Meeting of the Fulton County Commissioners - Tuesday, February 25, 2020 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh, Commissioner Bunch and Commissioner Shives Others Present: None Commissioner Ulsh opened the meeting with a silent prayer and recited the Pledge of Allegiance to the flag. Motion by Commissioner Shives to approve the Tuesday, February 18, 2020 Meeting Minutes. All in favor. Motion by. Commissioner Shives to approve the accounts payable dated February 21, 2020, in the amount of $139,105.28. All in favor. All in favor. The Commissioners met with Fulton County Historical Society Members, Deb Reed and Mark Sheffield regarding an upcoming grant they will be applying for. The Commissioners briefed the members on the sound issues in the Fulton County Courtroom. Mrs. Reed and Mr. Sheffield said that the proposed acoustical panels will not affect the Historical Building and they were ok with the proposed project. The State Historical Preservation Commission was also contacted and they agreed no impact causing their review process. Motion by Commissioner Bunch to endorse a letter of support on behalf of the Fulton County Historical Society to the PA Historical and Museum Commission as a part of their grant application. All in favor. Motion by Commissioner Shives to endorse a letter of support for the Milestone Wellness Outreach to apply for a grant through the PA Department of Community and Economic Development. All in favor. Motion by Commissioner Bunch to nominate Commissioner Shives to the Franklin/Fulton Drug and Alcohol Advisory Board during her term as County Commissioner. All in favor. Commissioner Shives abstained. The Commissioners met with Anthony D'Anna and Rob Rafetto from the Bedford Fulton Joint Recreational Authority to present a check from the Marcellus Shale Account in the amount of $10,000. The Commissioners met with Christine McQuade regarding Children & Youth Matters. Motion by Commissioner Shives to authorize the replacement of the Children & Youth Vehicle that was wrecked earlier this year at a cost to the county of $2,226 for the purchase of a new vehicle. All in favor. The Commissioners met with Carol Wright, HR Administrator to discuss personnel matters. Motion by Commissioner Ulsh to Enter Executive Session at 10:30 a.m. All in Favor. Motion by Commissioner Ulsh to Exit Executive Session at 10:40 a.m. All in favor. No action was taken. Motion by Commissioner. Ulsh to hire Denise R. Mellott as a temporary emergency employee to. assist with Elections and Voter Registration on an as needed basis. All in favor. The Commissioners held a brief Salary Board Meeting. Motion by Commissioner Shives to approve and authorize Chairman Ulsh to sign the Monitoring Activity Progress Report (MAPR) for FFY 2017 CDBG Contract. All in favor. The Commissioners met with Mary K. Seville, Planning Director for an update on Solid Waste Plan, the upcoming March 9th Solid Waste Meeting and the changes in personnel in the other counties. The Commissioners met with Bradley Seville, Building and Grounds Director and Eldon Martin, IT DireƧtor regarding recommendation from the Sound Proof Cow's recommendations for the Fulton County Courtroom. Based on this discussion, the Board approved the quote in the amount of $3,077. The Commissioners met with Monica Seville, County Treasurer regarding Tax Claim Bureau concerns.
