Minutes- March 4. 2025, 1 Town of Clermont Town Council Meeting March 4, 2025 The Clermont Town Council met on March 4, 2025. The Mayor called the meeting to order at 7:00 p.m. Present: Mayor James Nix, Council Members John Brady, Marcia Kesler, John Brady, and Seth Weaver. Town Clerk Amy Lomax also attended. APPROVAL OF THE AGENDA: Seth Weaver motioned to approve the agenda. James Castleberry seconded, and all Council members present voted in favor. The motion passed. INVOCATION AND PLEDGE OF ALLEGIANCE: Seth Weaver led the invocation, and Mayor Nix led the Pledge of Allegiance. MINUTES- FEBRUARY 2025: John Brady motioned to approve the February 4, 2025, Minutes. Marcia Kesler seconded the motion, and all Council members present voted in favor. The motion passed. FINANCIAL STATEMENT: The Mayor and Council reviewed the January 2025 Financial Report. REPORT: PLANNING AND ZONING: The Mayor and Council reviewed this report. NH JR. TROJANS-BATTING CAGES AT HULSEY RD. FIELD: Seth Weaver motioned to remove NH Jr. Trojans Batting Cages at Hulsey Rd. Field from the table. James Castleberry seconded, and all Council Members present voted in favor. Motion passed Brent Braham, President of the North Hall Jr. Trojan Baseball Association, addressed the Council about installing batting cages at the Hulsey Road Field. Seth Weaver motioned to approve the batting cage installation, with the condition that the utility, septic, and field lines are located and allow for the location presented to the Council. James Castleberry seconded the motion, and all Council Members present voted in favor. The motion passed. FIRST READING OF ORDINANCE NO. 82-2025-03-01: RIGHT-OF-WAY ORDINANCE: The Mayor gave the first reading ofOrdinance 82-2025-03-01. This is an ordinance to amend the compilation of ordinances ofthe City ofClermont, Georgia; to establish requirements for the use of public and private utilities within the rights-of-way; to administer and regulate the use of public roads, highways, and rights of ways maintained by the City; to provide for due compensation for use of City public roads, highways, and rights of way; to create liability on the holder of right of way licenses; to provide authority to the city to require relocation; to provide for severability; to provide an effective date; to repeal all ordinances and parts of ordinances in conflict herewith; and for other purposes. The second reading of the Ordinance will occur at the Council Meeting on April 1, 2025. Minutes- March 4, 2025, 2 PROJECT UPDATES: James Castleberry informed the Council that he had spoken with Jason Dykes with the Georgia Department of Transportation about installing a pedestrian cross walk with flashing lights at 639 Main Street. Jason told him that he was familiar with the area and believed it was feasible to do SO, but there was no funding that the Town could obtain from the state at this time. He said the Town would have to fund the project, but the GDOT could fund the mandatory traffic study. James asked the Council ifthey would be in favor ofthe crosswalk and ift they would be okay ifl he talked with someone at the church to see if they would support it as well. The Council agreed. Mayor Nix asked the Council to begin thinking about what they would like to include in the FY 26 budget. We will start working on it in the coming months. He informed the Council about a SPLOST meeting on April 17th and reminded the Council about the GMA listening session on April 23rd. PUBLIC COMMENTS: Gina Pilcher mentioned that if you are interested in getting more information on the road projects that are in progress in the County, you can check the GHMPO website.
