A Regular meeting of the Commissioners' Court of Garza County, Texas was held on Monday, April 14, 2025 beginning at 9:00 a.m. at the Commissioners Courtroom, 300 W. Main St., Post, Texas with the following members present: Lee Norman, Judge; Pct. 1-Jeff Williams; Pct. 2-Kim Wilks; Pct. 3-Byron Lane Jones and Pct. 4-Giles W. Dalby. County officials present: Terri Laurence, District & County Clerk; Michael Isbell, Sheriff; Annhya Velez, County Attorney and LuAnne Terry, Treasurer. Also present: Carol Williams, Administrative Assistant; Danya Peterson, Agri- Life Extension Agent; Xane Reiter, Family Health Community Agent; Kylene Wheeler, Elections Administrator, David Graves, Constable Pct. 1; Bruce Boren, Constable Pct. 2; Glen Killough, NRCS, Drew Kirkpatrick, NRCS; Helen Saldana, SWCD; John Hart, Woodys, Carla Sanchez and Anna Gibson, Post Dispatch. Judge Norman called the Regular Meeting to order at 9:00 a.m. Order 1: Prayer Order 2: Pledge to Flags Order 3: Public Comment None presented. Order 4: Minutes from the March 24, 2025 regular were approved as presented with a motion by Commissioner Williams and seconded by Commissioner Dalby. With a majority of the court members voting aye, the motion carried and SO ordered. Order 5: Came on for consideration was accounts payable from March 24, 2025 through April 14, 2025. Motion was made by Commissioner Dalby and seconded by Commissioner Wilks that all accounts presented in the fund requirement print-out is ordered paid and presented to the Treasurer for payment. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment. Order 6: Reports from county offices-The following items of information were brought before the Court as a written and/or verbal Report: Sheriff Isbell: Garza County Billing for March 2025. Asked the Court to consider increasing the fee for housing of inmates. Xane Reiter, Family Health Community Agent: Gave numerous reports. 13 photography participants have posters of their photography on first floor of courthouse. Danya Peterson, Agri-Life Extension Agent: Gave numerous reports. Bruce Boren, Constable Pct. 2: Increase in activity at Lake Alan Henry. David Graves, Constable Pct. 1: Have had several Septic Inspections. Giles W Dalby, Commissioner Pct. 4: Sending Garza County Dalby Unit employees work related information to TDCJ for them to consider hiring SO they can be taken off Garza County payroll. Judge Norman: Tim Pierce, CEO for SPAG is retiring. Reception will be June 18, 2025 at 6:00 p.m. The Garza County Dispatch reported in the last meeting at the City that the County Judge, Mr. Dalby and Mr. Hudman had been appointed to the Future Foundation Board and that is not accurate. No one has been appointed. Jeff Williams, Commissioner Pct. 1: Thanked Sheriff Isbell for inmates help with gravel at the museum. Justice of the Peace Pct. 1: Monthly Report for March 2025. G > Tax Assessor-Colector: Monthly Report for March 2025. District & County Clerk: Appointed Attorneys & Fees Report for March 2025. District & County OCA Reports for March 2025. US Bank: Garza County Public Facility Corporation Taxable Project Revenue Refunding Bonds, Series 2012 from March 1, 2025 to March 31, 2025. See attachment. A motion was made by Commissioner Dalby and seconded by Commissioner Wilks to accept the reports as presented. With a majority of the court members voting aye, the motion carried and SO ordered. Order 7: Garza County Soil & Water Conservation Annual Report and Consider to sign Stewardship Proclamation presented by Conservation Board and NRCS. Helen Saldana gave a report on the 2024 Garza Soil & Water Conservation District. Glen Killough gave a report on the 2024 Natural Resources Conservation Service. A motion was made by Commissioner Wilks and seconded by Commissioner Williams to approve the 2024 Annual Report and sign the Stewardship Proclamation. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment. Order 8: Discuss and consider to approve an Automated External Defibrillator (AED) for the Courthouse. A motion was made by Commissioner Williams and seconded by Commissioner Wilks to approve the Defibrillator for the Courthouse. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment. NTY DF Order 9: Consider to approve County Choice Insurance Amended 2025 renewal notice. A motion was made by Commissioner Williams and seconded by Commissioner Dalby to approve the County Choice Silver Insurance 2025 renewal notice correcting the premium from $225.36 to $255.36. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment. Order 10: Consider to approve hiring part-time senior van driver. A motion was made by Commissioner Williams and seconded by Commissioner Wilks to approve hiring Yolanda Navarro for part- time senior van driver. With a majority of the court members voting aye, the motion carried and SO ordered. Order 11: Consider to approve TDA Grant for curbs and sidewalks around courthouse. A motion was made by Commissioner Dalby and seconded by Commissioner Wilks to approve the TDA Grant. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment. Order 12: Review County Precinct Populations and consider changes needed to boundary lines. A motion was made by Commissioner Williams and seconded by Commissioner Wilks considering changes needed to boundary lines but do not qualify. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment. Order 13: Discuss and consider Burnham Easement Abandonment. No action taken. a y OF Order 14: Budget Amendments and Line Item Transfers. A motion was made by Commissioner Williams and seconded by Commissioner Wilks to approve the budget amendments. Commissioner Pct. 1 received money from CTIF Road and Bridge Grant Project #32 in the amount of $31,257.99 and Project #34 in the amount of $16,624.67. Commissioner Pct. 2 received money from CTIF Road and Bridge Grant Project #31 in the amount of $32,000.30. Commissioner Pct. 4 received money from Project #11 in the amount of $27,131.02. With a majority of the court members voting aye, the motion carried and SO ordered. See attachment.
