Housing Element 2024 Annual Progress Report - Planner Susan Peters that adopted Housing Element requires certification. Many report government grants relate to housing. In accordance with State laws an: annual report is due on 5th of April of every year. Our Housing Element is done in collaboration with Amador County and the other four cities. Each city and county had a different reviewer. Leap grants will pay for updates to zoning codes. Local Design Review Committee findings are not required to be submitted to City Council. Restraints should be removed where possible to allow housing to happen. Our city exhibits slope instability. State Officials are concerned about recent firing at Federal level, FEMA is "on the chopping block". A work shop is in planning stage for applying for Federal money for water for future growth. 5. Amador City Business and Community Association ACBCA was formed in 2017 as a Not-for- Profit organization for charity activity. It matters for donations that are tax deductible. There are three Board Members, Chris Walsh is Secretary, A'laina Lyons is Treasurer, and Amelia Ambroselli is President. This year the tax forms were filed on time. Ads for Amador City have been placed in the Visitor's Guide, Coming events are Amapola, and the Poppy/Puppy Bike Ride. Three Dancin' in the Streets events are planned. This year there will be square dancing available with Blue Grass music. Day of the Dead will be celebrated November 2. The First weekend in December will be Main Street Magic. A Community Pot Luck is planned for May 18. Water Street will be closed to vehicular traffic to accommodate a VERY long table for dining. City Administrator Groth asked for a financial statement which A'laina will provide. ACBCA has established an endowment. They also have applied for grants from Amador Arts and the Reservation. Councilperson Bragstad asked if the name could be changed back to GOLDPAN; however, that would require extensive paper work to continue the non-profit status. ACBCA requested a donation of $1,600.00 which is smaller than previous requests. This sum will go towards paying for three bands fort the three Dancin' in the Streets events. Sherrill moved, 2nd by Bragstad, approved unanimously. 6. Records Retention Plan for Amador City. - Councilman Ambroselli proposed this plan to store documents, maintain digital access, provide list of categories, and increase transparency. He suggested an ad hoc committee be formed to work on this project. Bragstad moved, 2nd by Sherrill to form committee, approved unanimously. 7. Update - Old City Hall Anonymous donation has been deposited with city's matching 25%. Locks have been changed. Inner door to be opened to allow access to filing cabinets. Next meeting will be held in Old City Hall. As a result, John Allen Construction's bid was submitted to the insurance adjuster for their approval. Although the insurance had previously approved the scope of work, the adjuster was not satisfied with the total cost submitted by John Allen Construction. John Allen was able to propose an alternate electrical design allowing him to revise his estimate (see table below). The revised estimate was then submitted to the insurance company which they have now approved. However, tobacco use at parks adds to the problems of secondhand smoke, litter, fire, as well as poor modeling behavior for children. This fact sheet outlines the benefits of laws and policies for creating smoke-free parks. Smoke-free parks promote healthy living. By passing smoke-free park laws, cities and counties can make outdoor activities healthier and free from dangerous and nuisance, secondhand smoke. 1,2,3 Smoke-free parks allow children to model healthy behavior from adults, and encourage smokers to smoke less or even quit. Smoke-free park laws help reduce tobacco litter and fire risk. Many communities already have smoke-free parks. Other small, rural counties, like Amador County, already have smoke-free parks policies.
