Council Meeting Page 2 March 3, 2025 Turtle Creek Borough regular monthly Council Meeting, on March 3,2025 was called to order by President Nick Bianchi who led the Pledge of Allegiance. Remained standing for a moment of silence for: Howard Skip" Miller was Fulltime truck driver and Volunteer Fireman with the Turtle Creek Fire Department, Emergency Dispatcher and Civil Service Committee. Roll Call: President Bianchi = present Mr. Sanker - present Mr. Estocin - absent Mr. Spencer - present Ms. Henkel - present Mr. King - present Mr. Nolan - absent Mayor Forgie = present Solicitor = present Verizon Public Hearing as advertised. Motion Mr. Spencer, Ms. Henkel approving to enter into the Public Hearing for the Verizon Franchise. Motion carried. Motion Mr. King, Mr. Spencer to adjourn the Public Hearing for the Verizon Franchise. Motion carried. Approval of the February 2025 minutes: Motion Ms. Henkel, Mr. King approving the February 2025 minutes as submitted. Motion carried. Page 3 Correspondence: The Allegheny League of Municipalities is holding their annual spring conference at Seven Springs on April 3 thru April 6, 2025. Conference and food cost $350.00/5345.00 for three days registration and 5275.00/5265.00 two days registration. Ron Gehry-1208 Chestnut Street-Everyday at 4p.m. a truck goes speeding by his residence. Council is looking into traffic calming. Ask Council to consider a stop sign on Chestnut Street at Torrence Street. Council agreed to have the Police and Public Safety to look into the request. Anna Lawson-376 Highland Avenue- reporting there is trash all over the ground on Highland Avenue and Clugston Avenue. Council asked the Street Department Foreman to clean up the street. Will notify the Ordinance officer for any property with trash on them. Asking if the engineering can take a look at the condition of Sanderson Alley. Asked if the potholes could be filled that are in the middle of the roadway. Committee Reports: Mr. Bianchi- None Ms. Henkel- None Mr. King- Turtle Creek Watershed Association member for 2025 is $100.00. Same amount as last year. Motion Mr. King, Mr. Spencer approving the 2025 Member ship with the Turtle Creek Watershed Association in the amount of $100.00. Motion carried. Page 4 Woodland Hills High School Department of Performing Arts musical this year is Hairspray. They are asking for an advertisement in their program. Motion Mr.King, Ms. Henkel approving a large advertisement in the program for WHHS Dept of Performing Arts in the amount of $80.00. Motion carried. Mr. Sanker- Will look into adding a stop sign on Chestnut Street at Torrence Street. Mr. Spencer- The Civil Service Committee will be holding a test for Fulltime Police Officers on April 2, 2025. Will need to replace Mr. Miller on the Civil Service Committee. Police and Public Safety Chief's Report for Year 2024: There is no Chief's report tonight because the police operations have been changed to now go through the County system. Mayor Forgie- Starting up the Wednesdays Litter cleanup. The first Wednesday will be on March 26th 7 then April 2nd, 1 gth, and 16th The clean up day for the whole town will be held on Saturday, April 26, 2025. On March 11 - will be attending a Turtle Creek Bike trail meeting at the Braddock Historical Society at 5p.m. Solicitor - None Old Business: Ratifying payment of the February 2025 bills in the amount of $304,411.76. Page 5 Motion Mr. Spencer, Mr. Sanker ratifying the action taken by the Borough Administrator in the payment of the February 2025 bills in the amount of $304,411.76. Motion carried. New Business: Council did meet with representatives from Waste Management. There is one more option year. One option to try and lower the cost will be a limit to one 96 gallon can. Another option is to talk with other towns about our pickup. We did express our concerns with the issues we have had this year regarding their pickup.
