Harford County Board of Estimates Meeting April 22, 2025 1:00 p.m. 220 S. Hamilton, County Council Appointee Announcement from Robert McCord Mr. Robert McCord notified the attendees that Harford County Government was following protocol under the Open Meetings Act. Approval of Minutes oft the April 8, 2025 Board of Estimates Meeting The minutes of the April 8, 2025 Board of Estimates Meeting were approved by general consent. Item No. 04-22-25-01 Ms. Myers made a motion to approve the recommendation, seconded by Mr. Siemek. Ms. Stephens presented Solicitation No. 25-197; Marathon Health Partnership; Piggyback- Washington County Public Schools Contract # 240018. Ms. Tiffany Stephens from the Department of Human Resources stated that this proposal is for a health and medical facility in Bel Air, Maryland for Harford County employees and their dependents. The tailored health package includes timely acute care, medical procedures, annual preventative visits, workplace injury triage, new employee physicals, patient support, depression and anxiety screening, and lab and pharmacy services at no cost to the member. The County will have significant savings in its self-insurance costs due to expensive emergency room and urgent care visits being diverted to the clinic, as well as an increase in preventative care and early diagnosis that should reduce future expenditures. Estimated savings from the clinic are nearly $10 million over five years. Marathon Health has provided the County with a performance guarantee that any cost related to the clinic not offset by savings will be refunded on a 1:1 basis. The Department of Human Resources recommends award in the amount not to exceed $9,500,000.00 to Marathon Health, LLC ofl Indianapolis, Indiana in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved with one member abstaining and one member absent. Item No. 04-22-25-02 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. 1 Ms. Cox presented Solicitation No. 25-159; Abingdon Fire Company-Belcamp Station Furniture Purchase; Piggyback-Howard County, Maryland Contract # 2015-42. Ms. Melissa Cox from the Department of Public Works stated that this proposal is for the purchase of new furniture for the new construction building at the Abingdon-Belcamp Fire and EMS Station. The Department of Public Works recommends award in the amount of $118,084.48 to American Design Associates, Incorporated of Towson, Maryland in accordance with Section 41-25 of the Harford County Code. This motion was unanimously approved with one member absent. Item No. 04-22-25-03 Mr. Sandlass made a motion to approve the recommendation, seconded by Mr. Siemek. Ms. Miller presented Solicitation No. 20-108; Woodley Road Extension; Sole Source. Ms. Tricia Miller from the Department of Law, on behalf of the Department of Public Works, is requesting approval for the United States Department of the Army to grant Harford County an easement to construct and maintain Woodley Road across the property located on Aberdeen Proving Ground. Harford County is responsible for the costs for the Army to prepare, negotiate, and execute the easement, including costs of the appraisal, cadastral support, and legal reviews. The Department of Public Works recommends award in the amount of $58,490.00 to the United States Department of the Army, Finance and Accounting Officer, United States Army Engineer District, Baltimore in accordance with Section 41-25 of the Harford County Code.
