The end ofthe school year is approaching, and many students are involved in band and have just completed their UIL competitions. Introduction ofour new Community Outreach Coordinator, Chrisna Martinez. Appreciation, for our Current Community Outreach Coordinator, Carolyn Jones, who will be leaving us soon. We appreciate all her time, energy, and everything she has done. Chief Arthur introduced Officer Carson: Officer Carson has completed her. first phase with FTO Gillen. Officer Carson was at the top ofher class in the academy. FTO Gillen praised Oficer Carson and commended her for a traffic stop that led to an investigation. Officer Carson is very observant. She's a go-getter, and we're really proud ofher. We're very excited to have her with us. GVISD AWARDS & RECOGNITION: Recognition; for achievements in the 3A State Championship UIL CX. REPORTS AND PRESENTATIONS: A. Receive monthly municipal reports (City Manager). Red Brick Project: Phase one ofthe Red Brick. Road project is complete, including the extension ofthe main and relocation ofmeters. Phase two involves installing valves on streets perpendicular to the E. 916, East Criner Line, Completion is expected by. July 1, 2025. 4" Meter. for Fire Suppression Meter; no requirement for base charge. Green Ribbon Project: Involves landscape with Texas native plants along a specified route. The project is awaiting contractor assignment. Expected movement in late summer: City Park Grant Project: Progress is being made on the City Park Grant Project, including resurfacing, drainage installation, and preparation for additional amenities. The project is on track and progressing well. Joe, Michael, and their team are resurfacing the tennis courts and either painting or restriping them for two pickleball courts. This project is currently in progress. The installation ofbenches and bike racks will probably be next. City Park Bathroom: The City Park Bathroom Project is underway, with interior work and plumbing installation in progress. Adjustments were made to meet. ADA requirements. City Park Kard, 101 W. Knight ST: Currently, staffi is bringing. forward another item for consideration to address the trees and brush along the streets ofthis area, as the lack of drainage is continuously washing out the roads. To identify the specific needs, staff is asking. for a Budget. Amendment to allow for the excavation ofthis area of trees and brush to examine the condition of the culverts and drainage. Demolition has been completed on this area infull, with only piles ofdirt remaining, for future use. The project was successful, revealing valuable old bricks. Resilient Communities Program Grant: Page 3 of 13 Regular City Council Meeting Minutes, April 7, 2025 This grant program has been approved, and the contract is being broughtforward to the City Council for approval. The city has been awarded a $300, ,000 RCP Grant. Further details will be discussed under item 6D. Development Services: Currently working on a zoning change involving a Planned Development Ordinance. This project includes mixed-use zoning and is expected to take several months to complete. Development Services Calendar states the submission date is the first Wednesday ofevery month. Amended Plats - Cleaning up lot and block descriptions and coordinating with GIS and 911 services. Criner Street needs to be changed to W. Criner Street. This will require a street sign change. Developer is aware. Finance: Finance Update: Sales Tax History Chart provided to Council for review. It must be a home and cannot be in a structure that's multi-unit or multi-dwelling. Clip wings ofchickens. Must have a chicken coop. Chicken coop must comply with setbacks as 10'from house and 10' from property line. Accessory buildings can only be in the backyard, not in the front yard. CONSENT AGENDA: Clarification made by Katherine Reading, City Manager: The difference between Items 7B, 7C, and 7G, we present all cash disbursements and expenditures to youfor review. However, one important distinction we have found is that adjustments can occur after initial reporting. For example, we recently concluded March' 'sj financials. All cash disbursements and expendituresfor March are presented to you as part ofthe current agenda. These disbursements represent all checks and payments issuedfor that month and do not change. However, when we oficially close out the month, adusiments-such as credits received or checks that do not clear - may impact the final expenses. Therefore, you will first see cash disbursements (the actual payments made), and at the following meeting, you will see the final expenses. for that month. Final expenses represent the fully reconciled financial activity once the bank account is cleared and adjustments are, made. We separated these into two items cash disbursements and final expenses- to maintain full transparency. The cash disbursement amount remains fixed, but final expenses may vary slightly after adjustments. A. PUBLIC HEARINGS: Presented by: Katherine Reading, City Manager A. Conduct a Public Hearing and consider action relating to Ordinance 025-04071 amending the Fiscal Year2024-2025 Budget, allowing for the expenditures from the Street Maintenance Fund, Economic Development Type A Fund, Economic Development Type B Fund, and Water Sewer Fund. For consideration, staff presents an ordinance that amends the original operating budget for the 2024-2025 fiscal year. These amendments pertain to the Street Maintenance Fund, Economic Development Type A Fund, Economic Development Type B Fund, and the Water Sewer Fund. Specifically, the budget adjustments include allocations for street maintenance projects, such as clearing debris and trees from local roadways and ditches; the transfer of 50% of Park Grant Funds from the Economic Development Type A Fund to a Type B project; and the replacement of an electric panel at the Wastewater Treatment Plant, which is covered by a prior TML insurance reimbursement. Budget tAmendment requests for 2024-2025 are reflected in the attached Exhibits: "Exhibit. A": Street Maintenance Tax Fund for Fiscal Year 2024-2025 The Street Maintenance Fund, originalfunding was $300, 000. We went through an audit that adjusted the balance to increase by $21,639. The budget amendment that we're asking. for is $15,000. We will be presenting CIP plan to be able to replace some areas ofsidewalks as well as some streets by issuing some bonds to payfor it. The Street Maintenance Fund is very healthy. 1. Scraping trees and clearing debris from City ofGrandview roadways and surrounding ditches on 101 W. Knight, S. Louisiana St, S. First St. 2. Street Maintenance & Repairs. "Exhibit. B": Economic Development Type. A Fund We discovered a donation that had been designated for Type B, and after reviewing it, we realized the grant funding was intended to come from the Type B fund. However; you also authorized Type A expenditures to be used toward the grant. With that in mind, we are proposing a split for the grant match: Our portion ofthe match would be $114,000, split our portion in halfbetween the two funds. State would cover the remaining $114,000. Motion carried - all ayes. 9. GENERAL GOVERNMENT: Presented by: Katherine Reading, City Manager A. Discuss and consider action on approving funds for Porta Johns for Antique Alley in an amount not to exceed $850.00. Staffis presenting a fund request from the organizers of Antique Alley, Grandview, for the placement ofporta potties at two locations within the city during the weekend of April 18-20. The organizers are requesting one regular and one handlcapped-accesible unit to be placed on Second. Street, as well as two units ofthe same type to be placed near the memorial for vendors who will be set up in that area. Staff contacted Cole's Sanitation, for quotes, and the estimated costfor all four porta potties is $850.00. To cover this expense, staffhas identified available funds in the Community Outreach Fund, which is part ofthe General Fund under Administration. The total appropriated amount for fiscal year 2024-2025 is $9,500, with year- to-date expenses of83,164.83, leaving a remaining balance of86,335.17 in the fund. Staffis presenting aj funding request for sponsorship support from the Johnson County Kouth Syndicate Go/fTournament organizers, who are based in Grandview. The tournament is scheduled to take place soon, and the organizers are seeking sponsorship to assist with event costs. Staff reviewed available funding options and recommends utilizing the Community Outreach Fund within the General Fund under Administration, for this sponsorship. Community Outreach Funds are designated to support initiatives that promote the well-being and development ofthe Grandview community. The total appropriated amount for the Community Outreach Fund for fiscal year 2024-2025 is $9,500. Year-to-date expenses are $3,164.83, leaving a remaining balance of86,335.17. Based on this available balance, the staffrecommends an appropriate sponsorship amount, which can be determined in consultation with the organizers, ensuring that the amount aligns with the event's needs and the available funds. Staff is presenting several alternative City Seal designs, along with the results ofvotes cast by staff members and Planning and Zoning Commissioners, to identify the mostj favored options.
