Call to Order, Roll Call, and Announce a Quorum is Present Chairperson Peterman called the meeting to order at 6:01 p.m. with the following roll call: Debbie Peterman Chairperson Present Bill Gusick Vice Chairperson Present Brent Coleman Commissioner Absent David Garb Commissioner Present Keith. Pledge of Allegiance and Pledge to the Texas Flag Chairperson Peterman led the pledges to the flags. 3. Public Comment No one came forward to speak. 4. Consider and act upon minutes from the January 7, 2025 regular meeting of the Planning & Zoning Commission. Commissioner Garb made a motion to approve the minutes from the January 7, 2025 regular meeting of the Planning & Zoning Commission; motion seconded by Vice Chairperson Gusick. Motion Passed 7-0 5. Public Hearing to hear public comments regarding an ordinance amending the Comprehensive Plan - Future Land Use Plan from: Ranch Residential requiring minimum three-acre (3) single-family detached residential lots; to Suburban Residential for minimum single-family residential detached lots requiring a minimum lot size of 10,000 square feet on approximately 3.108 acres of land, located in the B. Eaves Survey, Abstract No. 388, Tracts 33, 34, 35, also known as 1201, 1203, 1205 Cedar Pine Lane. Chairperson Peterman opened the Public Hearing at 6:06 p.m. Darrin Ditmer, 1202 Cedar Pine Lane, spoke in favor of the change. Mike Carter, 1015 Fox Hollow Lane, spoke in opposition to the change. Chairperson Peterman closed the Public Hearing at 6:11 p.m. 6. Consider and act to recommend approval of an ordinance amending the Comprehensive Plan Future Land Use Plan from: Ranch Residential requiring minimum three-acre (3) single-family detached residential lots; to Suburban Residential for minimum single-family residential detached lots requiring a minimum lot size of 10,000 square feet on approximately 3.108 acres of land, located in the B. Eaves Survey, Abstract No. 388, Tracts 33, 34, 35, also known as 1201, 1203, 1205 Cedar Pine Lane. City Planner Coker explained the request and recommended changing the properties to Suburban Residential on the Future Land Use Plan. City Planner Coker and the Commission discussed the request for change and he answered questions. Commissioner Acola made a motion to recommend disapproval of the requested change to the Future Land Use Plan; motion seconded by Commissioner Raye. Ayes: Acola, Raye, Gusick, Johnson, Peterman Noes: Garb, Williams Motion to Deny Request Passed 5-2 7. Public Hearing to hear public comments regarding amending the Comprehensive Zoning Ordinance from RE-5 Residential Estate 5 zoning district requiring a minimum lot size of five (5) acres of land and R-2 Residential 2 zoning district requiring a minimum lot size of two (2) acres of land to R-3X a single-family zoning district requiring a minimum lot size of 15,000 square feet of land on approximately 3.108 acres of land, located in the B. Eaves Survey, Abstract No. 388, Tracts 33, 34, 35, also known as 1201, 1203, 1205 Cedar Pine Lane, City of Oak Point, Denton County, Texas. Chairperson Peterman opened the Public Hearing at 7:30 p.m. No one came forward to speak. Chairperson Peterman closed the Public Hearing at 7:30 p.m 8. Consider and act to recommend approval of an ordinance amending the Comprehensive Zoning Ordinance from RE-5 Residential Estate 5 zoning district requiring a minimum lot size of five (5) acres of land and R-2 Residential 2 zoning district requiring a minimum lot size of two (2) acres of land to R-3X a single-family zoning district requiring a minimum lot size of 15,000 square feet of land on approximately 3.108 acres of land, located in the B. Eaves Survey, Abstract No. 388, Tracts 33, 34, 35, also known as 1201, 1203, 1205 Cedar Pine Lane, City of Oak Point, Denton County, Texas. City Planner Coker explained that the zoning cannot be changed with the Future Land Use Plan being changed. Since the change to the Future Land Use Plan was denied, the zoning change must be denied as well. Vice Chairperson Gusick made a motion to recommend disapproval of the requested change to the zoning plan; motion seconded by Commissioner Johnson. Motion Passed 7-0 9. Consider and act to appoint two Planning and Zoning Commission members to the Comprehensive Update Committee. Commissioner Garb made a motion to appoint Keith Johnson and Debbie Peterman to the Comprehensive Update Committee; motion seconded by Commissioner Acola. Motion Passed 7-0 10.
