RECORD OF PROCEEDINGS Minutes of the City Council of the City of Cherry Hills Village, Colorado held on Tuesday, March 4, 2025 at 9:00 AM at City Hall, 2450 East Quincy Avenue, Cherry Hills Village, Colorado 80113 CALL TO ORDER Mayor Brown called the meeting to order at 9:00 AM. ROLL CALL OF MEMBERS Mayor Katy Brown, Mayor Pro Tem Earl Hoellen, Councilors Doug Robinson, Dave Heller, Susan Maguire, Karen Fisher, and Robert Eber, were present on roll call. Also present were City Manager Chris Cramer, Deputy City Manager/Public Works Director Jay Goldie, Community Development Director Paul Workman, Police Chief Jason Lyons, Assistant City Attorney Joshua Meyers, and Permit Technician Jan Peciak. Absent: None. PLEDGE OF ALLEGIANCE The Council conducted the pledge of allegiance. AUDIENCE PARTICIPATION PERIOD None. REPORTS FROM MEMBERS OF CITY BOARDS AND COMMISSIONS None. CONSENT AGENDA Mayor Pro Tem Hoellen moved, seconded by Councilor Maguire, to approve the following items on the Consent Agenda: 6a. Approval of January 21, 2025 Minutes The motion passed unanimously. ITEMS REMOVED FROM CONSENT AGENDA None. UNFINISHED BUSINESS None. NEW BUSINESS Mayor Pro Tem Brown added establishing a short term liaison for the South Metro Fire District. Councilor Heller explained the idea was a short term liaison to get through the mill levy election in November; the District apparently had some discord; they just appointed a new chief; the District Board would come present to Council. Mayor Brown added there was the potential for very significant impacts to the community; the details of the proposal were not known yet; having a short term liaison on Council would help stay abreast of the District's process and their decisions. March 4. 2025 City Council Minutes Page 1 of2 RECORD OF PROCEEDINGS Councilor Heller moved, seconded by Mayor Pro Tem Hoellen, to appoint Councilor Heller as a new liaison for South Metro Fire District through election day. Councilor Maguire asked if the City owned the Joint Public Safety Facility. Deputy City Manager/Director Goldie replied it was 50/50 ownership and joint title. City Manager Cramer asked if a sales taxi increase was still on the table. Councilor Heller replied it was. City Manager Cramer noted other city managers were extremely concerned about a possible sales tax because there were only sO many options for sales tax increases and ift the Fire District started utilizing sales tax it was less likely that municipalities would be successful in getting new sales taxes passed by the voters; the probability of Cherry Hills Village going to the voters for a sales tax increase was extremely low but a mill levy or sales tax was all part of the equation. The motion passed unanimously. Councilor Robinson asked if it made sense to have a Council liaison for the state housing legislation. Mayor Brown replied she had served that role for the past few years and Council could discuss it more during the Retreat. REPORTS Mayor Mayor Brown had no report.
