MINUTES BLECTORAL BOARD MEETING 7 APRIL 2025 Chair Wellard called the meeting to order at 10:00 AM on April 7, 2025. Members Present: Wellard, Coffey (via telephone), and Doyle Guest: GR McDonald Vice Chair Coffey moved approval of the minutes of March 3, 2025, as presented. Motion seconded by Secretary Doyle, carried unanimously. Board members signed the Local Election Security (LESS) attestation form. GR McDonald presented her report, copy attached. She discussed the large number of FOIA requests and the nordinate amount to time spent in gathering information. Pursuant to Code of Virginia 24.2-107 books, papers and records oft the Electoral Board are to be open to public inspection and copying whenever the general registrar" S office is open for business. The current FOIA policy will be reviewed and be on the agenda for discussion at the May meeting. Chair Wellard reported Secretary Doyle, and GR McDonald will meet with the Board of Supervisors on Tuesday, April gth to finalize the request to relocate the current St. Luke precinct to Mt. Zion Lutheran Church. Regarding the Mt. Jackson location relocation, Secretary Doyle was asked to contact ChiefTim Williams of the County Emergency Management to discuss the potential of relocating to the Mt. Jackson Fire & Rescue. Secretary Doyle reported no response from Election Commissioner Beals on the voter credit issue at the recent VEBA. Annual Meeting. Therefore, upon motion by Secretary Doyle, seconded by Vice Chair Coffey, a letter detailing the continuing missing voter credit question will be written to Georgia Alvis-Long, Secretary ofi the State Board of Elections. Motion passed unanimously. Discussion of the June 17th Dual Primary included scheduling for L. & A testing to be conducted April 25th; confirmation oft the number of ballots to be ordered; updated security measures for ballots to be presented at the May meeting. GR McDonald contacted the SCPS Superintendent to discuss access and set up at the two public schools used in Woodstock and Strasburg. Election Official training dates will be various times on May 19, 20 and June 2,3. GR staff are working on updates to the Chief materials. Separate training will be scheduled for all Chiefs and Assistant Chiefs. A brief discussion ofthe VEBAAnnual Meeting and Boot Camp training. More thorough information on recent learnings from the conference will be on the May agenda. Chair Wellard announced GR McDonald will speak at the Community Forum on April 26th 10:00 a.m. There being no further business, the meeting adjourned at 11:40 pm. McDonald, GR TO: SCEB Shenandoah County Electoral Board): Gayle Wellard, Allie Coffey, & Denise Doyle Cc: minutes > The annual VEBA (Virginia Electoral Board Association) Conference took place March 22nd through 25th. SCEB, GR, and Chief Deputy all attended the bootcamp and conference. > Staff and GR are preparing for the June 17th Dual Primary. Deputy Registrar, Sue Low, has completed the incidental boxes for the precincts. Sue and I are updating all forms and preparing the Chiefs' boxes for the precincts. > GR is training the newest staff member, Deputy Registrar Kim Mohr, as we prepare for early voting and the absentee ballots A> Shenandoah County IT and our vendor have had multiple meetings regarding the LESS (Local Election Security Standards) requirements. The remediation plan has been completed and the GR: submitted it timely on April 1st. > GR continues to take training online and through webinars and is in compliance with all training requirements. > GR is a member of the certification committee and has been attending committee meetings as we review the current requirements for Registrars. > GR continues to receive FOIA requests > EB Chair, Gayle Wellard and EB Secretary, Denise Doyle, along with GR visited new location for the St. Luke polling place at the Mt. Zion Lutheran Church. County. Administrator, Evan Vass, has requestedi that Secretary Doyle and GRappear at the Board of Supervisors meeting on Tuesday, April gth at 4:00 p.m. to answer: any questions regarding the relocation. > GR has been busy meeting with candidates fori the upcoming primary and general elections, as well as the Party Chairs, and processing candidate paperwork. Future Planning: > The LESS acknowledgement is due May 1st. > Early voting for the June 17th Primary will begin on Friday, May 2nd. A Per ELECT the annualvss (Voting Security System) Plan review and attestation letter from the SCEB are due August 29th.
