Tedious Creek, and Crocheron Wharf; 3. Shorten the season term to June 1, 2025 to September 30, 2025; and, 4. Fund the services with contingency funds at a total cost of$4,000.00 Councilman Pfeffer said these services were previously funded by the Department of Natural Resources, however, the grant was discontinued in 2024. In response to Councilman Detmer's S inquiry, Mr. Ozman said this was scaled back to provide cost savings to the County, and it is difficult to have toilets serviced at these locations. MARINA DUMPSTERS CONTRACT AMENDMENTS - PUBLIC WORKS Upon motion by Councilman Travers, seconded by Councilman Kramer, the Council unanimously approved the request of Mr. Ozman to amend the current contract with Republic Services to: 1. Remove Kirwins Wharf and Crocheron Wharf; and, 2. Shorten the season term to June 1, 2025 to September 30, 2025 The Council acknowledged that this will provide an overall savings of$4,660.00, at a total cost of $20,970.00. BID AWARD - GENERATOR SERVICES RFP - PUBLIC WORKS Upon motion by Councilman Kramer, seconded by Councilman Travers, the Council unanimously approved the request ofl Mr. Ozman to award the bid for generator services at the County Office Building, Circuit Court, Highway Division and the Airport, to the lowest bidder, Barnes Electric, at the cost of$9,860.00 for a two-year term, which will be funded by various FY26 Operating Budgets for these locations. EVENT REQUESTS - SIX PILLARS CENTURY BIKE RIDE = CAMBRIDGE CRAB RUN - TCR EVENT MANAGEMENT Upon motion by Councilman Detmer, seconded by Councilman Kramer, the Council unanimously approved the request of Jason Chance, USA Triathlon Certified Race Director/RRCA Certified Race Director, TCR Event Management to hold the following events: 1) Six Pillars Century Bike Ride on May 10, 2025; and, Dorchester County Council Open Session Minutes of May 6, 2025 Page No. 9 2) Cambridge Crab Run on May 11, 2025. The Council acknowledged that the special events process is to be followed, and any additional costs incurred for resources from Public Safety or Public Works will be the responsibility ofthe event organizers. POLL CONFIRMATIONS Upon motion by Councilman Kramer, seconded by Councilman Travers, the Council unanimously confirmed its decision in the interim of meetings, via poll, to: Appoint Karen Tolley to the Burial Sites Preservation Board, by a 4 to 0 vote; Approve an Amended and Restated Public Road Construction Agreement, and an Assignment of Public Road Construction for the Pine Top Subdivision, by a 4 to 0 vote; Submit a Letter of Opposition to the Governor's office requesting to veto Senate Bill 931 (cross-filed House Bill 1036) entitled, Public Utilities Generating Stations Generation and Siting (Renewable Energy Certainty Act), by a 51 to 0 vote; Approve the requests oft the Sheriff's Office to submit the following FY26 Governor's Office of Crime Prevention and Policy grant applications with no match requirement, and a performance period ofJ July 1, 2025 to June 30, 2026: Warrant and Absconding for $24,750.00 for overtime to serve warrants, by a 5t to 0 vote; Police Recruitment and Retention for $49,680.00 for incentives to retain and recruit deputies; by a 5 to 0 vote; Domestic Violence Unit Program for $11,900.00 for overtime to enter peace and ex parte orders, by a3 to 0 vote; Community Grant Program Fund for $49,955.00 for overtime for deputies to attend community events and to fight juvenile crime, by a 3 to 0 vote BID AWARD - CGE TERMINAL LED LIGHTING RETROFIT - AIRPORT Upon motion by Councilman Detmer, seconded by Councilman Kramer, the Council deferred the bid award request of Steve Nuwer, Airport Director, for the LED Lighting Retrofit project at the Cambridge-Dorchester Regional Airport Terminal to obtain additional information. COUNTY MANAGER COMMENTS Mr. Jones made no comments. COUNCIL COMMENTS Councilman Detmer: 1) provided an update on House Bill No. 1124, entitled Dorchester County - Well and On-Site Sewage Disposal Activities - Privatization Program; 2) said a District 5 town hall meeting will be held on May 15, 2025 at 6:00 p.m. at the Eldorado-Brookview Volunteer Dorchester County Council Open Session Minutes ofMay 6, 2025 Page No. 10 Fire Company; and, 3) thanked Maggie Trovato, Reporter, The Star Democrat, for her services, and wished her well in her next endeavor. Councilman Pfeffer: 1) thanked the public for attending the meeting; 2) said the Council and County staff are working diligently on the budget; 3) expressed the Council cares about its constituents and have been advocating for the residents of the County, by speaking with State Representatives, the Comptroller, the Governor, and testifying at Maryland General Assembly legislative hearings, as well as sending letters; and, 4) he reiterated that the County must pay mandates required by law, or the State will withhold the County's income tax revenue. Councilman Travers clarified a false statement made by a constituent during the budget public hearing. PUBLIC COMMENTS Terry Robbins, resident, said: 1) on behalf of the James G. Busick Tennis Foundation, the Glasgow Street tennis courts were vandalized after hours; and, 2) the 113th Cambridge Classis Powerboat Regatta is on May 17, 2025.
