Members present were Mr. Tim Hoffman, Mr. Justin Paulman, and Mr. Brian Plitnik. Ms. Lynda Lambert and Mr. Nathan Williams attended meeting virtually. He read the following statement into the record: "The Cumberland Historic Preservation Commission exists pursuant to Section 11 of the City of Cumberland Municipal Zoning Ordinance. Members are appointed by the Mayor and City Council and shall possess a demonstrated special knowledge or professional or academic training in such fields as history, architecture, architectural history, planning, archeology, anthropology, curation, conservation, landscape architecture, historic preservation, urban design, or related disciplines. The Commission strives to enhance quality of life by safeguarding the historical and cultural heritage of Cumberland. Preservation is shown to strengthen the local economy, stabilize and improve property values, and foster civic beauty. There is still funding available for the mid-town grant. This is a matching grant of $10,000-$15,000. It is for commercial buildings in the mid-town area only. MHT approved that project awhile back. A while back, we discovered asbestos in the basement around the steam pipes. - - have included some photos of the pipes in the basement. The Maryland Historical Trust concluded that they could approve this project at the staff level. Ihave previously sent a copy of their email approving the project. I have also attached the two contractor estimates for the project. You will note in the estimates that they also found asbestos tiles under the carpeting in a couple of the basement rooms. We are not pursuing removing the tiles because the carpeting is in good condition. Plus, as you will see in the estimate, the tile removal would be an additional cost. Read and Helen Patterson Read. -Queen Anne Victorian with later Craftsman updates. Clapboard siding, shingles, and cut sandstone foundation. Modernized and expanded in the 1920s-30s with stucco covering the clapboards and double decker front porches and additions with rusticated concrete block foundations. -The 15t, 2nd, and 3rd floor windows were replaced with vinyl windows by the previous owners. The basement retains the original wood windows. -Currently, the house is painted white with black trim. -Historically, the house has been painted various shades of green (paint traces). -The cut sandstone foundation was painted with a gray paint by the previous owners. It has proven too difficult to remove. Project -Hoyman Painting will apply two coats of Sherwin Williams Duration exterior latex paint to previously painted surfaces as follows: Main Color (stucco & front porch columns) - SW2811 Rookwood Blue Green; Primary Trim Color (soffit and fascia, window and door trim, front porch nandrail/bottom rail, and 2nd1 floor porch exterior of pair of French doors) SW0041 Dard Hunter Green; Third floor wood shingles - SW2839 Roycroft Copper Red; and Accent Color (inside grid at front gable, handrail pickets, top and bottom rail between pickets only, and pair of front, 2nd floor porch screen doors) - SW2817 Rookwood Amber. -Owner will limewash the cut sandstone foundation with a color matching SW2805 Renwick Beige, a color that matches the original stone as much as possible. Hopefully overtime the original stone will showi through more and more. -Owner will paint the rusticated concrete block foundations with a Sherwin Williams masonry paint in SW2805 Renwick Beige. The rusticated concrete block shows signs of weathering.
