73 Meeting of the Fulton County Commissioners Tuesday, July 26, 2022 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh and Commissioner Shives Absent: Commissioner Bunch Others Present: None Commissioner Ulsh opened the meeting with silent prayer and all recited the Pledge of Allegiance to the flag. Motion by Commissioner Shives to approve the Commissioners Minutes of the July 19, 2022 meeting. All in favor. Motion by Commissioner Shives to approve the Accounts Payable dated July 25, 2022 in the amount of $148,218.14. All in favor. All in favor. commissioners held a brief Retirement meeting met with Denny Koons, Raymond James Financial, to go over the quarterly review. Commissioners met with Dan Miller, Chief Probation Officer. Commissioners signed paperwork to receive the 22-23 Intermediate Punishment Treatment Programs Award in the amount of $35,000 from the Pennsylvania Commission on Crime and Delinquency. Commissioners also signed an Amendment to Agreement of Services through Vigilnet for a Wrist GPS bracelet for individuals on probation that require it. Lastly, Miller presented a travel request for the Annual Adult Chief Conference September 11-14th, 2022. Commissioners met with Fiscal Admin, Lisa Beatty and Chief Clerk, Stacey Golden to go over liquid fuels allocations fori the townships. Beatty explained that the county is not receiving as much revenue from the state as in previous years and that she updated her spreadsheet accordingly to determine the amounts for each county. Golden stated that John Pecze and Craig Redman both from Pennsylvania Department of Transportation met with her and Lisa Beatty to give some insight on the 74 dotGrants website. Commissioners asked Beatty to calculate amounts based on current population and road mileage for the townships. Commissioners met with Deanna Park, HR Administrator and Stacey Golden, Chief Clerk to give an update on the meeting for PCHIPC, Pennsylvania Counties Health Insurance Purchasing Cooperative, that included Amy Smith, Benecon Account Manager; Nicole Brandt, Highmark Sr. Client Service Manager and Richard Brookes, Broker with WEBB Insurance. Golden stated that a portfolio was presented at the meeting that showed all the details of the plan. The plan is self-funded which allows for health insurance reimbursements when eligible. Monthly rates are based on the group's total maximum costs plus a 15% corrider. Rates increased 14% for 2022, new rates should be available by early fall. Commissioners signed a PCORP application through the 2022 safety grants program to cover invoices for Keller Engineer for the Probation Steps Project and for George Richards for cutting a tree down at the Warfordsburg Senior Center. Motion by Commissioner Shives to approve the CDBG Prep App Schedule for FFY 2022. All in favor. Motion by Commissioner Shives to approve Julie Dovey, Fulton County Services Director/Executive Development Director for Fulton County Family Partnership, to submit the ERAP Program Questionnaire Review on behalf of the county. All in favor. Motion by Commissioner Ulsh to approve a letter submitted by Dick Newman to change office hours for the Veterans Affairs Office from Monday and Wednesday 8-12 to Monday 8-4 PM. All in favor. Commissioners discussed the agreement between ABI and Fulton County and decided to table it until further discussion with Sid McConahy, Mission Critical Partners and Jeff Reel, Alleghenies Broadband.
