I. Minute Approval Mayor Richard Presley asked for a motion to approve the March 3, 2025 regular schedule meeting minutes, March 3, 2025 Public Hearing Minutes, and the March 27, 2025 Workshop Minutes as presented. Councilmember Parr made a motion to approve the minutes from February 3, 2025 Minutes, February 13, 2025, February 17, 2025, February 18, 2025, February 27, 2025 and February 27, 2025 as presented. Councilmember Farley seconded the motion. ALL voted in favor. Motion carried. II. Citizen Comment III. Old Business a. Cooley Property The council has received the easement for the property. Mayor Presley asked for a motion to approve the minor subdivision for the Cooley property. Councilmember Parr made a motion to approve the minor subdivision for the Cooley property. Councilmember Wilmoth seconded the motion. ALL voted in favor. Motion carried. b. EMI Chip with EMI reviewed the option of hydrofracking with the verbal quote of $14,900 & $15,000 or the installation of the tank to dissipate the air and a pump to re pump the water into the system with everything involved would be about $112,000. Councilmember Farley would like to go forward with water gasses testing before we move forward with other testing. The testing could take approximately 3-4 weeks. Councilmember Wilmoth made a motion to have the gasses test at well pump 5. Councilmember Farley seconded the motion. All voted in favor. Motion carried. C. Park Hours Tabled until Georgia Power comes out to talk with the city about lighting for the City and Veterans Park. d. Land Use Management Code Amendment 2nd reading of the Land Use Management Code Amendment Councilmember Parr made a motion to approve and adopt the Land Use Management Code. Councilmember Wilmoth secondedthe motion. Parr, Wilmoth and Presley voted in favor. Jackson and Farley opposed. Motion carried. e. Temporary Use/Living In Campers Currently allowed under LUMC only if building a house and only under certain guidelines. Councilmember Farley made a motion to table. Councimember Parr seconded the motion. ALL voted in favor. Motion carried. f. DDA Downtown Beautification Project The DDA has approved $3,000 and has asked the city to match the $3,000 funds to work on projects to beautify the downtown area. Paint areas of the gazebo, plants, paints park benches and flowers. Councilmember Wilmoth made a motion that the City match whatever the DDA does to update and refresh the park up to $3,000.00. Councilmember Parr seconded the motion. Parr, Wilmoth and Presley voted in favor. Jackson and Farley opposed. Motion carried. g. Nuisance Ordinance The nuisance ordinance open house will be held at 6pm on April 21st at City Hall Council Chambers. h. Building Signs We had a sign company come out and look at City Hall and the Police Department, we are waiting on the mock-up. i. Police Department Vehicle Chief Anderson presented a quote from Jackie Jones in Cleveland for a Ford Explorer would be $44,072.40, a 2024 Dodge Durango is $43,900.00 At Aiken Fords the Ford Explorer $48,437.00 and the Dodge Durango $44,989.00 It will cost approximately $15,000.00 to equip the new vehicle and an additional $5,000.00 for the radio. Councilmember Parr made a motion to approve Dodge Durango from Aikens Ford for $44,989.00. Councitmember Farley seconded the motion. ALL voted in favor. Motion carried. j. July 4th Event The July 4th event for the city will be on July 5th at the City Park. More information on details will follow k. Stair and Wall in Veterans Park Still looking for a hardscape landscaper to give quotes on the walls and stairs in veterans park and the stairs outside the 2nd entrance at city hall. I. Court Fee Ordinance 1st reading of the court fee ordinance m. Employee Handbook Tabled until the next meeting, would like more information from other cities. n. Judge Dyal Appointment Councilmember Jackson made a motion to appoint Chris Dyal at Chief Judge. Councilmember Parr seconded the motion. ALL voted in favor. Motion carried. 0. Missy Wassendorf - Beechick Barnyard Title Property Clarification There was a first reading of 11.1.3 amendment of the land use management code. Councilmember Parr made a motion to approve the resolution for Missy Wassendorf Beechick Barnyard title clarification. Councimember Wilmoth seconded the motion. ALL voted in favor. Motion carried p. Amphitheater Gutter The quote is $785.00 for the entire project with Terry Gutters. This includes leaf guards, 2 downspouts and a 18-month warranty. Councilmember Parr made a motion to approve $785.00 to Terry Buyer Gutters Servers for gutters on the back on the amphitheater. Councitmember Farley seconded the motion. ALL voted in favor. Motion carried. q. Lake Aerator Lake aerator is fixed. IV. New Business a. Department Head Update Library egg hunt is the 12th New water billing system is installed Public' Works/Water & Sewer- - 118 locates, 5 complaints, 1 repair, 6 new meters, limb pickup March 4/5 another next quarter.
