Meeting of the Fulton County Commissioners Tuesday, November 20, 2018 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh and Commissioner Lynch Absent: Commissioner McCray was attending CCAP The Commissioners opened their meeting with prayer and recited the Pledge of Allegiance to the Flag. Motion by Commissioner Ulsh to approve the minutes of the Tuesday, November 13, 2018 meeting. All in favor. Motion by Commissioner Lynch to approve the Accounts Payable dated November 19, 2018 in the amount of $100,426.68. All in favor. All in favor. The Commissioners met with Mr. George Johnson, Recycling Coordinator regarding office matters. Motion by Commissioner Lynch authorizing Commissioner Ulsh to endorse the Municipal Electronics Collections Registration Form for the Department of Environmental Protection Agency. All in favor. The Commissioners met with Mr. Daniel Miller, Chief Probation Officer regarding offiçe matters. The Commissioners met with Mr. Brian Barton, EMA Director/9-1-1 Coordinator regarding the Pennsylvania Emergency Management Agency informing him that Fulton County was awarded $97,606.28 of 2018 9-1-1 Statewide Interconnectivity Funding to be used towards the SAC GIS Updates, SAC Cyber Security Awareness Training, SAC ESinet Maintenance, SAC Regional Recorder Maintenance and the SAÇ CHE Maintenance Projects. A motion was made by Commissioner Ulsh to endorse an Agreement between the Commonwealth of Pennsylvania Emergency Management Agency 9-1-1 Fund Statewide Interçonnectivity Grant. All in favor. The Commissioners reviewed documentation from Mrs. Michelle Sowers, Tax Assessor regarding the çertified tax rolls for 2019. Based on her calculations, there are 9,253 parcels assessed for 2019. A motion was made by Commissioner Ulsh to endorse the certified assessed valuation of the County of Fulton and each Municipality therein, according to the summary presented by the Tax Assessor. All in favor. The Commissioners reviewed an email that Court Administrator, Mr. Mark Singer forwarded to the Chief Clerk regarding a Memorandum of Understanding with Gaudenzia being able to complete Assessments in the Fulton County Courthouse on the Second Floor near the holding area on Monday afternoons. Mr. Singer wanted the Board to be keep in the loop before he signed this Agreement. The Commissioners met with Karen Hann McFadden regarding Election and CDBG Matters. Motion by Commissioner Ulsh to authorize the signing and submission of the contract for the FFY 2018 CDBG Competitive in the amount of $137,000 for the McConnellsburg Sewer Authority-Cloverleaf Court sewer line replacement project. All in favor. The Commissioners held a brief Retirement Board Meeting. Minutes are completed separately for this meeting.
