WOLF CREEK HERITAGE MUSEUM UPDATE, FROM RACHEL SCHWERZENBACH: Rachel Schwerzenbach presented the mu S ns CHC annual Report. Rachel also discussed an update on the current events at the museum, which includes adult craft classes, kid's day on Tuesdays, and video workout classes. Rachel also talked about the new exhibit, pollination investigation from the Smithsonian institute, that exhibit will be available to view through May 16 2025. She also talked about planning a celebration of the 30th anniversary of the Lipscomb dance platform, and scheduling a street dance with activities for September 14 2025. OPEN AND APPROVE SEALED DEPOSITORY BIDS: The County received Ewo sealed depository bids, FirstBank Southwest Bid- Checking Accounts was the 91 Day T-Bill Rate + 35 Basis Points CD's was the 91 Day T-Bill Rate + 45 Basis Points. Happy State Bank a division of Centennial Bank Bid- Checking Accounts was the 91 Day T-Bill Rate + 25 Basis Points CD's was the 91 Day T-Bill Rate + 25 Basis Points. Scotty Schilling made a motion to approve the depository bid from FirstBank Southwest Booker Branch as presented effective June 1 2025. Brandon Meier seconded the motion, vote carried with Dan Cockrell abstaining from the vote. REVIEW OF THE JUSTICE OF THE PEACE REPORTS: The total collected by the Justice of the Peace for March was, $454.00. $335.55 for the County, and $15.00 to restitution. HEAR FROM BRENT SHERROD WITH PERDUE, BRANDON, FIELDER, COLLINS & MOTT LLP. Brent Sherrod along with Bill Pinkham & Troy Seagler from Perdue & Brandon law firm presented the 2024 tax year collection report to commissioner's court. The total levy was $3,237,898.79 or 988 of the base tax collected as of April 7, 2025 leaving $75,995.13 or 28 of the base tax remaining. HEAR UPDATES ON THE SENIOR SKIP OUT DAY SCHEDULED FOR MAY 147H, 2025: Dori Roots updated the commissioner's court on the 2025 Senior Skip Out day scheduled for May 14th. DPS, EMS and Air-Med will be here with a helicopter. Also a Texas Game Warden from TPWD will talk with the students. Trystan Bartosiewicz will do a presentation on her study abroad experience. As well as a representative from Frank Phillips Community College. J.R. Sprague with the extension office will be cooking hamburgers and hotdogs for the Students and staff. Elected Officials will talk about their respective offices, door prizes will be handed out to the Seniors. HEAR FROM SHERIFF BEN EGGLESTON: Sheriff Eggleston gave an update of activities for the month of March which includes 1 DWI, 3 arrest, 1 pursuit that ended with 2 individuals being arrested, 5 citations issued, 35 traffic stops and 1 burglary. The Sheriff and 3 deputies also received 16 hours of Active Shooter training. CONSIDER UTILIZING THE TANGOTANGO APP TO PROVIDE ADDITIONAL COMMUNICTION OPTIONS FOR LAW ENFORCEMENT, FIRST RESPONDERS & EMERGENCY MANAGEMENT: Dan Cockrell made a motion to approve the purchase of the TangoTango app to provide additional communication for law enforcement, first responders and emergency management that utilize IPhone/Android phones for $4,494.00 a year for 3 years. The cost of the app will be coming out of the miscellaneous account. Scotty Schilling seconded the motion and the vote carried unanimously. REPORT FROM THE COUNTY EXTENSION AGENT: J.R's major plans for the month of April include, Mid-Year Review, TCAAA Meeting, Ag Committee Meeting, Lipscomb Show Board, WT Ag Roundup, Hemphill Beef Conference and Shooting Sports. J.R. stated that while attending the AG Committee meeting, there was some discussion about getting an economic development board started in Lipscomb County to meet the needs of our youth. CONSIDER AND APPROVE THE CYBER SECURITY INSURANCE SECURITY INSURANCE: Juan Cantu made a motion to approve the Cyber Security Insurance Policy from Texas Association of Counties Risk Management Pool, effective April 18th, 2025 with limits of liability of $500,0 000.00 Annual Aggregate and a $5,000.00 deductible. Vol 15 Pg 297 Vol 15 Pg 298 APPROVE THE RENEWAL OF THE AIRMED POLICY FOR COUNTY RESIDENTS: Dan Cockrell made a motion to approve the renewal of the AirMed Policy for Lipscomb County residents, in the amount of $38,844.00 the County Hospital Districts will reimbursed Lipscomb County in the amount of $20, 000.00 leaving the Lipscomb County to pay $14,844.00 for the policy. Scotty Schilling seconded the motion and the vote carried unanimously. CONSIDER PURCHASING NEW ELECTION EQUIPTMENT: Chrissy Dunn presented some quotes from Hart InterCivic for a new election work station. Chrissy is still waiting for an additional quote for a new Printer. Chrissy will forward the printer quote to Dori when she gets it, and will table this for Mays Commissioners Court meeting. UPDATE ON GOALS FROM COUNTY OFFICIALS & EXTENSION AGENT: Some county official gave an update on their progress towards their yearly goals. HEAR FROM TAX ASSESSOR -CANDAIN ISD TAX COLLECTION: Raelene Copeland informed the Commissioners Court that Canadian ISD has requested that Lipscomb County collect the Canadian ISD taxes for the town of Higgins, the above agenda item was tabled for the May Commissioners Court meeting. EMERGENCY MANGEMENT UPDATE/ BUSINESS CONTINUITY PLAN: A business continuity plan was discussed. The plan would have the courthouse utilizing PTCI for internet and keeping AMA Techtel to provide the telephone service and as a backup for internet if PTCI internet goes out. The plan also has a switch being installed sO we can go between the two providers in the event of an emergency and allow us to still continue to serve the tax payers of the county. LEGISLATIVE UPDATE: Dori gave an update on a new legislative bill that if property taxes increase by $1.00, the increase must be voted on by the taxpayers in November. It must pass by 2/3 of majority vote. Ken King submitted a bill relating to the authority of the Railroad Commission of Texas and the Public Utility Commission of Texas to address a failure by an operator to maintain an electrical power line serving a well site or certain surface facilities in accordance with the National Electrical Code, to prevent possible fires. Ken King also submitted another bill to be enacted that would create the Texas Interoperability Council, to develop and coordinate the implementation of a statewide strategic plan for governing the interoperability of emergency communication equipment and infrastructure in the state of Texas. Lt Governor Dan Patrick is set to run against John Cornyn. Dan Patrick has also submitted his top 40 priority bills for the 2025 Legislative session. CONSIDER/APPROVE A RESOLUTION IN SUPPORT OF SB 1377 AND HB 3000 TO PROVIDE CRITICAL FUNDING FOR RURAL EMS: Dan Cockrell made a motion to approve a Resolution in support of SB 1377 and HB 3000, to provide critical funding to Rural Emergency Management Services. Bandon Meier seconded the motion, vote carried unanimously. REPORT FROM COUNTY JUDGE: Judge Dori Roots, informed the court, she was able to renegotiate a bill received from Newman Memorial Hospital from $10, 053.41 down to $4,845.00. On May 8th we will have a fire extinguisher inspection. Also our hazardous mitigation plan through the PRPC is out of date and the county will have a meeting on May 1st 2025 at 10:00 a.m. with Delany from the PRPC. The county has invited the Fire Departments and School Superintendents to be here for that meeting. Dori also informed the court that from a budget perspective to expect a 78 increase on employee benefits. CONSIDER BURN BAN: Burn ban has been lifted. UPDATE ON COUNTY ROADS: County roads were discussed. APPROVE THE APPLICATION FOR PERMIT TO CONSTRUCT ROAD UNDERCROSSING IN PCT# 3 ON CR H AND SECIONS 1137/1064: Scotty Schilling made a motion to approve the application for permit to construct the road undercrossing in PCT #3 on CR H and sections 1137/1064. Juan Cantu seconded to motion and the vote carried unanimously. CONSIDER CONTINUATION OF CR-AA ACROSS THE RAILROAD CROSSING FOR PUBLIC ACCESS. Dan Cockrell gave update on CR-AA. Dan stated that he is moving closer towards to getting a petition developed for public access on the railroad crossing. CONSIDER ROADWORK TO BE COMPLETED ON OLD DARROUZETT ROAD & CR 10, DONATION FROM PHILLIPS 66. Scotty Schilling made a motion to accept a $50,000.00 donation from Phillips 66 to PCT #2 to help repair/cover a section of exposed pipeline in PCT #2. Juan Cantu seconded the motion, vote carried unanimously. CONSIDER CALICHE DONATION TO THE COUNTY, ON CR 9: Scotty Schilling made a motion to accept the donation of one mile of caliche from Roger Miller and Randy Miller. Brandon Meier donated two miles of caliche. Juan Cantu seconded to motion, the vote carried with Brandon Meier abstaining. APPROVE THE INSTALLATION OF CONCRETE AROUND THE COURTHOUSE: Scotty Schilling made the motion to approve the updated bid of $42,496.00 to lay the concrete back around the courthouse CONSIDER CONTINUATION OF MATTERS OF MUTUAL CONCERN: Juan Cantu mentioned that on CR 6 between Booker and Darrouzett is a pole in the middle of a bar ditch, there has been a request made to Xcel to move the pole, so that the county can get equipment through the road, Judge Roots will follow up with Xcel. Xcel advised that they would research that. Dori informed the court that the county received an estimate of $2,760.00 to finish repairing the generator at the school house. Vol 15 Pg 299 Vol 15 Pg 300 REVIEW OF PERSONNEL CHANGES: Sheriff's department has hired Tommy Pickering as of April 7th 2025 part time at $28.66 per hour, PRN. Jessica Keller has earned her jailers license from TCOLE, her pay has increased to $17.50 per hour as of April 1st, 2025. Precinct #2 has hired Arba Word for the Road hand position, and his starting salary will be $53,532.46. He has successfully completed the required testing and currently has his CDL, but will need to get his tanker endorsement. His official start date was March 25th, 2025.
