PRESENTATION POSTPONE THE TEXAS DEPARTMENT OF TRANSPORTATION (TXDOT) AREA PROJECTS BY WILLIE SEMORA, P.E., SOUTH TRAVIS/HAYS AREA ENGINEER Mayor Urbanovsky announced the presentation is postponed to a future meeting. Minutes Page 273 April 15, 2025 Volume 151 General discussion was held on drafting guidelines sO that all participants are familiar with the procedures and comparable to other cities, establishing a streamlined permit process, and the impacts and proximity to nearby residents. Further discussion was held on a permit route versus a special use permit. The Council identified the need for public engagement, considering impacts on existing and new promoters, and considering different permit hours between Friday and Saturday events. City Manager Micah Grau informed that the permit process would allow certain changes via the ordinance, e.g., sound barriers and decibel criteria. In conclusion, Mayor Urbanovsky suggested staff set time to engage with businesses, draft an ordinance to set the permit process, update the Unified Development Code (UDC) to allow such activities by right, and include residential areas that may be impacted throughout town, e.g., B2, etc. REGULAR, AGENDA ADOPT OF RESOLUTION #2025-R-25 BY THE CITY COUNCIL OF THE CITY OF BUDA, TEXAS, TO PROVIDE SUPPORT FOR THE HAYS COUNTY CRIME STOPPERS ORGANIZATION, TO IMPLEMENT THEIR PROGRAM, SPECIFICALLY AT JOHNSON HIGH SCHOOL, AND TO RECOGNIZE THE CRIME STOPPERS AMBASSADORS AT. JOHNSON HIGH SCHOOL STUDENTS MSgt. Bill Kuykendall and Officer Freddy Erdman presented background information. General discussion was held on supporting the initiative and programs at all Hays County High Schools. COURTESY PUBLIC HEARING, ADOPTION OF ORDINANCE #2025-24 ON FIRST AND FINAL READING REGARDING AI REQUEST BY TEJAS REAL ESTATE DEVELOPMENT, LLC FOR A ZONING MAP AMENDMENT TO CHANGE THE EXISTING ZONING OF INTERSTATE 35 BUSINESS (B-3) TO LIGHT INDUSTRIAL (LI) FOR A +/-4 43.818 ACRE PROPERTY LOCATED AT THE SOUTHWEST CORNER OF SUFFIELD DRIVE AND DACY LANE (Z 24-03) Development Services Director / City Engineer Angela Kennedy presented background information. Public comments were made by Proponent Josh Hubka and Developer Bob Springer. The Mayor recognized a comment submitted via email from the Buda Economic Development Corporation. Mayor Urbanovsky opened the public comment period at 8:32 p.m. Comments were made byJuan Carlos Luna of 280 Hoffman Dr., Juan Delgado of 311 Suffield Drive, and Alex Gutierrez of 103 Circle Dr., Buda. Mayor Urbanovsky closed the public comment period at 8:42 p.m. General discussion was held on the type of development being considered, which might result in lower intensity, the proposed completion of Suffield Road based on the results of the latest Traffic Impact Analysis and potential use, and the proposed WCID wastewater improvements based on the Letter of Intent. Page 274 Minutes Volume 151 April 15, 2025 Ms. Kennedy informed that the basis for the Planning & Zoning Commission's denial was in response to the neighborhood residents' testimony, the potential traffic impacts, and the lack of connectivity. Further discussion noted that the property may be developed by right under the current B3 zoning regulations; however, there are more opportunities for light industrial (LI) zoning and private developers seeking such locations. Buda Economic Development Corporation CEO Jennifer Storm added the proposed project fits a slightly different niche for light industrial advanced manufacturing as the targeted industry. Mayor Urbanovsky expressed concerns about transportation and traffic rerouting, recognizing Dacy Lane as a future four-lane road. Such improvements on Suffield are an opportunity to improve the congestion and traffic flow. LI is the best opportunity to complete Suffield Road. ALLEN SURVEYS AND ADDRESSED AS 4260 FM 967 (2025-172) Senior Project Engineer Blair Murski and Hays CISD Representative Nate Wensowich presented background information. General discussion was held on the Council's approval of the waiver as submitted, and the Texas Commission on Environmental Quality (TCEQ) permit approval and possible adjustments as required by TCEQ. Mr. Murski explained the waiver process. In conclusion, the Mayor explained the decision is based on the result of the HCISD bond program regarding several projects, including an additional high school. Should the bond not pass, this request is to help mitigate the growth of the existing school property to address the increase in the school population. PUBLIC HEARING AND ADOPTION OF ORDINANCE #2025-27 REGARDING PROPOSED AMENDMENTS TO THE UNIFIED DEVELOPMENT CODE (UDC) RELATED TO AMENDING STANDARDS IN SECTION 4.02.05(F) SIGNAGE TO CONFORM WITH INTERNATIONAL DARK SKY REGULATIONS Development Services Assistant Director Will Parrish presented background information. General discussion was held on removing the language to extinguish lights entirely, signs are marketing opportunities for businesses, policing the ordinance, and the grandfather clause of existing signs.
