TOWN OF VANCEBORO BOARD OF ALDERMAN MEETING Held their regular monthly meeting on March 3, 2025, at 7:00 PM in the Jimmie L. Morris Boardroom I. Call to order by Mayor Chad Braxton. II. Roll call Those Present: Mayor Chad Braxton, Alderman Steve Belrose, Alderman Thad Jones, Alderman Hud Jordan, Alderman Russell Ipock and Alderman Todd McMillen. III. Invocation by Alderman McMillen. IV. Pledge of Allegiance. V. Approval of minutes from last meeting. Alderman Jones made a motion to approve minutes as corrected. Motion was seconded by Alderman Ipock and carried. Vote 5-0. VI. Approval of Cash Receipts and Disbursements. Alderman Jordan made a motion to pay bills. Motion was seconded by Alderman McMillen and carried. Vote 5-0. VII. Public Comment. Mr. Andrew Black - 805 College Street - Thanked Vernon Edwards and his crew for getting up the limbs in his yard. VIII. Police Report was presented by Interim Chief Winnings. Interim Winnings was not able to make the meeting. Mayor Braxton stated that our new Police Chief should be in place in the next month. We are currently waiting for his paperwork from Raleigh. IX. Mayor's Reports. Duke Energy will be trimming the trees back throughout Town soon. Birthdays this month include Interim Chief Dustin Winnings. Best wishes to Alderman Jordan on a speedy recovery. Planning and Zoning Board nominees will be moved back to next month. Thank you to Alderman Belrose for placing flowers at the park and cleaning the sign for the park. The extension to the fence has been added to the park. The cable is finally removed from the library. Congratulations to WCHS student Gerald Johnson Jr, he is the State 2A Champion in wrestling. Craven County will be holding their annual Opioid Meeting on March 13th at 5:30 p.m. at the Riverfront Convention Center in New Bern. The Board of Alderman meeting will be held on April 7th. Recycling pickup will be on April 27th. National Slam the Scam Day is March 6th. Help protect your loved ones and people in our community by learning more about the latest scams. For more information visit www.ssa.goviscam. Vanceboro Strawberry Festival planning committee will be meeting on the 2nd and 4th Tuesday nights at 6:00 p.m. in the Town Hall boardroom. We need more volunteers. WCHS will be selling barbeque and chicken plates this year to help support sports at the high school that does not have funding. Be in prayer that we have good weather for the festival. Alderman Ipock and I will be meeting with Mrs. Linda Thomas regarding the historical marker that will be placed on Main Street close to the soda shop. We will have a small ceremony once the sign is in place. I attended a conference call including Vernon Edwards, House Representative Steve Tyson, Senator Bob Brinson, Jonathan Russell and Rivers and Associates engineers to request funding from the State to help with water and wastewater projects for the Town. The town would like to get assistance to help overlay Farm Life Avenue, it is a heavily traveled secondary road for the Town. It would cost around $230,000 to overlay. Craven County has hired Jim Perry to help assist the county in funding on the federal level. Barnhill Construction will be here over the next couple of months to make repairs at 14 spots throughout Town. The AMI water meter project is still moving forward. There will be a meeting next Wednesday regarding the AIA grant for water. Alderman Ipock and I met with East Carolina Council planner for subdivision ordinance. He will be planning to attend the board meeting in April or May to present to the Alderman. Severe weather preparedness week is this week and there will be a tornado drill on Thursday. Thank you to Stanley Kite, Ira Whitford and Patricia McDaniel for their hard work and dedication to Emergency Management Services. The planning committee for the strawberry festival has decided to honor the late Richard L. Cannon Jrin the parade this year. His three sons, Richard, Jeff and Keith have been asked to be the Grand Marshal in the parade in honor of their dad. Public Works Supervisor, Vernon Edwards stated that the pump came in at the lift station and would not work. They are hoping to get this fixed and running by the end of the week. X. Alderman Reports. Alderman McMillen had no comment. Alderman Jones had no comment. Alderman Ipock stated that we need to move some of our money over to earn more interest for the Town. Mayor Braxton recommended going with Capital Management Trust since we are already customers of theirs. Meeting Minutes March 3, 2025 Alderman Ipock made a motion that we move $1,000,000 over to Capital Management Trust to earn more interest. Motion was seconded by Alderman Jordan and carried. Vote 5-0. Alderman Belrose inquired when the AMI water meter process would be starting. I have the materials ready to spray the fence at the park, I'm waiting for a sunny day to get it done. We need volunteers for the Strawberry Festival. We need to get a possible instructor to train employees in AED and CPR. Alderman Jordan thanked everyone for the prayers and text messages during his visit to the hospital. I almost hit a golf cart tonight that didn't have lights. Alderman McMillen asked Vernon Edwards if we had heard anything about the drain tile at the park. Terry Morris has no date scheduled to begin the work. Alderman McMillen stated that the storage building at the Vanceboro Christian Help Center has been insulated. It needs painting and then the electrical can be completed. They are placing two units there for climate control. The center is currently helping about 150 people per week. They have been able to help recognize other areas of need for some of the people and assist them. Alderman Ipock stated that one house was closed on this week in town and one house is under contract. There has been one house purchased on Buck Lane. We have approximately twelve more available throughout Town. XI.
