The Carl Junction City Council met in an emergency session on Monday April 21, 2025 at 1:00 PM at City Hall. Mayor Mark Powers called the meeting to order with the following present: Anita Francis, Walter Hayes, Hollie LaVigne, David Pyle, Jim Shanks, Roger Spencer, and Carole Wofford. Bob McAfee was absent. Also present were City Administrator Steve Lawver, City Attorney Mike Talley, City Clerk Alaina Wright and City Administrator Assistant Crystal Winkfield. AGENDA Hollie LaVigne motioned to approve the agenda as presented. David Pyle seconded. All in favor. No opposed with one absent. Mayor Moss said the meeting was being held with less than 24 hours notice because of the storm in Carl Junction yesterday. DISCUSSION OF STORM CLEAN UP Steve Lawver said city car #201 was hit and said he has already been in contact with MIRMA twice. Steve said the Community Center has one broken window, the back door overhang, privacy fence around the heat pump, chiller, and lighting on outside of building were all damaged. He said in the building where the Police Department houses evidence, there were four broken windows and damage to the roof. Steve said well house #2 by the Police Department and #1 to the southeast have roof damage and the cupola is off the top. Steve said he believed towers #2 and #8 are good, but Utility Services will be out today to check that. He said there is fence damage around the skate park. Steve said Martin will be here to do a roof assessment on the police department and Community Center. He said the Police Department had a broken window and ChiefMcCall thinks there's something structurally broken on the tower. Steve said the solar panels are nearly demolished, and the directional sign in front ofthe Police Department has a hole in it. Steve Lawver said the vegetation pickup would be needed and that either public works could pick it up, or we could contract that work out. He said if we contract the work out, we will have to advertise and take bids, and that with such a small debris zone public works should be able to handle it. Steve said he's trying to get a list completed of issues we need to look at sO he can get in touch with general contractors, and we can go out for bid on the work that needs to be done. Steve Lawver said Jordan with Liberty Utilities apologized for not being here they are down to about 60 customers with no power in Jasper County. Joe Perkins, Fire Chief with the Carl Junction Fire Protection District was present. He said it took them one hour and forty- five minutes to do a primary damage search. Chief Perkins said 72 total structures in Jasper County were damaged. He said there were reports from Kansas of a funnel, but he couldn't see it because it was rain wrapped., but he estimates it will be an EF-1. Chief Perkins said they found no injuries. ChiefMcCall said NWS is on their way down from Lamar together with Region D SEMA Coordinator. He said Jasper County said to keep track of time sheets, volunteer hours and invoices and they will put it on their grant request. Mayor Moss commended both Chief Perkins and Chief McCall for their quick and thorough response. Steve Lawver said the statewide damage threshold is $11 million and Chief McCall said it's just under $11 million for the entire event. Steve Lawver said the City of Joplin offered a street sweeper and swept around the Community Center and school for glass and nails. Carole Wofford said she had someone ask if we had a woodchipper and Steve Lawver said we do not. James Shanks asked if vegetation only meant residents would be on their own for other debris and Steve Lawver said yes. Anita Francis asked if the rest could go out for city wide clean up and Steve Lawver said he would check with Republic Services. Carole Wofford asked when the vegetation pick up would stop and Steve Lawver said he would get with Jay Morton. Mayor Moss said it would go out on the website, and we would let the media know.
