Meeting of the Fulton County Commissioners - Tuesday, April 23, 2019 8:30 a.m. at the Commissioners' Office Present: Commissioner Ulsh, Commissioner McCray and Commissioner Lynch Other's Present: Rebecca Kendall Commissioner Ulsh opened the meeting with a moment of silent prayer and recited the Pledge of Allegiance to the flag. Motion by Commissioner Lynch to approve the minutes of the April 16, 2019 meeting. All in favor. Motion by Commissioner McCray to approve the accounts payable dated April 22, 2019 in the amount of $191,194.97. All in favor. All in favor. The Commissioners met with Wells Township Supervisors-Duane Souders, Kevin Bricker & Rocky Souders regarding all the truck accidents on State Route 915. There have been several attempts by the Supervisors to fix this problem to include meeting with local Legislators and Penn DOT Officials. They are requesting assistance from the Commissioners to address this safety concern. The Commissioners met with Lisa Beatty, County Fiscal Administrator, Julia Dovey, Director of the Fulton County Family Partnership and Jessica Sunderland, Transportation Coordinator regarding the Medical Assistance Transportation Program Trip (MATP) rate increase from $36.00 to a proposed $57. Motion by Commissioner McCray to modify the 18-19 Fulton County Medical Assistançe Transportation Program Contract By and Between the County of Fulton and Fulton County Family Partnership to reflect the MATP Trip Rate increase from $36/trip to $57/trip. All in favor. Motion by Commissioner Lynch Authorizing Chairman Ulsh to endorse the contract with the proposed change of trip rates. All in favor. Mrs. Dovey also updated the Board on a status of the Human Services Block Grant (HSBG) to include a proposed reallocation for Drug & Alcohol Prevention Services. Motion by Commissioner McCray to reallocate the HSBG monies for Drug & Alcohol Prevention Services in the amount of $3,840. All in favor. Mrs. Dovey gave updates on the State Homeless Assistance Program for FY 2019-2020. She is seeking approval to extend the. Joinder with the Center for Community Action to assist with the Homeless Assistance Program. Motion by Commissioner Ulsh to approve extending the. Joinder with Center of Community Action for a period to expire June 30, 2019 with a not to exceed amount of $6,000 for assistance with the Homeless Assistance Program. All in favor. Mrs. Dovey updated the Board on the Krivac Fund which is for Fulton County Residents with Intellectual Disabilities of which Franklin County holds the Trust. Guidelines and Approval procedures were discussed. It was suggested to have a committee to review applications for access to these funds. Mrs. Dovey will draft Committee guidelines and review with the Commissioners. Milestones Wellness Outreach has currently submitted an application for access to some of these funds. The Commissioners met with Mary K. Seville, Planning Director regarding Planning Office Matters. The Commissioners met with Karen Hann-McFadden, CDBG Administrator regarding Community Development Block Grant Matters. Motion by Commissioner McCray to sign and award the Notice to Proceed. for the McConnellsburg Sewer. Authority Cloverleaf Court sewer. line replacement project to Claycomb Excavating LLC., which is being funded with CDBG monies. All in favor The Commissioners: met with Brian Barton, EMA/9-1-1 Director regarding 9-1-1 Dispatch Matters as well as consideration for dispatching services within the County. Also in attendance was Rodney Mellott-MVFC, Tammy Cook-Medic 60 and Sidney McConahy-Mission Critical Partners Inc. Commissioner Lynch would like to recommend follow up within 30 days of other avenues for dispatching service. Mr. Barton also briefed the Board on the storms that came through the County Friday Evening. The National Weather Service visited the County on Monday the 22nd to assess the damages and confirmed a EF1 Tornado in Knobsville. No injuries were reported just property damage. Motion by Commissioner McCray to make the following one year appointments on the MuntingonPedordFuton Area Agency on Aging's Citizens Advisory Council: Mr. Donald Eisaman, Mrs. Brenda Gordon, Ms. Carol McKee, Ms. Joanne Mellott and Ms. LaVonne Lohr. All in favor. Motion by Commissioner McCray to approve and authorize the Cooperative Agreement Amended 4/23/19 between Milestones Wellness Outreach and the Wardfordsburg Lions Club and Fulton County Commissioners. All in favor. Motion by Commissioner Ulsh to approve the Computer & Network Use/Cybersecurity Policy. All in favor. All County employees will be sent a copy and sign that they reviewed it.
