This proposal is submitted for review and approval by the Town of Bedford and relevant permitting agencies. Our team has a proven record of safely managing large-scale public events, including the Bedford County Fair. We are experienced in coordinating with public safety professionals, first responders, and community stakeholders to ensure our events are well-organized, accessible, and secure. Safety and public enjoyment remain our highest priorities. ATE PI Filness Courtat LbertlylakePark A Parking Gas Carnival Shuttle Drop Off Handicap Parking Site Plan The above first draft of a site plan map but outlines the proposed event layout, including: Midway Area: The central field will serve as the main midway, hosting amusement rides, inflatables, and games. Vendor Areas: Food and beverage vendors will be stationed along the perimeter of the midway, with appropriate spacing left for emergency access. Alcohol Service Area: There will be no alcohol on site. Restrooms: Portable restrooms and handwashing stations will be located near high-traffic areas including the entrance, midway, and food zone. These toilets are serviced and cleaned at least once daily during the event. First Ald Station: A centrally located and clearly marked medical response station will be placed in a clear, central location. We typically coordinate with Fire and Rescue to identify the most efficient location and prioritize its placement. Trash & Recycling: We typically have one dumpster on site that our volunteers distribute the trash they collect during the event into. The walk-through rehearsal would not include any film equipment, and we'd be coming and going throughout the day. We will not need the whole park blocked off for the rehearsal day. Our crew would mainly be filming on ballpark #2 and the surrounding area. We would use the Peaks View Picnic Shelter for our event command center as well as taking our meal breaks in between shooting. We would be using the parking lot directly behind balipark #2 for crew and cast parking, as well as utilizing those restrooms. We would need the trailer, the football training sled, and anything else not baseball related removed from the baseball field and surrounding filming area prior to August 1st. A water hookup for a normal hose would be greatly appreciated if possible. The crew will be providing their own electricity via generators. This individual has not been hired yet, but we will update you with their contact information as soon as they are assigned. Since we will only have around 30 team members, our primary plan in the case of an emergency would be calling the police (depending on the severity of the situation) and moving our team as quickly as possible toward the entrance of the park. The location manager will be in charge of this emergency route and have all local contact numbers prepared for such an occasion. Iraffic Control Plan: On August 2nd, the entrance to the park would be blocked off from Burks Hill Rd. to ensure the public cannot access the actual filming location. However, our film crew will need access throughout the day, sO we would put barricades a few hundred feet into the park on Activity PL Street to let our vehicles pull in off the street. This will also allow a safe turn-around point for the general public trying to enter the park. We will have at least one worker stationed at the barriers at all times throughout the entire day. TOWN OF BEDFORD, VIRGINIA TOWN COUNCIL ACTION FORM ITEM: Ordinance - Designating Real Estate Owned by the Bedford Pregnancy Center as Tax Exempt from Town Real Estate Taxation DATE OF COUNCIL MEETING: May 13, 2025 DATE: May 6,2025 PRESENTATION: The Bedford Pregnancy Center (the "Pregnancy Center"), has requested the Town Council enacting an ordinance designating its property, Tax Map No. 215-A-33-T, exempt from real estate taxation by the Town. However, Town Council may exempt certain properties from property taxation "by designation," meaning that the property is specifically designated as exempt, as opposed to being part ofag general "classification" that is exempt (see Virginia Code Section 58.1-3651). In order to qualify under this section, there are several criteria that must be considered by Council, which are laid out below, with the answers provided by the Lodge and Town staff analysis where applicable: 1. Whether the Center is exempt from federal income taxation under $ 501(c) of the Internal Revenue Code. It is. 2. Whether the Center has an. ABC on-premises license. It does not. 3. Based upon these considerations, the Council expressly finds that the Property is used for benevolent and charitable purposes within the meaning of the Code. 2. Pursuant to Article X, Section 6(a)(6) of the Virginia Constitution of 1971 and Section 58.1-3651 of the Code, the Council hereby designates Bedford County Tax Parcel 215-A- 33-T as exempt from property taxation by the Town sO long as it is owned and used by the Bedford Pregnancy Center, Inc., for its current purposes, i.e., for providing testing, support, educational resources, physical materials, and counseling relating to pregnancy to the general public on a non- profit basis. 3. As required by subsection A of Section 58.1-3651 of the Code, continuation oft this exemption is contingent on continuation of the Pregnancy Center not having any rule, regulation, policy, or practice that unlawfully discriminates on the basis of religious conviction, race, color, sex, sexual orientation, gender identity, or national origin. 4. The Clerk of Council is directed to forward a copy of this ordinance to the Commissioner of the Revenue for Bedford County upon adoption. The Town Finance Director is directed to confer with the Commissioner of the Revenue to ensure that assessment ofthe Property is in accordance with law. 5. This ordinance shall be an uncodified ordinance, but a true copy of this ordinance shall be kept among the papers of the Clerk of Council and the Town Finance Director. 6. TOWN OF BEDFORD, VIRGINIA TOWN COUNCIL ACTION FORM ITEM: Resolution - Conditional Use Permit for "Bed and Breakfast" at Tax Map Number 175-A-4T in the R-1 District DATE OF COUNCIL MEETING: May 13, 2025 DATE: May 5, 2025 PRESENTATION: On April 3, 2025, the Planning Commission held a public hearing to decide whether property located at 808 Longwood Avenue can be recommended for approval of a conditional use permit for a "Bed and Breakfast". The applicant, her partner in the project, and two adjoining residents spoke at the public hearing; the residents supported the request as long as there were no events and parking is managed on site. The Commissioners asked about the number ofbedrooms, how many occupants that would allow, and how many parking spaces could fit on the site. It was noted there are five bedrooms, which would accommodate 10 visitors. Housekeeping staff and a regular security visit would be additional traffic. The zoning ordinance requires one parking space per room and the applicant noted there is ample parking in the front circular driveway. The request will require review and possible permitting by the Virginia Department ofHealth for their regulation of"bed and breakfasts" and the proposed kitchen. A motion was made to recommend approval of the request. No conditions were placed. The motion to recommend approval without conditions passed unanimously. This is not the owner's primary residence. Land Uses and Zoning: The property is on a heavily-traveled street, Virginia Primary Route 122, with varying sized residential lots and a mix of uses nearby. The house is set far back on a larger lot with access from a circular front driveway, one entry of which is across from Elm Street. Immediately surrounding land uses are single- family residences on either side and across Longwood. Two apartment buildings, a Masonic Lodge and another bed and breakfast use are located nearby on Longwood. Hedgerows and shrubs run along either side of the front property lines. A privacy fence is also along the right side property line at the rear. Conformance with the intent of zoning districts guides development requests. The Intent of Low Density Residential R-1 is: 601.01. Intent of Single-Family Residential District R-1. This provides appropriate areas for low density single-family residential development and promotes a suitable residential environment with necessary community facilities and services. The district is intended to preserve the predominant character of established neighborhoods with relatively large lots and to afford protection from encroachment by potentially incompatible nonresidential and higher density residential uses. It is also intended for application in areas that are not fully developed, where agricultural activities or open areas remain and where public utilities are not yet provided or may not be provided in the future. Bed and Breakfast lodging is defined in Section 302: Bed and breakfast lodging. A dwelling containing a maximum of five room accommodations for tourists, wherein a charge is normally paid for sleeping and breakfast accommodations not exceeding a stay of 15 consecutive days, and not to be operated for rehabilitation, welfare, or other similar purposes, and where no more than four meals a week are served to not more than 14 people other than overnight patrons. In the R-1 zoning district, "bed and breakfast lodging" can be allowed with a conditional use permit per Section 601.03.h. This ordinance section for "bed and breakfast lodging" use has one requirement: h. Bed and breakfast lodging, provided that off-street parking be provided equal to one space for each lodging room (bedroom). Off-street parking shall not be provided within the front yard setback and such use shall be in keeping with the residential character of the neighborhood. 1 Since the request would make use of an existing large residence, a site plan was not required as there would only be the need to show the existing parking. With five bedrooms stated by the owner, five off-street parking spaces are required to be located outside of the first 25 feet (R-1 setback) of the front property line. Parking would be accommodated in the circular driveway, which would require better- defined spaces. Bed and breakfast lodging does not have the requirement that all rooms must be rented under one contract like the "Homestay" use requirement. This is a traditional use of the bed and breakfast model for unrelated parties to be accommodated at the same time. The applicant indicated that a caretaker would reside on the premises to manage the daily operation. The bed and breakfast ordinance language does not mention use of a property for events beyond the overnight accommodation of tourists, and four meals served per week that could include people not staying overight as guests. Any other ancillary use to the Bed and breakfast use would require a separate zoning permit in the R-1 district, in this case. Transportation: Average daily traffic counts on Longwood / Route 122 are captured by VDOT (2022 shown on the following maps). The estimated number of daily vehicles in the area is 6,200. The traffic generation from five rooms would be similar to a multi-unit residence like the two apartment buildings on the nearby corner of Hampton Ridge, depending on the tourist objective to be active or to stay in. Noise: The applicant as operator of a "bed and breakfast lodging" use will be responsible for guests. The Town Code Chapter 26, Article VII governs noise violations if they occur, as with any use. Utilities and Other Site Considerations: There would be no effect to utilities since the residence is existing. Signage would be limited on the property to a maximum of 16 square feet per Section 816.09.b: b. Non-residential uses located in residential zones R-1, R-2, R-3 shall be permitted to display one wall or freestanding monument sign of up to 16 square feet. Conditions: The applicant has not offered conditions as part of the request. The Commission may recommend conditions and Town Council could require them to mitigate issues that are identified during the hearing processes. Planning Commission Action: Section 1002.03.d. The application shall be sent to the commission for review, recommendation, and public hearing thereon, and said commission shall have 100 days within which to submit a report. If the commission fails to submit a report within a 100 day period, it shall be deemed to have recommended approval of the proposed conditional use. Conditional Use Permit Review by Council: 1002.03. f. In evaluating the proposed conditional use, the council shall address the following concerns: 1. Whether the proposed conditional use is consistent with the comprehensive plan. 2. Whether the proposed conditional use will adequately provide for safety from fire hazards and have effective measures of fire control. 2 3. The nature and extent of existing or proposed landscaping screening and buffering on the site and in the neighborhood. 9. The timing and phasing of the proposed development and the duration of the proposed use. 10. Whether the proposed conditional use will result in the preservation or destruction, loss or damage of any topographic or physical, natural, scenic, archaeological or historic feature of significant importance. 11. Whether the proposed conditional use at the specified location will contribute to or promote the welfare or convenience of the public. 12.
