CLOVIS CITY COUNCIL MEETING April 14, 2025 6:00 P.M. Council Chamber Meeting called to order by Mayor Mouanoutoua at 6:01 Flag Salute led by Councilmember Bessinger Roll Call: Present: Councilmembers Ashbeck, Basgall, Bessinger, Mayor Pro Tem Pearce Mayor Mouanoutoua PUBLIC COMMENTS = 6:02 Steven Trevino, resident, spoke about the recent death of Agamjodh Singh Cheema and urged improvements to bike and pedestrian safety along Bullard Avenue. Dr. Jeni-Ann Kren, resident, addressed traffic safety concerns following a second fatality in the area and emphasized the dangers of speeding and distracted driving. Joann Franks, resident, spoke about ongoing traffic safety issues, particularly at the intersection of Peach and Nees. Sue Sturgill, resident, thanked Mayor Pro Tem Pearce for removing certain books from the children's library and asked whether Clovis is a Sanctuary City. Daniella Torres, a Senior at Clovis West, thanked Council for the opportunity to attend and shared her experience as the President of the Latino Student Success Club. Shelly Barnett Cash, resident, expressed concerns about speeding on Sierra Avenue and requested action to prevent future accidents. Mayor Mouanoutoua acknowledged for the record several written correspondences submitted as public comment. CONSENT CALENDAR - 6:12 Brian Wilson, a resident, spoke on Consent Calendar Item #3, requested more information regarding the audit and public disclosure requirements. Eric Rollins, a resident, addressed Consent Calendar Item #4, seeking clarification on a proposed $181,578.50 expenditure, and wanted more detail beyond referencing the purchase of 32 mobile data computers. Motion by Councimember Ashbeck, seconded by Councilmember Bessinger, that the items on the Consent Calendar be approved, including the waiver of the reading of the ordinance. Planning and Development Services - Approval = Final Acceptance for CIP 24-13 New Bus Stops B1, for a final contract cost of $222,652.08. ADMINISTRATIVE ITEMS - 6:18 6:18 ITEM 14 - Consider - Update on Creation of a Historic Preservation Board and Historic District and Provide Direction. Shelly Barnett, resident, expressed support for preserving Clovis. Brad Avery, resident, raised concerns about infrastructure issues like water pressure and sewer problems related to SB9 and new developments. Brittany Darnell, resident, shared her experience with the challenging building process and expressed concerns about a historic district oversight could make it worse. Julie Andrews, resident, questioned the criteria for historic district and asked whether the district would be based on historical significance or architectural integrity. Sam Lucido, resident, emphasized his long history of development in Clovis and suggested that existing plans already provide adequate guidance without the need for a new committee or district. Cora Shipley with the Business Organization of Old Town (B.O.O.T.) noted previous preliminary discussions on a nistorical committee and voiced concern that SB9 could change Old Town Clovis permanently. Page 2 of 4 Sayre Miller with the Historic Preservation Committee highlighted the goal of preserving Clovis's iconic buildings, like the Carnegie Library. Steven Trevino, resident, stressed the need to preserve Clovis's history while addressing conflicting needs for development and shopping. Mike Murphy, resident, supported the historic district to prevent developments like fourplexes. Greg Newman with the Clovis Chamber of Commerce supported Option Four, believing the City already has the necessary tools in place. Adam Holt, resident, pointed out a divide between residential and commercial property owners and advocated for balanced development that doesn't discourage investment. Scott Glenn, resident, addressed infrastructure strain and hopes future planning will support both preservation and neighborhood health. The Council directed staff to engage further with the community to gather feedback, then return with ideas and options for how a historic district could be implemented both as part of the General Plan update and through potential interim steps. CITY MANAGER COMMENTS = 7:46 City Manager Haussler announced several upcoming events, including the Fast and Furriest fundraiser for Miss Winkles Saturday, April 19, 2025, the Community Easter Luncheon on Sunday, April 20, 2025, at the Senior Center, and encouraged residents to participate in two interactive General Plan community workshops on Wednesday, May 8, 2025, and Thursday, May 28, 2025, with more information available on the City's website. COUNCIL COMMENTS = 7:48 There was a consensus of the Council to direct staff to look into establishing Council term limits before the 2026 elections as well as to review the policies regarding mayoral protocols. There was a consensus of the Council to bring back an ordinance for discussion regarding commercial copper wire theft, using the County and City of Fresno's ordinance as a reference. There was a consensus of the Council to look into the status of local businesses and potential impacts on sales tax revenue before finalizing the budget.
