Approved as Amended 4/8/25 MINUTES NORTH YORK BOROUGH COUNCIL MEETING March 11, 2025 = 6:30 PM Call to Order and Pledge of Allegiance With A Moment of Silence for Officer Duarte:: Was led by Seth Hightman at 6:10 p.m. Roll Call and Announcements: Seth Hightman, Tracey Knouse, M. Joel Collier, Vickie Rice, Jerry Duncan, Dhani Thomas, Manager Bolton, Sonya Grim and Solicitor Wait Tilley from Stock and Leader were present. Engineer Jason Brenneman was excused. Vivian Amspacher and Mayor Brunk were absent. An Executive Session was held regarding the Special Hearing to follow. Special Action: Council to name Hearing Officer for requested special hearing regarding a stolen vehicle. Motion by Tracey Knouse, second by Vickie Rice, and unanimously carried to appoint Walt Tilley, Esquire to conduct the hearing and recessed Council into special hearing at 6:13 pm. Special Hearing on Disposition of Personal Property This hearing began at 6:13 pm. After information was provided by all sides, Solicitor Tilley found in favor of the applicant to return vehicle to registered owher and/or lienholder. Adjourn Special Hearing: Special hearing was adjourned by Solicitor Tilley at 6:51 pm. Resume Council Meeting with Public Comment (on agenda items only) at 6:56 pm: There were no comments at this time. Approval of Minutes: February 11, 2025 Minutes were presented for approval. On a motion by Jerry Duncan, second by Dhani Thomas, these minutes were unanimously approved. Mayor's Report: Mayor Brunk's written report was presented. Police: Lt Anderson presented his report. Calls have increased. At this time, there is no arrest on the shooting at the old Central High School Building, currently LIU Building. He also gave an update to Council on the two officers that were injured during the UMPC shooting incident. They are recovering well! Fire - Chief Sleeger: Chief Sleeger presented his report. There was one notable incident a one structure fire at 109 West 6th Avenue, It was a kitchen fire contained to unit. EMC: Our Zoning Officer, Joy Brookshire, is now our Emergency Management Coordinator. Manager's Report: Dr. David Bolton, PhD, MBA, CBO, NDCCDP Zoning Hearing Board Volunteer: A resident, Shawn Rohrbaugh has contacted council in writing about sitting on the Zoning Board. On a motion by Vickie Rice, second by M. Joel Collier, and unanimously carried, this action was approved. We are still in need of (2) substitute members. Public Works Director - William Crosby Jr. was presented for ratification of his hire. On a motion by Dhani Thomas, second by Tracey Knouse, this hire was unanimously approved. Unfortunately, no progress has been made on the Bid Packet for sale of Public Works Building (contingent)--it has been deferred to a later date sO a discussion can be held with their attorney. Engineering Reports: No proposed actions. Treasurer Reports - Sonya Grim: Reports for January 2025 and February 2025 were accepted on a motion by M. Joel Collier, second by' Vickie Rice, and unanimously approved. Move to approve/ratify bills through March 11, 2025 were approved on a motion by' Vickie Rice, second by Dhani Thomas, and unanimously approved. Borough Correspondence = Sonya Grim: None. Committees and Organizations: Building and Grounds - Nothing. Budget & Finance - Nothing. Parks & Recreation - Following are dates to events at the Park: Easter Egg Hunt and Baskets -April 12, 2025 at the Park Age Newborn to 12 years of age Diversity, Equity, Inclusion & Belonging (DEIB) 1 Vickie Rice is changing the name to Unity Committee whose main goal will be to unite and bring people together. Personnel - Nothing Sanitation = Jerry Duncan asked if we could look into contracts in a timely manner to see if we could get multiple quotes. Streets and Sidewalks - Pothole on Fifth will be taken care of tomorrow. Old Business: Hopefully, we will have options next month for new microphones in the Council Room. New Business: Dr Bolton will be out of the office next week. Public Comment: None, Announcements: Next Council Meeting is Tuesday, April 8, 2025 at 6:30 pm.
