RECORD OF PROCEEDINGS Minutes of the City Council of the City of Cherry Hills Village, Colorado held on Tuesday, February 18, 2025 at 6:30 PM at City Hall, 2450 East Quincy Avenue, Cherry Hills Village, Colorado 80113 The City Council held a Study Session at 6:01 PM. CALL TO ORDER Mayor Brown called the meeting to order at 6:36 PM. ROLL CALL OF MEMBERS Mayor Katy Brown, Mayor Pro Tem Earl Hoellen, Councilors Doug Robinson, Dave Heller, Susan Maguire, Karen Fisher, and Robert Eber, were present on roll call. Also present were Deputy City Manager/Public Works Director Jay Goldie, City Attorney Kathie Guckenberger, Community Development Director Paul Workman, Police Chief Jason Lyons, and Human Resources Manager Kathryn Ducharme. Absent: None. PLEDGE OF ALLEGIANCE The Council conducted the pledge of allegiance. AUDIENCE PARTICIPATION PERIOD None. REPORTS FROM MEMBERS OF CITY BOARDS AND COMMISSIONS None. CONSENT AGENDA None. ITEMS REMOVED FROM CONSENT AGENDA None. UNFINISHED BUSINESS None. NEW BUSINESS None. REPORTS Mayor Mayor Brown reported she would attend the committee hearing for House Bill 25-1169, Yes in God's Backyard, at the Capitol tomorrow to testify in opposition; the committee hearing for Senate Bill 25-01, the Colorado Voting Rights Act, was today and CML was trying to have it amended to exclude municipal elections. February 18, 2025 City Council Minutes Page 1 of3 RECORD OF PROCEEDINGS Mayor Brown reported she had asked City Manager Cramer if the items currently scheduled for the March 18th meeting could be moved to March 4th since the entire Council could attend March 4th. Members of City Council Councilor Fisher had no report. Councilor Robinson reported on the Opioid Council and available grants. Councilor Maguire reported on a request from a resident for recording the Council retreat. Mayor Pro Tem Hoellen had no report. Councilor Eber had no report. Councilor Heller reported on a request from a resident for Council to consider adopting pickleball regulations. Council discussed issues regarding adoption of pickleball regulations including private versus public properties, the current noise ordinance, the site plan amendment process, HOA regulations, universal regulations versus case by case, pickleball courts versus other recreational sports courts, and unintended consequences. Mayor Brown directed staff to add this discussion item to a future Council agenda. Councilor Maguire asked if any Council member had an interest in recording the retreat; she stated she did not have an interest in recording the retreat; the retreat was open to the public; recording could have a dampening effect on open discussion. Council agreed not to record the retreat. City Manager and City Staff Chief Lyons reported the Citizens Academy application process would open on Monday. City Attorney City Attorney Guckenberger had no report. EXECUTIVE SESSION AND ADJOURNMENT Mayor Pro Tem Hoellen moved, seconded by Councilor Fisher, to go into Executive Session pursuant to Section 24-6-402(4)b), Colorado Revised Statutes, to Receive Legal Advice Relating to 2024 State Housing and Land Use Legislation; and to adjourn the City Council meeting at the conclusion of the Executive Session. The following votes were recorded: Heller yes Eber yes Hoellen yes Maguire yes Robinson yes Fisher yes The vote on the Executive Session was 6 ayes and 0 nays. The motion carried.
