Town of Mocksville Regular Board Meeting April 1, 2025 The Town of Mocksville Board of Commissioners met for the Regular Board Meeting on Tuesday, April 1, 2025 at 6:00 p.m. at the Mocksville Town Hall located at 171 S. Clement Street. The Town of Mocksville Board paused for a moment of silence. Mayor Marklin led the Pledge of Allegiance. Conflict ofInterest Statement "Pursuant to NC General Statutes and the Town of Mocksville Code of Ethics Policy adopted November 9th, 2010, amended of Jan. 6, 2019 and further endorsed on August 9th, 2022, I would ask each of you before you adopt the agenda if there is any actual, potential, or perceived conflicts of interest with respect to any matter on the proposed agenda which will come before the Town Board of Commissioners for consideration and/or decision at this meeting. April 1, 2025 Citizen Comments Mayor reads; Under GS section 160A-81.1, the Board shall provide one period for public comment per month. Public comments are a valued part of the Board meeting but we also have to handle monthly business items. If your public comment is not heard this month we provide the same opportunity at each month's Board meeting. Public comments are limited to 3 minutes per comment. The Mayor asks that groups appoint spokespersons for groups supporting the same position, especially when the number of people wishing to attend the meeting exceeds the capacity of Town Hall. When the comments become repetitive and no longer provide new information then discussion for this meeting may be stopped. As a reminder, the comment period is not a question and answer session. As always, the Mayor shall provide for the maintenance of order and decorum in the conduct ofthe comment period. No one spoke. Proclamation Recognizing National Day of Prayer Mayor Marklin recognized the May 1, 2025 as National Day of Prayer. Streetscape Design and Sidewalk Connectivity Project Updates - Candace Hladick, J.M. Teague Engineering & Planning Candace Hladick addressed the Board to update the Board on the Sidewalk Connectivity Project and Streetscape Project. Both projects are on schedule. The Duke Street sidewalk segment is grant funded. The Streetscape Project includes a new curb. ramp and accessible parking locations on South Main Street. The Board gave approval oft the conceptual design and direction to continue moving forward with the project. Additional projects include replacing brick with tree grates on South Main Street and a curb ramp design for the northwest corner of Depot Street. OLD BUSINESS NEW BUSINESS Consider Phase 3 Precision Safe Sidewalks Lynn Trivette addressed the Board. Precision Safe Sidewalks removed trip hazards present in our downtown sidewalks in FY2022-23 (Phase 1) $13,779 and FY2023-2024 (Phase 2) $58,130. The work was impressive and we received a great deal of! positive feedback from walkers and runners. I asked Public Works Director Brian Moore to request a quote (Attached) for repairing all of the remaining sidewalks in FY2024-25. I am requesting that we complete this maintenance. The cost for Phase 3 (last phase) is $34,566 and the work can be completed in a little over a week once it is on the contractor' S schedule. These funds will come out of Powell Bill. A motion wazs made by Commissioner Frye to adopt Phase 3 Precision Safe Sidewalks in the amount of $34,566 (last phase). The motion as seconded by Commissioner Draughn which carried by a manimous vote 5-0. Consider Paying Balance for Interfund Loan Payback Schedule Lynn Trivette addressed the Board. In 2017 the Board adopted a resolution for a payback plan in the amount of $1,000,000. The Enterprise Fund on June 30, 2016 owed General Fund for a particular project (I was not employed at the time and do not know the details of the project). April 1, 2025 The Board approved $50,000 per year. The balance today is $600,000. This is not an item that is budgeted; it only shows in the annual audit and - have to remember to transfer the funds yearly. I have spoken to the auditor and he agreed with my recommendation for asking the Board if we can go ahead and pay this balance in full. A motion was made by Commissioner Draughn t0 approve paying balance for the interfund loan payback schedule in the amount of $600,000.
