Borough of Sykesville Council Meeting April 21, 2025 The regularly scheduled meeting of the Sykesville Borough Council was called to order at 7:00 P.M. with the Pledge of Allegiance by President Michele Yamrick. In attendance were Michele Yamrick, President; Elaine Fike, Vice President; Nate Alvetro, President ProTem; Council Members: Ron Morris and Don Reid; Mayor Gail Cunningham; Solicitor Nicholas Gianvito. Absent were Counciwoman Sherry Pruzinsky and Councilman Gabriel "Butch" Sweka. Visitors were Brian Williams (Crew Foreman). VISITORS CONCERNS: No visitor concerns. CORRESPONDENCE: An agreement for services was presented to Council by J&M Accounting and Tax Services Inc. The agreement is the same exact agreement that the Borough had with Tuning Accounting (now J&M Accounting). A motion was made by Councilman Don Reid and seconded by Councilman Ron Morris to approve and sign the agreement with J&M Accounting and Tax Services Inc. Motion carried. OLD BUSINESS: A motion to approve April 7, 2025, Council minutes was made by President ProTem Nathan Alvetro and seconded by Councilman Ron Morris. Motion carried. Solicitor Nicholas Gianvito presented the bank documents that needs signed for the PennVest loan from Chris Brewer's office. A motion was made by President ProTem Nate Alvetro and seconded by Vice President Elaine Fike to accept and sign the $750,000 loan document with InFirst Bank. Motion carried. President Michele Yamrick and Secretary Jaysa Neale signed and sealed various documents. Solicitor Gianvito informed that Mr. Brewer needs a decision on the initial draw (need at least 5% of the proceeds). He stated that the legal and closing fees are a total of $28,181.28. The engineering fees already paid come to about $385,000. A motion was made by Councilman Don Reid and seconded by Councilman Ron Morris to approve a draw (first draw) of a total of $38,181.28 ($12,200.78 to be paid to attorney Brewer's firm, Dinsmore & Schohl, LLP, and 1 $6,000.00 to Solicitor Gianvito for current loan closing fees, and the Borough will reimburse its fund for $9,980.50 in past legal fees paid to Solicitor Gianvito and $10,000 for partial past engineering fees). Motion carried. Secretary Neale will send it out via FedEx tomorrow. Solicitor Gianvito also informed council that they may take another draw of funds to reimburse the Borough for more past engineering fees paid, amounts of which shall be to be determined at a later date. Solicitor Gianvito informed that he received the railroad license, had it signed by President Michele Yamrick and had the document notarized which they should have received today to notarize on their end. Once the notarized document is sent back, Solicitor Gianvito will file it. Solicitor Gianvito also informed that he is waiting on the survey from JHA Companies. Once the survey is received, the USPS attorney will have to review. Later during the meeting, Foreman Williams received a call from Travis confirming that the survey is complete and will be sent over tomorrow. A new estimate (attached) for the roads were presented to Council with the addition of Vanworet Alley located behind Fox's (discussed last meeting). After further discussion, Council decided to have Marc Skarbek redo the estimate for chipping the cracked areas for VanWoert Alley. Tabled until next meeting. A motion was made by Councilman Morris and seconded by Vice President Fike to authorize up to $10,000 for the Borough Crew to blacktop and level VanWoert Alley. Motion carried. CREW FOREMAN REPORT: Foreman Brian Williams nformed Council that the Borough Crew will start to flush hydrants the first Monday in May. COMITEE REPORTS: Public Works: Nothing to report. ingnce/Personne: March 2025 financial reports were presented to all members from J&M Accounting (emailed and distributed 4/17). No questions or comments were made. 2 Ordinance, Health & Safety Nothing to report. Utilities: Nothing to report. Parks, Recreation and Planning: Councilman Ron Morris informed that the light switch timer for the tennis courts is not working. Foreman Williams will let George Duda know since he should have an extra switch. Police, Mayor, Fire, Code Enforcement: Councilman Reid asked about what is going to be done with the junk vehicles in town. No comments were made. Solicitor Gianvito: Nothing to report. NEW BUSINESS: Nothing to report. EXECUTIVE SESSION: No executive session. ADJOURNMENT: A motion to adjourn was made by Councilman Don Reid and seconded by Vice President Elaine Fike. Motion carried.
