Section 240-43.H.4 - Existing Street Improvement. The applicant has requested a waiver of the requirement to provide curbs and sidewalk along Route 230. As recommended by the Engineer, a motion to deny the request for a waiver of SALDO, Section 240-43.H.4 for curbs and sidewalks but to approve the allowance of a deferral with a note to be added to the plan as stated in RETTEW's review letter dated March 31, 2025. iii. Section 240-55.G = Street Trees. The applicant has requested a waiver of the requirement to provide street trees along the frontage of the existing frontage of the existing street that abut the subdivision. Motion to deny the applicants' request and to approve a deferral until such time the lot is developed and that a note be placed on the plans stating as such. iv. Public Safety Committee a. As recommended by Committee., motion to adopt the recommendations within the Williams Alley Traffic Study. 2 b. As recommended by Committee, motion to raise the hourly rate of wages of part-time police officers from $28.00 per hour to $32.00 per hour. 14. Public Works Committee a. Discussion with possible motion to run electric conduit to the SE corner of the new building's public parking lot for future 2-stage EV Charging Station. b. As recommended by the Committee, motion to approve additional street maintenance project as recommended by the Director of Public Works. C. Started a 6 week Homeschool Spanish class with about 30 enrolled. They are a fun class and there are some new faces. Alysa had a good turnout for Adventures with Baby. 22 babies and their caregivers. Continuing to schedule Summer events. The new LSLC Youth coordinator comes from one of the libraries in the system, already has experience and should be excellent in her position. Had a nice visit with the many children at Kinderhook Learning Center. We talked about Spring and kites. Kirstin, of course, provided me with wonderful bear and kite bookmarks for the kids to take home and color, with an invitation to visit the library on the back. Attached you will find the following items: Account Balance Report - A report of the reserves in our four major operating funds as of April 30, 2025. For 2025, we have not received the April tax dollars yet. They will come at the beginning of May, but not in time for this report. Liquid Fuels Allocation was received on April 7th in the amount of $212,295.80. This goes into the Highway Aid Fund. Although we are down approximately $1,000 from last year's allocation, we budgeted $209,437.93, SO we are $2,857.87 over this year's S budget. Next month I will provide a budget report. Pugliese I, Borough Manager DATE: April 22, 2025 RE: Manager' S Report 1. Meetings I have attended the Council Meeting, Parks & Recreation Advisory Board Meeting, Public Works Committee Mtg., Chamber meeting and Staffi Meeting. 2. Cresco Labs is currently working on the storm water basin; however, the Zoning Officer and LCCD are working with them to obtain correct permits. 3. Pickle Ball Court - Following Council's direction to locate the Pickle Ball Courts in Borough Park, we are looking at an alternate option ofturning ofturning the basketball court into 2 or 3 pickleball courts to move the courts further away from residential houses and build a basketball court along N. Market St. We continue to look at financial options as well. 4. Borough Handbook: All edits have been addressed, and the Employee Handbook is before Admin & Finance Committee. The draft handbook was forwarded to all of Council and to the Borough Solicitor for review. Admin & Finance Committee has reviewed half ofthe proposed changes and will review the second half at their March Committee Meeting. I sent a copy ofthe draft document to the Borough Solicitor on 8/28/2024 and 9/24/2024 seeking her review and comments. I contacted the Borough Solicitor and verified that she still has this on her list of items to complete for the Borough. 5. Reference to BMP 107/Melhorn Basin & BMP 125/Borough Basin, - Rettew has completed testing at BMP 125 and we are waiting for game plan to move forward. Ihave asked ifit is possible that they include what updates might be able to be taken at BMP 107 as well. Also, the Zoning officer is working with the owner of Gus' Restaurant to complete a rolling curb to discharge water from their lot into BMP 125. 6. AMTRAK - Spoke with Representative from AMTRAK and it is their belief that they will have the end wall and BMP 107 completed in September. 7. Street Lights Henry & Delta Streets and AMTRACK Parking Lot : It has been determined that the streetlights on Delta Street and Henry Street are the responsibility of the Borough. Lights on Delta Street have been repaired and are waiting for the contractor to work on the lights on Henry Street. Regarding the Amtrak parking lot, I have called and senet an email to SCTA but have not received any response. I have contacted PennDOT and am waiting a response. 8. Municipal Services Complex - We continue to have bi-weekly meetings on the construction site. I am working through 3 separate possible change orders. 1) extending utilities for splash pad, and 2) providing conduit for EV Charging and 3) running ethernet cable to one or more light post for proper coverage. No updates on change orders. Scott Kapcsos, Chief and I met with the furniture vendor to narrow down some options. Footers have been starting to be poured. 9. Rt 772 Re-Route No updates. 1Page 10. Grants a. DCED Multimodal Transportation Fund Grant Currently waiting on SCTA for the bus shelter installation and our contractor to do street markings. No Updates b. DCED/DCNR C2P2 Grant- YSM is working on the final plan and cost estimates were received placing the completed project at a cost of $3.3 Million. We will be looking at phases with the hope of completion in 7 to 10 years depending on grant assistance. Waiting on finale report from YSM. C. Kunkle Field/Park Heritage Grant - Project completed, grant closed, waiting for final reimbursement. d. RACP Grant 2022/2023 - All required paperwork has been uploaded for Stantec's review and forwarding to the state. e. Clean Water Partners/Foundation - Bid tabs for Phase 2 have been received and Council awarded the bid to Flyway Excavation. Ms Stebbins is working on obtaining easements for Phase 2 properties. Phase Is stream work is completed, they are now working on the creek berms, embankments and piers. VistaBlock has signed the easement paperwork, but I need further signatures from their financers. g. Staffi is willing to meet with or review any projects that other councilors or the mayor have to offer. We can then make a consolidated list and prioritize projects to do some of the legwork required to make projects shovel ready SO that when grants become available, we have appropriate projects to submit, 12. Schatz V. Borough of Mount Joy No updates from Borough's law firm. 13. Florin Hills Council has been kept aware of sediment run off from storms earlier the month. CHN/FHP has greatly enhanced their controls, and they are being reviewed. No land development is permitted to take place until all approvals are met. 2/Page 14. Borough Solicitor - Staff and I have been working on numerous projects with the Borough Solicitor. a. Employee Handbook review. Sent 8/28 & 9/24/2024. 15. Public Works/Parks Department & Authority Facilities Discussion. Document reviews completed and this is before you for action. 16. Chiques Crossing - President Hall and I met with Brandon Conrad to discuss options that would better suit Mount Joy Borough. We are to get back to him with an update. 17. Land Swap - before Council to take action on. ****End of Report**** 3/Page llc. Red Lion Splash Pad Closing The Red Lion Borough Splash Pad will be closing indefinitely. In the last few years, the Borough has been incurring more and more expense to maintain and operate the splash pad. The pad has received more use than it was designed to handle due to people coming from other areas besides Red Lion including Harrisburg and Maryland. The high usage has created problems with the maintenance of the system and additional costs to attempt to keep it in compliance with Department of Environmental standards. Last year alone we had to close down the pad numerous times due of high bacteria levels. The surface of the pad is concrete and over time deteriorates, allowing bacteria to enter the system. With the use of chlorine and the freeze and thaw due to our climate, the surface gets more and more cracks in it allowing more bacteria to infiltrate the system. Thus, causing repeated failure of bacteria tests. The Borough has looked into the cost to repair the surface of the pad and the surrounding knee wall to stop the infiltration, and the cost would be approximately $150,000. Aside from the cost of those repairs, we are not even sure that it will solve the maintenance issues. There is already one spray fixture that has been turned off because it is leaking beneath the pad. We have no guarantee that if we spend that kind of money on the surface of the pad that what is beneath will continue to hold up. The average cost just to maintain the splash pad for three months of use is approximately $15,000. This does not include the wages of staff needed to maintain the system 7 days a week or failures of components overtaxed by the over use. Last year the pump failed twice. The cost of one pump is $5,000. This is not included in the $15,000 average costt to maintain. Having evaluated the costs of the Splash pad and its condition, the Red Lion Borough Council feels that the Splash Pad has now reached the end of its useful life and has become a burden on the taxpayers of Red Lion Borough. The next step will be to schedule a meeting to get community input on what the Borough residents would like to see to replace the Splash Pad. Once we get feedback, we will put out a survey to get a census for the preference. We will then look for grants to assist with implementing this new plan. The goal is to find something that will be less to maintain and best serve the Red Lion Community without having to raise taxes to supportit. There is no sidewalk in the immediate vicinity. There is existing, developed properties on the south side of Route 230 adjacent to the existing property which do not have any existing sidewalks. There is sidewalk on the opposite side ofthe street. The installation of sidewalk would impact the development of Proposed Lot 1 as it relates to site access, PennDOT requirements, and site construction. 3. Section 240-55.G- Street Trees We request relief from the requirement that street trees shall be provided in all subdivisions which include new streets and along the frontage of existing streets that abut a subdivision. This report will provide the advantages and disadvantages of adding a stop sign and provides recommendations for the potential hazards and damages. Study Area: The area of the study is Williams Alley and West Henry Street in Mount Joy Borough. This roadyway is designated as a north and south local road/alley. There is a portion of the roadway that is declared a one-way street. This portion begins 191 feet south of West Main Street and continues north until West Main Street. The roadway is currently designated for two way local traffic from 191 feet south of West Main Street and extending to West Henry Street. There is a "T" intersection at the south most point of the roadway and it intersects with West Henry Street. West Henry Street does not have any traffic control devices. (West Henry Street facing West) (West Henry Street facing East) (Williams Alley at beginning of two-way roadway) 4 There are no fog lines or dividing lines on the roadway. The roadway has one entry point and three driveways which lead to a business, residence and apartment building. Williams Alley has miminal traffic compared to other roadways in the area. There is also adequate lighting from the nearby business and apartment building for the roadway. On March 25, 2025 at 19:30 hours, I conducted an observation ofthe roadway for approximately 30 minutes. There were two vehicles that traveled from West Henry Street onto Williams Alley. During my observations, observed one pedestrian walking along the roadway. In February 2025, there was one vehicle accident at this location with two vehicles due to no stop signs at this intersection. Assessment: Regulatory signs should inform road users of selected traffic laws or regulations and indicate the applicability of the legal requirements. There is a restricted view that exists when traveling south on Williams Alley. The view obstruction requires road users to stop in order to adequately observe conflicting traffic on the through street PennDOTMUICD Section 2B.04 Right-of-Way at Intersections). There is a potential for future crashes due to no traffic control devices at the intersection. PARKS AND RECREATION ADVISORY BOARD OF THE BOROUGH OF MOUNT JOY. NOW, THEREFORE, BE AND IT IS HEREBY RESOLVED by Borough Council of the Borough ofMount Joy, Lancaster County, Pennsylvania, as follows: Section 1. Establishment ofParks and Recreation, Advisory) Board. There is hereby created the Parks and Recreation Advisory Board in and for the Borough of Mount Joy. The Parks and Recreation Advisory Board shall consist ofr not less than three (3) nor more than five (5) members, each of whom shall be appointed by Borough Council. Section 2. Appointments and Terms ofOffice. The members of the Parks and Recreation Advisory Board shall be appointed by Borough Council for terms of three (3) years or until their successors are appointed. A. All persons appointed to the Parks and Recreation Advisory Board shall serve their full terms unless the member shall voluntarily resign or shall be removed by Borough Council. Members of the Parks and Recreation Advisory Board shall serve at the pleasure of Council, notwithstanding appointment of a term of office. Vacancies occurring on the Parks and Recreation Advisory Board occurring otherwise than by expiration of a term of a member shall be filled for the unexpired term only. B. Borough Council shall consider recommendations of current members of the Parks and Recreation Advisory Board to fill vacancies on such Board; however, Council shall have the right, in its sole discretion, to make each and every appointment. C. Borough Council shall appoint the initial members of the Parks and Recreation Advisory Board to have staggered terms sO that the terms of not more than two members shall expire each year. All terms shall expire on the first méeting of Borough Council in a calendar year, and initial appointments may be for less than a full three-year term. Section 3. Service Without Pay. The members of the Parks and Recreation Advisory Board shall serve without pay. Section 4. Organization of Parks and Recreation Advisory Board. The members of the Parks and Recreation Advisory Board shall elect their own Chair and Secretary and shall select all other necessary officers to serve for a period of one (1) year, The Parks and Recreation Advisory Board shall have the power to adopt rules and regulations for the conduct of all business within its jurisdiction. Section 5. Finances. The Parks and Recreation Advisory Board shall not in any manner obligate the Borough for the payment of any Borough funds until the same is appropriated by Borough Council. Section 6. Authority of Parks and Recreation Advisory Board. The Parks and Recreation Advisory Board shall serve as an advisory body to Council. The Parks and Recreation Advisory Board shall perform such studies as shall be requested by Council, and shall provide recommendations upon its own motion relating to issues concerning the provision of park and recreation services within the Borough. It shall be the duty of the Parks and Recreation Advisory Board to submit an annual report to Borough Council, including an analysis ofthel Borough'sparks and recreation areas and any recommendations of the Board. Section 7. Severability. In the event any provision, section, sentence, clause or partofthis Resolution shall be held to be invalid, illegal or unconstitutional by a court of competent jurisdiction, such invalidity, illegality or unconstitutionality shall not affect or impair the remaining provisions, sections, sentences, clauses or parts of this Resolution, it being the intent of Borough Council that the remainder of the Resolution shall be and shall remain in full force and effect. Section 8. Effective Date. This Resolution shall take effect and be in force immediately.
