Commissioner Ulsh asked if there were any public comments, there were none. Motion by Commissioner Shives to approve the Commissioners' Minutes of the september 5, 2023 meeting. All in favor. Motion by Commissioner Bunch to approve the Accounts Payables dated September 11, 2023 in the amount of $86,944.74. All in favor. Commissioners met with Leroy "Lee Vickroy" to present a certificate acknowledging and congratulating him for his 100th birthday and his military service during WWII. Vickroy reminisced of his time serving his country and thanked the Commissioners for honoring him. Commissioners met with Career Placement Specialist Joyce Lynch and Administrative Assistant Wendy Hoover, both with Employment and Training, Inc. to have the Workforce Development Month Proclamation executed. A picture was taken with the Commissioners to be placed in the Fulton County Newspaper. 246 Motion by Commissioner Bunch to approve the National Workforce Development Month Proclamation the week of September 11-15, 2023. All in favor. Motion by Commissioner Ulsh to approve the Second Amendment to the contract dated April 27, 2021 between Fulton County, PA and Franklin County, PA for Adult inmate Housing to accept up to (5) adult offenders at the Franklin County Jail, to renew on July 1, 2023 for a term of two (2) years. All in favor. Motion by Commissioner Shives to approve the Amendment to Project Supplement No. 2022-01 to Grant Cooperation Agreement between Alleghenies Broadband, Inc. (ABI), and Fuiton County to be extended to December 31, 2023. All in favor. Commissioners met with Executive Development Director Julie Dovey, Family Support Coordinator Tiea Sharer, Executive Director Assistant Rachel Cain, all with Fulton County Family Partnership; Lori Young, Program Specialist for Franklin/Fulton Intellectual Developmental Disabilities Program; James Eagler, Administrator for Franklin/Fulton Drug & Alcohol; Services for Children Director Christine McQuade for the FY23-24 Fulton County Block Grant Plan Public Hearing. Dovey presented handouts explaining what each program within the Block Grant entailed. Commissioners met with Tom Krause and Daryl Jamison, both with Teamsters Local Union 992 for a fourth round of Union Negotiations. Also in attendance were Shop Stewards Jennifer Burdge and Darron Butts and also the county HR. Administrator Mary Huston. The next meeting will be held on October 3, 2023 at 10:00 a.m. in the Commissioners' Office. Motion by Commissioner Shives to adjourn at 1:25 p.m. All in favor.
