SNOOK CITY COUNCIL MINUTES OF REGULAR CALLED MEETING March 24, 2025 The City Council of the City of Snook, Burleson County, Texas, convened in regular meeting at the Snook City Hall on March 24, 2025 at 5:30 p.m. with Mayor Frank Fields presiding. Attendance Mayor: Frank Fields Mayor Pro-Tem: Matt Collins Aldermen: Tina Vega, Wade Elkins, Mary Cook City Staff: David Junek Visitors: Dustin Lozano, Roy Sanders, Bradley Loehr, Brenda Wasik, Sharon Prejean, Jamonica Jackson. I. Mayor Frank Fields called the meeting to order at 5:30 p.m. II. A quorum was established. Alderman John Pollock was not in attendance. III. Mayor Pro-Tem Matt Collins made a motion to adopt the agenda. Alderman Wade Elkins seconded the motion. Motion carried unanimously 4-0. Mayor Frank Fields reviewed the format of the public hearings. IV. Public Hearing on Substandard Building Located at 233 CR 267 Mayor Frank Fields opened the public hearing at 5:31 p.m. and reviewed the public hearing format. City Administrator/City Secretary David Junek presented evidence of the building at the property and explained why it violated the city's substandard building ordinance and that nothing had been done to resolve any issues since the January 27th city council meeting. No comments were made by the public or owner/owner's representative. Mayor Frank Fields closed the public hearing at 5:35 p.m. Alderman Matt Collins made the following motion: Based on evidence presented at the hearing, I move that the Council find that the following facts exist: 1. That the building located at 233 County Road 267 is substandard and a public nuisance; and 2. That the conditions set forth in the building inspector's report and presentation exist to the extent that the life, health, property, or safety of the public; and 3. That the owner has been given a reasonable opportunity in the past to make the necessary repairs, and there is no reasonable probability that the building will be repaired within a reasonable period of time if additional time is given; further move that the Council order: 1. The owner to demolish or remove the building and all debris within 30 days; and 2. That the premises be cleaned and maintained free of all trash and debris within thirty 30 days; and 3. Ifthe owher fails to demolish or remove the building within 30 days, the City shall demolish the building at its expense and place a lien on the property to recover its costs or seek other remedies as allowed by the city's Substandard Building Ordinance. A second was made by Alderman Wade Elkins and carried unanimously 4-0. V. Public Hearing on Substandard Building Located at 247 CR 267 Mayor Frank Fields opened the public hearing at 5:37 p.m. City Administrator/City Secretary David Junek presented evidence of the building at the property and explained why it violated the city's substandard building ordinance and that nothing had been done to resolve any issues since the January 27th city council meeting. No comments were made by the owner/owner's representative. Brenda Wasik asked why the process took sO long and Mr. Fields explained the legal process that had to be followed. Mayor Frank Fields closed the public hearing at 5:38 p.m. Mayor Pro-Tem Matt Collins made the following motion: Based on evidence presented at the hearing, I move that the Council find that the following facts exist: 1. That the building located at 247 CR 267 is substandard and a public nuisance; and 2. That the conditions set forth in the building inspector's report exist to the extent that the life, health, property, or safety of the public; and 3. The condition of the building is such that the building is substandard to the point that it would be unreasonable to attempt to repair the building, and that the building should be abated by demolishing and/or removing the buildings from the property; further move that the Council order: 1. The owner to demolish or remove the building and all debris within 30 days; and 2. That the premises be cleaned and maintained free of all trash and debris within 30 days; and 3. If the owher fails to demolish or remove the building within 30 days, the City shall demolish the building at its expense and place a lien on the property to recover its costs or seek other remedies as allowed by the city's Substandard Building Ordinance A: second was made by Alderman Mary Cook and carried unanimously 4-0. VI. Public Hearing on Substandard Building Located at 285 CR 267 Mayor Frank Fields opened the public hearing at 5:41 p.m. City Administrator/City Secretary David Junek presented evidence of the building at the property and explained why it violated the city's substandard building ordinance and that nothing had been done to resolve any issues since the January 27th city council meeting. No comments were made by the public or owner/owner's representative. Mayor Frank Fields closed the public hearing at 5:42 p.m. Alderman Mary Cook made the following motion: Based on evidence presented at the hearing, I move that the Council find that the following facts exist: 1. That the building located at 285 CR 267 is substandard and a public nuisance; and 2. That the conditions set forth in the building inspector's report exist to the extent that the life, health, property, or safety of the public; and 3. The condition of the building is such that the building is substandard to the point that it would be unreasonable to attempt to repair the building, and that the building should be abated by demolishing and/or removing the buildings from the property; further move that the Council order: 1. The owner to demolish or remove the building and all debris within 30 days; and 2. That the premises be cleaned and maintained free of all trash and debris within 30 days; and 3. VI. Open Forum/Visitor's Comments: Mayor Fields read the item and Brenda Wasik commented that she'd like to have something at the park as a fundraiser for the animal shelter. Mr. Fields congratulated the Dabney Hill Church on its receipt of two grants. Sharon Prejean and Jamonica Jackson commented that they had also been donated a storage shed to use as temporary storage at the property. VIII. Action Items: 1. Mayor Frank Fields read the item and City Operator Dustin Lozano gave his report. Installed 3 new meter in Grand Lake Section 3, repaired an old sewer boot at the old water tower property, repaired a cracked sewer line by the old blacksmith shop and filled in the hole it created, repaired on the chlorinator line at the groundwater storage tank, will need to replace the RPZ at the softball field. City Administrator/ City Secretary David Junek gave the following report: 4 new building permits were issued since the last regular city council meeting All four are for single-family residences in Grand Lake Section 3 4 new water/sewer customers added this month GLOI MIT (Hurricane Harvey) project: city council will review bids later in the meeting. CDBG MIT-MOD project: see Bleyl status report. Construction on the CR 269 W Waterline Extension is completed. Successfully tied in to the existing CR 269 W waterline. Waiting on required testing results to come back then will tie in to the existing CR 270 waterline and the project will be completed. See Bleyl status report. Bleyl incorporating staff's S comments into the maps. Water model project: waiting on CIP maps to be finalized. Waiting on PSA from Bleyl to begin the Marilyn Street study and design. The City's auditor, Seidel Schroeder, will be at City Hall on Wednesday to do their field work portion of our FY 2024 audit. Code Enforcement The house on Skrabanek Street has not been demolished as promised by the property owner and their contractor. A court date has been set for Apil 22nd. Currently working with property owner across from the park to clean up their property. They've removed all trash and have started clearing the brush out. They told staff they expect to be done by the end of March Should go "live" in Texas 811 this week. 2. Mayor Frank Fields read the item and the City's engineer, Bradley Loehr of BEFCO, reviewed the bid tabulation and bid items with city council. Mr. Loehr commented all references come back positive on the apparent low bidder, Doughtie Construction. The contract would be for 365 days. A motion was made by Mayor Pro-Tem Matt Collins to award Doughtie Construction Co., Inc. the bid for GLO CDBG-MIT FM 2155 Lift Station Wastewater Collection System Improvements, GLO Contract No. 22-085-062-D319 in the amount of $2,290,638.25. A second was made by Alderman Wade Elkins and carried unanimously 4-0. 3. Mayor Frank Fields read the item and commented that the terms of the tax abatement agreement were discussed at the November 2024 city council meeting. Mr. Fields confirmed with City Administrator/CHty Secretary David Junek that the numbers in the agreement reflected what was discussed and noted the tax abatemènt years and amounts. A motion was made by Alderman Wade Elkins to approve the tax abatement agreement with C-LARS, LLC. A second was made by Alderman Mary Cook and carried unanimously 4-0. 4. Mayor Frank Fields reviewed the item and executive summary and commented that the vehicle would be fully equipped besides the radios which have already been secured from Burleson County. Mr. Fields also commented that he believed that the vehicle would also have a new wrap with the city's logo on it. Mr. Fields said that the vehicle would be presented to the city at the fundraiser event on April 10th and that the city had purchased a table. Mr. Fields commented that if any of the city council members wanted to attend to get with City Administrator/City Secretary David Junek. A motion was made by Mayor Pro-Tem Matt Collins to approve Resolution 2025-04. A second was made by Alderman Tina Vega and carried unanimously 4-0. 5. Mayor Frank Fields read the item and City Council members reviewed the minutes from the February 24, 2025 regular city council meeting. A motion was made by Alderman Mary Cook to approve the minutes. A second was made by Alderman Wade Elkins and carried unanimously 4-0. 6. Mayor Frank Fields read the item and City Council members reviewed the financial statements. A motion was made by Mayor Pro-Tem Matt Collins to approve the financial statements. A second was made Alderman Mary cook and carried unanimously 4-0. VII. Items to be placed on future agenda: None.
