Minutes- April 1, 2025, 1 Town of Clermont Town Council Meeting April 1, 2025 The Clermont Town Council met on April 1, 2025. The Mayor called the meeting to order at 7:00 p.m. Present: Mayor James Nix, Council Members John Brady, Marcia Kesler, James Castleberry, and Amanda Nix. Town Clerk Amy Lomax also attended. APPROVAL OF THE AGENDA: Marcia Kesler motioned to approve the agenda. Amanda Nix seconded, and all Council members present voted in favor. The motion passed. INVOCATION AND PLEDGE OF ALLEGIANCE: James Castleberry led the invocation, and Mayor Nix led the Pledge of Allegiance. MINUTES -MARCH 2025: James Castleberry motioned to approve the March 4, 2025, Minutes. Marcia Kesler seconded the motion, and all Council members present voted in favor. The motion passed. FINANCIAL STATEMENT: The Mayor and Council reviewed the February 2025 Financial Report. REPORT: PLANNING AND ZONING: The Mayor and Council reviewed this report. SECOND READING OF ORDINANCE NO. 82-2025-03-01: RIGHT-OF-WAY ORDINANCE: The Mayor gave the second reading of Ordinance 82-2025-03-01. This is an ordinance to amend the compilation ofordinances ofthe City of Clermont, Georgia; to establish requirements for the use of public and private utilities within the rights-of-way; to administer and regulate the use of public roads, highways, and rights of ways maintained by the City; to provide for due compensation for use ofCity public roads, highways, and rights of way; to create liability on the holder of right of way licenses; to provide authority to the city to require relocation; to provide for severability; to provide an effective date; to repeal all ordinances and parts of ordinances in conflict herewith; and for other purposes. John Brady motioned to approve Ordinance 82-2025-03-01. James Castleberry seconded the motion, and all Council Members present voted in favor. The motion passed. SPLOST IX: The Mayor said the anticipated revenue for SPLOST XI for the Town is estimated at $1,409,657.00 ift the referendum passes. The Council discussed the project categories and allocations. The Council agreed that the Project Categories and allocated amount for SPLOST IX be 1. Parks and leisure facilities, land, vehicles, and equipment ($ 704,657.00) 2. Roads, bridges, sidewalks, and related improvements ($ 705,000.00). The Mayor informed the Council that the governing authorities of the County and the municipalities will meet on April 17th to discuss proposed SPLOST IX projects. The Council has been asked to attend. James Castleberry motioned to authorize Mayor Nix to execute the SPLOST IX agreement on the Town's behalf. Marcia Kesler seconded the motion, and all Council Members present voted in favor. The Motion Passed. Minutes- April 1, 2025, 2 PROJECT UPDATES: James Castleberry updated the Council on the possibility ofa pedestrian crosswalk in front ofthe Chattahoochee Center. He spoke with someone at Concord Baptist Church about sharing that cost with the Town, but the Church said it was not interested at this time. Amy Lomax reminded the Council of the GMA District 2 listening session on April 23rd, the Town's Easter Egg Hunt and cookout, and the Cruise-In on April 12th Mayor Nix said that the Historical Society has agreed to join the Town in a Veterans Park project beside the new Town Hall. The Council discussed plans for the project. He also gave an update on the new Town Hall. Construction is progressing as planned; the power and water should be installed this week. PUBLIC COMMENTS: The Mayor asked the audience: if anyone had anything they would like to say. There were no public comments.
