145 Meeting ofthe Fulton County Commissioners - Tuesday, December 27, 2022 8:30 a.m. at the Commissioners' Office Present: Commissioner Shives, Commissioner Bunch & Commissioner Ulsh (via telephone) Absent: None Others Present: None Commissioner Bunch opened the meeting with prayer and all recited the Pledge of Allegiance to the flag. Motion by Commissioner Bunch to approve the Commissioners' Minutes of the December 20, 2022 meeting. All in favor. Motion by Commissioner Shives to approve the Accounts Payable dated December 22, 2022 in the amount of $84,299.49. All in favor. All in favor. Motion by Commissioner Bunch to adopt the 2023 budget as advertised and presented. All in favor. Motion by Commissioner Ulsh to approve Resolution 12 of 2022, 2023 Tax Levy and Appropriation Reso- lution, showing that the taxes will remain the same with no increase. All in favor. Motion by Commissioner Bunch to approve the Teleplus Protection System Extended Service Agreement, effective January 1, 2023 through December 31, 2024. AIl in favor. Commissioners met with Elections Director Patti Hess to talk about the ballot dropbox. Hess gave a report of dropboxes in other neighboring counties. Motion by Commissioner Ulsh to eliminate having a ballot dropbox for the next election. AIl in favor. Commissioner Shives stated that the reason she voted yes was due to the limited hours the dropbox was available and that residents could deliver by hand if they are already at the Voter Registration building. Commissioner Ulsh stated it also releases responsibility from having it monitored. Hess commented that ballots can be hand 146 delivered to her during business hours or mailed noting that the McConnellsburg Post Office delivers ballots di- rectly to the count and that they do require a stamp. McConnellsburg Post Office is the only Post Office that will directly bring ballots to the county. Hess asked the Commissioners for recommendations for a temporary election board stating that she needed to know as soon as possible SO she could take the recommendations to Attorney Jim Stein and the Courts to be sworn in. Hess continued in her discussions with the Commissioners about L&A (Logic and Accuracy) testing and a 2% statistical recount that is required prior to the election. Motion by Commissioner Bunch to approve L&A testing after the election. All in favor. Motion by Commissioner Bunch to approve the Teleplus invoice for annual campus alarm monitoring in the amount of $2,310. All in favor. Motion by Commissioner Ulsh to adjourn at 9:56 AM. All in favor.
