COUNCIL AND STAFF VERBAL REPORTS = Section 2 2.1 COUNCIL VERBAL REPORTS City Council Meeting MINUTES April 22, 2025 Legislative, Collaborative Agency, Ad Hoc Council Member Ahmed the quarterly Madera County Economic Development Commission meeting and their Economic Summit event along with the Mayor and staff. Mayor Pro Tem Troost attended the Madera County Action Partnership regular meeting. Mayr Smith helped Cornerstone with their annual 3-day cleanup along with Public Works staff. We painted the snack bar, dugouts, trash areas, block walls around trash, weed eating. There is still more to do but simply ran out of time. 2.2 STAFF VERBAL REPORTS Police Chief Palmer reported on the following: Stats regarding calls for service, proactive activity, misdemeanor arrests, felony arrests and citations for PD and Code Enforcement. He thanked Community Corrections Partnership (CCP) for the $35k donation to purchase a 32' Toy Hauler trailer to be used as a Command Post. He noted drive by shooting at apartment complex this past week and juveniles being involved. Unable to give further information because juveniles are involved and there are confidentiality issues; noted a juvenile shooting a vehicle in the city limits. The victim being an elder who was a victim because the juvenile wanted to shoot a vehicle; noted the concerns for the lack of parent responsibility and the growing juvenile issues involving gun violence. Fire Chief Gaumnitz had just returned from the Local Hazard Mitigation Plan Committee kickoff meeting; links are available on the City's website if anyone is interested. Also attended an EMC meeting, Emergency Medical Committee, where they talked about Madera Hospital being back online. His Volunteer Firefighters are averaging 5 calls per day, lately. Public Works Director Jason Rogers has been working on the upcoming budget and Capital Improvement Plan. They recently completed Congressionally Directed Spending funding applications and submitted them to our federal representatives for the Roundabouts project. PG&E was on site today to start the undergrounding work on Washington Rd. in front of that development. And finally, as the Mayor mentioned earlier, Public Works staff partnered with Cornerstone Church for the annual Volunteer Spring Break Event Monday through Wednesday. He thanked the Church, the volunteers, and the mayor for being out there and participating in this event. Director of Recreation & Community Engagement Wisener since the last meeting she held interviews for the front desk and recreation assistant; the person selected for the position is in background at this moment. Continuing to review applications for Lifeguard, Lifeguard Supervisor positions. Finalized and hosted the Easter event, well attended and assistance from 4 community volunteers, 2 staff member volunteers, Parks staff, 6 students. We hope to have more volunteers next year. There were 20 participants hosting various stations; the City provided free activities for the kids including an Easter egg scramble, face painting, balloon twister, and bounce houses. American Legion Post 148 had their pancake breakfast fundraiser. She completed the contract with Chowchilla High School for the upcoming Open Swim program; and, continually planning for the employee barbeque. City Administrator Pruett has been working on labor negotiations; 2 separate CFD projects, including CFD reimbursement agreements for Rancho Calera and AutoZone; budget prep is the biggest project in the Finance department and department heads are working on their draft budgets for the 2025/206 fiscal year; for Community Development, Director Quintana is working with Self-Help Enterprises on Maple Meadows, and apartment complex off of Washington, where fencing is now up. After this meeting, he and Council Member Chavez will be attending League of California Cities City Leaders event.
