CITY OF NANTICOKE WORK SESSION and COUNCIL MEETING MINUTES Wednesday, April 2, 2025 Call to Order: President, William Brown Pledge of Allegiance Invocation: City Clerk, Jennifer W. Polito ROLL CALL: The following were present: Council Members, William Brown, Joseph Nalepa, Joseph Dougherty, Kenneth James, Mark O'Connor, City Manager, Donna Wall, Finance Director/City Clerk, Jennifer W. Polito, and Solicitor, Attorney William Finnegan. WORK SESSION: New Business: (action Items) A motion to accept the resignation letter from Sterling Kepp, Department of Public Works, effective March 20. 2025. AI Motion to approve the purchase of a United States Treasury Bill in the amount of $4.5 million dollars yielding approx. 4.11% for Six (6) months with M&T Securities on April 3, 2025. ADMINISTRATIVE UPDATES: City Manager, Donna Wall had the following updates for Council: 1. WVSA will be doing Street Sweeping the week of April 14, 2025 through the 21, 2025. We will post the schedule on the city's Facebook page and Website. 2. The City will be putting out for Bid to demo 421 E. Eashing Street thast was acquied through the Landbank. 3. DPW Foreman, Rick Josefowicz met with UGI regarding new lighting to be installed in Honey Pot with new LED lights. Rick explained what and where the new light are going to be installed. 4. PennDOT will be installing additional detour signs for the closed bridge to redirect traffic away from the bridge. 5. DPW workers will complete the stone work on the new LED sign at City Hall once the weather warms up during the day and nights. AI Motion was made by Councilmember James seconded by Councilmember Dougherty to adjourn the work session. Motion carried unanimously. REGULAR MEETING Comments from the Public agenda items only. None Old Business A Motion to remove tabled Ordinance #1 of 2025, First Reading, an Ordinance of City Council of the City of Nanticoke, Luzerne County, Pennsylvania, amending Ordinance # 16 of 2007, Article III, Section 3.6 and Article IV Section 4.2 entitled City of Nanticoke Police Pension Plan was made by Councilmember Nalepa seconded by Councilmember Dougherty. Motion carried unanimously. A Motion to approve Ordinance #1 of 2025, First Reading, an Ordinance of City Council of the City of Nanticoke, Luzerne County, Pennsylvania, amending Ordinance # 16 of 2007, Article III, Section 3.6 and Article IV Section 4.2 entitled City of Nanticoke Police Pension Plan was made by Councilmember James seconded by Councilmember Brown. Motion carried 0-4, President Brown abstained. New Business A Motion to approve the minutes from the March 19, 2025 Work Session/Regular Council Meeting was made by Councilmember Nalepa seconded by Councilmember Dougherty. Motion carried unanimously. A Motion to approve the payment of the bills in the total amount of $401,029.18 [(Payrolls) $130,061.00 (Accounts Payable) $270,968.18 was made by Councilmember O'Connor seconded by Councilmember James. Motion carried unanimously. Motion carried unanimously. COMMENTS FROM THE PUBLIC- Ms. Lynn Knight of 270 Honey Pot Street thanked Chief Roke for getting the car off the street. Ms. Knight stated she is being bombarded with questions on why Lesley was able to run in last election even though her term was up and why Mark was chosen to fill her seat SO she is requesting something in writing explaining the reasons. Ms. Knight asked if she can submit a Right to Know. President Brown stated Attorney Finnegan will explain the election laws and all process on choosing Mark is in our Home Rule Charter. Ms. Knight insisted she wanted to submit a Right to Know SO she had something in writing when explaining it to other people. Ms. Knight stated she could not hear the answer to the question that Atty Lapsansky answered last meeting. Attorney Finnegan asked Ms. Knight what was the question. Attorney Finnegan stated President did a great job explaining the process and this has been addressed at numerous meetings. Ms. Knight stated the last two meetings the Solicitor called into the Council meetings versus attending in person and it is hard to hear what is being said. Attorney Finnegan stated Solicitors are allowed to call in when unable to attend in person and if Ms. Knight is having issues hearing maybe she should move closer. Ms. Knight asked how does the Solicitor get picked? President Brown stated they are appointed by the mayor. Attorney Finnegan stated that process is in the Home Rule Charter. President Brown asked City Manager, Donna Wall to make a copy of the Home Rule Charter for Ms. Knight after the meeting. Mr. Jeff Stansky asked shouldn't WVSA clean the storm drains on State Roads? DPW Foreman, Rick. Josefowicz replied WVSA will not clean out the drains on state roads, it is up to PennDOT. Councilmember James asked Rick to inquire about someone cleaning the storm drains on the state roads. Mayor Kevin Coughlin commented that Attorney Finnegan has been the solicitor for many years, he does an excellent job and he is an asset to the city. Correspondence- Read by Jennifer W. Thank you letter from city resident, Bernadette Truszkowski Announcements- The City of Nanticoke's Annual Big Bang is scheduled for Saturday, June 28, 2025 (Rain Date Sunday, June 29, 2025). The City is now accepting applications for craft and food vendors. The Vendor Application can be obtained at City Hall during business hours, on the City's Facebook Page and Website or email Jennifer at olo@nanticokediycon and she will email you an application. The City-Wide Yard Sale is Scheduled for Saturday, May 17, 2025 (Rain Date is Sunday, May 18, 2025. The city will post a list of addresses participating in the yard sale on the city's Facebook page. Please call (570) 735-2800 ext. 101 if you would like your address added to the list by Wednesday May 14, 2025. On April 26, 2025 the City of Nanticoke and the Nanticoke Conservation Club will be holding an Earth Day Clean Up Day. Anyone who would like to participate, please report to the LCCC Student Parking Lot by Weis Market at 8:00 am. Rain Date is May 3, 2025. Councilmember Comments- Vice President Nalepa thanked Ken Malia for all the years he sat on the Municipal Authority; he is greatly appreciated for his hard work.
