157 Meeting of the Fulton County Commissioners Tuesday, January 24, 2023 8:30 a.m, at the Commissioners' Office Present: Commissioner Shives, Commissioner Bunch & Commissioner Ulsh Absent: None Others Present: None Commissioner Ulsh opened the meeting with silent prayer and all recited the Pledge of Allegiance to the flag. Motion by Commissioner Bunch to approve the Commissioners' Minutes of the January 17, 2023 meeting. All in favor. Motion by Commissioner Shives to approve the Accounts Payable dated January 20, 2023 in the amount of $177,948.98. All in favor. All in favor. Commissioners met with Sheriff Keith Stains to discuss selling the 2008 Police Dodge Charger vehicle. Stains said he would send Chief Clerk Stacey Golden the information to put in the newspaper for advertise- ment to bid. Stains also announced that he would not be seeking re-election for 2024. Commissioners met with Chief Probation Officer Dan Miller to review and sign the Pennsylvania Commis- sion on Crime and Delinquency paperwork for the Continuing County Adult Probation and Parole Grant. Solicitor Stein was also present. Motion by Commissioner Ulsh to approve signing the Pennsylvania Commission on Crime and Delin- quency paperwork for Continuing County Adult Probation and Parole Grant. All in favor. Commissioners met with Planning and Mapping Director Justin Evans to review dates for an Electronic Collection Event. Evans proposed Wednesday, March 22, 2023, Noon-5:00 p.m. and Sunday, March 25, 2022 9:00 a.m.-1:00 p.m. Commissioners discussed with Evans how to advertise and suggested meeting with them again two weeks prior to the event. Motion by Commissioner Ulsh to enter into Executive Session at 9:40 AM to discuss Litigation and Personnel Matters. All in favor. 158 Regular session resumed at 10:46 AM. A letter was signed by the Commissioners addressed to Special Counsel requesting that all three Commis- sioners be copied on all correspondences going forward and also to include Solicitor Jim Stein when re- questing execution of documents. Motion by Commissioner Ulsh to sign the Right to Know Settlement Agreement between Fulton County, Dominion Voting Systems, Inc. and their Attorney, Florence Chen. All in favor with Com- missioner Shives stating she voted yes due to Solicitor Stein's review. Commissioners placed a telephone call at 11:03 AM with Jeff Reel, Alleghenies Broadband Inc. to review the 4th Quarter Invoice received from them. Commissioners unanimously agreed to hold off on signing the invoice until further information was received from Reel. Motion by Commissioner Ulsh to enter into Executive Session at 11:50 AM to speak with Solicitor Jim Stein. AIl in favor. Regular session resumed at 12:05 PM. Commissioners met with Elections Director Patti Hess to discuss Election Matters. Motion by Commissioner Shives to approve and sign the Election Integrity Grant Program Post- Election Report, Submitted pursuant to Pennsylvania Election Code Section 1602-A(h) (25 P.S. $ 3260.2-A(h)). All in favor. Motion by Commissioner Ulsh to approve and sign the Certificate of Cost Allocation Plan for FY ending December 31, 2021. All in favor. Motion by Commissioner Shives to approve Commissioners Ulsh signing the CCAP PCORP 2023- 2024 Renewal Application. All in favor. Commissioners signed the following documents: January 17, 2023 Salary Board Minutes, January 2023 Retirement Fund Report, Elect Invoice and two Inmate Physician Service Approval Requests.
