As a courtesy, and in compliance with applicable state law, staff and members of the public participated in the meeting in person at Town Hall or virtually via Zoom Video Conference. This meeting included teleconference participation by Councilmember Marie Chuang under the "just cause"A provisions of the Brown Act. CLOSED SESSION CALL TO ORDER Mayor Cole called the meeting to order at 4:15 p.m. ROLL CALL Present: Adams, Chuang (by teleconference), Krolik, Ragsdale, Cole Councilmember Chuang announced that she was participating in the meeting by teleconference under the "just cause" provisions of the Brown Act for care of a family member. CALL TO ORDER Mayor Cole called the meeting to order at 6:04 p.m. II. ROLL CALL Present: Adams, Chuang (by teleconference), Krolik, Ragsdale, Cole Councilmember Chuang participated in the meeting by teleconference under the "just cause" provisions of the Brown Act for care of a family member. III. PLEDGE OF ALLEGIANCE Mayor Cole led the Pledge of Allegiance. IV. REPORT FROM CLOSED SESSION City Attorney Christopher Diaz reported the City Council met in Closed Session and gave direction to staff regarding Items A and B, and no action was taken regarding Item C. Mayor Cole expressed support to the Hillsborough Police Department and neighboring agencies involved in the investigation related to the shooting of the Hillsborough Police Officer and expressed appreciation to the community for their support. V. PRESENTATION HOMEOWNERS INSURANCE UPDATE BY UNITED POLICYHOLDERS AND CALIFORNIA DEPARTMENT OF INSURANCE Joel Laucher, Program Specialist, United PolicyHolders, and Lisa Strange, Northern California Outreach Manager, California Department of Insurance, provided an update on Homeowners' Insurance and responded to questions. Mayor Cole opened public comment. Dr. David Weinberg, Firewise, stated that the entire Hillsborough community is a Firewise district. Dan Capon provided comments regarding insurance rates and the California Department of Insurance. Unidentified student inquired about the review of appeals. Mayor Cole closed public comment. VI. TOWN UPDATE City Manager Doug Davis provided an update on the officer involved shooting and upcoming events and activities in the town. VII. PUBLIC COMMENT Mike Chuang announced an upcoming Townwide Drill which will focus on disaster medical operations. VIII. ANNOUNCEMENT OF CONFLICT OF INTEREST There were no announcements of conflict of interest. IX. CONSENT CALENDAR Councilmember Adams requested to remove Item 11 from the Consent Calendar. Councilmember Chuang requested to remove Item 4 from the Consent Calendar. Vice Mayor Ragsdale provided comments in appreciation of the fundraising events in Consent Calendar Items 6, 7, 8 and 9. On motion by Vice Mayor Ragsdale, seconded by Councilmember Krolik and unanimous on roll call vote, Consent Calendar Items 1, 2, 3, 5, 6, 7,8 8, 9 and 10 were approved. 1. APPROVAL OF CITY COUNCIL MEETING MINUTES OF JANUARY 13, 2025 AND FEBRUARY 12, 2025 The minutes for the January 13, 2025 and February 12, 2025 meetings were approved. 2. MONTHLY CLAIMS: FEBRUARY 1 THROUGH FEBRUARY 28, 2025 The monthly claims for February 2025 were approved as submitted. 3. RESOLUTION APPROVING AND AUTHORIZING THE CITY MANAGER TO EXECUTE A FEE AGREEMENT WITH EIDE BAILLY LLP FOR AUDIT SERVICES The resolution approving and authorizing the City Manager to execute a fee agreement with Eide Bailly LLP for audit services was adopted. 4. FY: 2025-26 CITY COUNCIL GOAL SETTING - WORK PLAN SUMMARY City Manager Davis responded to City Council questions. On motion by Councilmember Krolik, seconded by Councilmember Chuang and unanimous on roll call vote, the FY 2025-26 Work Plan was accepted. 5. REVISED 2025 COUNCILMEMBER REPRESENTATIVES TO TOWN AND REGIONAL ASSIGNMENTS The revised 2025 Councilmember Representatives to Town and Regional Assignments were accepted. 6. APPROVAL OF FUNDRAISING EVENT PERMIT APPLICATION 25-01 FOR THE HILLSBOROUGH BEAUTIFICATION FOUNDATION CELEBRATE MAY! EVENT UNDER CEQA GUIDELINES 15378 AND 15301 The Fundraising Event Permit Application 25-01 for the Hillsborough Beautification Foundation Celebrate May! event subject to the conditions recommended by staff was approved. 7. APPROVAL OF FUNDRAISING EVENT PERMIT APPLICATION 25-02 FOR THE SOLMATEO SIGNATURE KITCHEN TOUR EVENT UNDER CEQA GUIDELINES 15378 AND 15301 The Fundraising Event Permit Application 25-02 for the SolMateo Signature Kitchen Tour event subject to the conditions recommended by staff was approved. 8. APPROVAL OF FUNDRAISING EVENT PERMIT APPLICATION 25-03 FOR THE PARCA AUXILIARY ANNUAL LUNCHEON AND FASHION SHOW UNDER CEQA GUIDELINES 15378 AND 15301 The Fundraising Event Permit Application 25-03 for the PARCA Auxiliary Annual Luncheon and Fashion Show subject to the conditions recommended by staff was approved. LEGISLATIVE UPDATE The February 2025 Legislative Update was received. 11. RESOLUTION ESTABLISHING A $100,000.00 REWARD FOR INFORMATION LEADING TO THE ARREST AND CONVICTION OF THE PERSON RESPONSIBLE FOR THE SHOOTING OF OUR TOWN OF HILLSBOROUGH POLICE OFFICER ON FEBRUARY 22, 2025 UNDER CEQA GUIDELINE 15378 City Manager Doug Davis responded to City Council questions. On motion by Councilmember Adams, seconded by Councilmember Chuang and unanimous on roll call vote, the resolution establishing a $100,000.00 reward for information leading to the arrest and conviction of the person responsible for the shooting of our Town of Hillsborough Police Officer on February 22, 2025 under CEQA Guideline 15378 was adopted. X. OLD BUSINESS 12. DIRECT STAFF ON NEGOTIATING THE POTENTIAL 40 BAYWOOD AVENUE PROPERTY DONATION UNDER CEQA GUIDELINE 15378 City Manager Doug Davis provided the staff report. City Attorney Christopher Diaz and City Clerk Lisa Natusch provided additional information. Mayor Cole opened public comment. There were no speakers. Mayor Cole closed public comment. Councilmember Krolik moved to direct staff to proceed with negotiations to accept the donation of 40 Baywood. The motion died due to lack of a second. Following discussion, on motion by Mayor Cole, seconded by Vice Mayor Ragsdale and unanimous on roll call vote, the City Council directed staff to schedule a City Council Study Session in approximately 30-60 days to develop a counter proposal for the 40 Baywood Avenue property, with the staff to provide any legal documents related to deeds and deed restrictions. XI. CITY COUNCIL ITEMS Councilmember Chuang reported the availability of a Hillsborough Neighborhood Network survey, reported her attendance at a meeting of the SamTrans Board of Directors, and announced an upcoming City Council meeting presentation by OneShoreline. Councilmember Adams reported her attendance at a Leadership Council San Mateo County Elected Leaders Training, a meeting with Mayor Cole regarding Tobin Clark, and a meeting of the League of California Cities Tri-Caucus. Vice Mayor Ragsdale reported that the Public Works Department solar panels funded by a Peninsula Clean Energy grant are operational, reported her attendance at a meeting of the Peninsula Clean Energy Board, announced a commute.org app called CommuteStar and reported a program for a guaranteed ride home to encourage carpooling. Vice Mayor Ragsdale reported her attendance at Senator Becker's Virtual Town Hall regarding wildfire preparedness, announced that the Hillsborough Youth Commission created a statewide California Association of Youth Commissions, and reported her attendance at a Leadership Minutes Hillsborough City Council Monday, March 10, 2025 Page 5 Council San Mateo County program and a tour of Crystal Springs Road with a resident related to wildfire preparedness. Councilmember Krolik reported an item related to emergency communications has been added to the upcoming Citizens Communication Advisory Committee meeting agenda, announced the upcoming Concours d'Elegance and Memorial Day Parade events, and reported her attendance at a meeting of the Architecture and Design Review Board and Senator Becker's Virtual Town Hall regarding wildfire preparedness. Mayor Cole reported her attendance at a meeting of the C/CAG Board of Directors, a Leadership Council San Mateo County program, and Hillsborough Little League opening day. XII.
