1 SPECIAL COUNCIL MEETING April 10, 2025 A special Meeting of the St. Clair Borough Council was held on Thursday, April 10, 2025, in Council Chambers, St. Clair Municipal Building, 16 S. Third Street, St. Clair. The meeting began at 6:30 p.m. Council President Thomas Dempsey called to order the Special Council meeting. The purpose of the meeting was to discuss the Little League Project which had been duly advertised in the legal classified section of the Pottsville Republican on April 9, 2025. Answering the roll call were council persons: Joann Brennan, Cheryl Dempsey, Norm Diehl, Judy Stednitz-Julian, Council President Thomas Dempsey and Mayor Tomko. Council members Bill Dempsey and Tony Klazas were absent. Also attending included Borough Secretary Roland Price, Treasurer Carol Sutzko, Engineer Brian Baldwin, Barbara Artz, Vaughn Vesay, Tom Kelly, John Zacher, John kuperavage, Jason Albon, Jay Loftus and Michael Jackson. The Pledge of Allegiance was recited and the Council Prayer was read by Council Member Brennan. Public Comment - None Engineer Brian Baldwin explained the current situation in regards to the grass growth of the Little League Field. To correct the problem there are two options: 1.) Do nothing and let seed take growth. 2.) Replace the whole infield and one band, about 4 feet, along the perimeter of the infield dirt with sod. (4000 sq ft total = 2700 infield, 1300 perimeter) If Option two were to occur, either the Borough would enter into a change order of the contract with a cost of $6,000 (prevailing wage rate) and the subcontractor will place the sod next week or the Little League directly would install the sod by themselves at a cost of $4,800. After much discussion with the Little League representatives, Council decided to go with the plan that would keep the baseball and softball players safest, have qualified subcontractors install the sod and engage in the change order of the contract at a cost of $6,000.00. Engineer Baldwin explained that the warranty would begin at the installation of the sod, due to the change in contract, however, we should expect normal wear and tear to take place on the sod. As the Engineer has overseen the project, he will continue to do SO until the project is completed. 2 On a motion by T. Dempsey, seconded by C. Dempsey, to engage in a contract and purchase sod for the Little League Field at a cost of $6,000.00. A roll call was taken. Roll Call - Brennan - YES, C. Dempsey - YES, Diehl - YES, Stednitz-Julian - YES, T. Dempsey = YES, approved. The break-away bases will remain at the Borough Hall until they are needed. Little League Representative John Kuperavage and others thanked council for working together and appreciated their help. On a motion by Diehl, seconded by C.
