Wible, Commissioner Hervey P. Hann and Chief Clerk Stacey Golden Commissioner Bunch opened up the meeting with prayer and all recited the Pledge of Allegiance to the flag. No Public Comments. Motion by Commissioner Hann to accept the July 16, 2024 Commissioners' Meeting Minutes. All in favor. Motion by Commissioner Hann to approve the July 16, 2023 Retirement Board Meeting Minutes. All in favor. Motion by Commissioner Wible to approve Accounts Payable, dated July 22, 2024, in the amount of $157,392.39. All in favor. All in favor. Cheryl Deshong, Clerk for the Public Defender's Office, met with the Commissioners to obtain signatures on the PCCD Subgrant Award Notification. Motion by Commissioner Hann to authorize signing off on the PCCD Subgrant Award Notification, Number 2023-1D-ST-44191, in the amount of $93,313.00. All in favor. 462 Motion by Commissioner Wible to enter into Executive Session at 8:45 a.m. for Personnel Matters. All in favor. Motion by Commissioner Hann to exit Executive Session at 9:36 a.m. All in favor. Cody Hoover and Tyler Drombroski with SEDA COG was on the agenda for 9:00 a.m. but was rescheduled for the July 30, 2024 Commissioners' Meeting. Commissioners met with Fulton County Conservation District Manager Seleen Shives and Board of Directors Treasurer Russe!l McLucas to discuss an allocation request in the amount of $10,000.00. Shives presented a proposal outlining the intended use of the funds for a project to "establish demonstration plots to showcase the benefits of implementing no-till cover crops". Commissioners met with Pastor Ed Sharpe, Rockhill Mennonite Church. Sharpe shared with the Commissioners about an upcoming revival that is being planned for 2025 within the county for informational purposes. Commissioners met with Chief Probation Officer Dan Miller, Juvenile Probation Officer Mary Hann and Adult Probation Officer Darron Butts for a presentation of the Pretrial, Probation and Parole Supervision Week Proclamation. A picture was taken with all in attendance. Motion by Commissioner Bunch to approve and execute the Pretrial, Probation and Parole Supervision Week Proclamation, July 21-27, 2024, encouraging all citizens to honor these community corrections professionals and to recognize their achievements. All in favor. Commissioners met with EMA/911 Director Brian Barton who shared a "911 Training Program Certification" and "911 Quality Assurance/Quality Improvement Program Certification" plaque stating that PEMA Pennsylvania Emergency Management Agency) certified both programs. A picture was taken with Barton and the Commissioners. Motion by Commissioner Hann to approve the Elect IT Solutions invoice for the month of August. All in favor. Commissioners signed off on a 'Authorization Letter" for Coroner Berley Souders to move forward with purchasing a 4-wheel drive transport vehicle, previously approved in the July 16, 2024 Commissioners Meeting. Motion by Commissioner Bunch to approve the final ABI Invoice, #022, in the amount of $1,358.26. All in favor. 463 Chief Clerk Stacey Golden shared that in an email she received for the final billing that "all tower sites have been inspected and are confirmed to be providing broadband services" with the "only exception being the Town Hill site which according to the scope of work outlined in the proposal, only involved improvements being made on the tower site and did not result in the tower providing service directly to the customers. The tower site will provide service through a separate ongoing ABI project known as the Rural Equity Broadband Project". Motion by Commissioner Bunch to approve and execute the Sheriff's request from BCCF (Bedford County Correctional Facility) for physician services for a Bedford County inmate. All in favor.
